    Q 1) Section 2.1 of the REI refers to an "attached Contractor Pre-qualification Evaluation Form ". I am not able to find an attachment by that title in the pdf file posted to the BC Bid site. Can you advise where a copy can be viewed? A 1) The intention is to ensure that submissions respond to the evaluation criteria. Part B, pages 6 through 8 of the REI document identifies the evaluation criteria for both Core and Optional Submissions. Please ensure submissions respond to the evaluation criteria in these tables. Section 2.1 of the REI document has been updated (and highlighted in yellow) to reflect this. Q 2) On page 9 of the Contractor Pre-qualification Information Package, it notes that at least two examples of previous work should be submitted. Can you please clarify how you would like this illustrated and mandatory information you would like us to provide? A 2) EAO is seeking a clear demonstration of similar work to that outlined in the REI document having been successfully performed. While there is no specific mandatory information requested, we do expect that examples will be sufficient to identify the experience of the company and individuals submitting the package and that the work is relevant to the services in the REI. All examples should be verifiable if requested. Q 3) When providing details on key personnel, would you like us to provide hourly rates? A 3) Hourly rates are not necessary but can be submitted. Q 4) The mandatories section (Part B, section 4) includes the requirement: For key principles and key personnel, submit proof of five years current experience in performing similar or related work;. Please advise as to what would constitute proof of experience. Resumes for principle and key personnel will be included in the proposal, as well as bios. Is additional information required? A 4) Resumes or other forms of proof should identify the type of work, when it was performed, and where possible who the client was. Statements made should be verifiable if requested.

  • Q 5) Would it be acceptable to deliver a USB drive with the expression of interest and related attachments in digital form instead of 4 hard copies? A 5) No. There are two ways to submit a response per the REI document. Page ii states: Expressions of Interest will be received not later than 2:00 p.m. (local time) on July 27, 2012, at EAOs address: BC Environmental Assessment Office Courier address: 836 Yates Street Victoria BC V8W 1L8 Expressions of Interest can also be submitted electronically on BC Bid Q 6) Is the intent of the division of core and optional submissions to distinguish between those with general EA experience and those with technical expertise in one or more scientific discipline? A 6) Yes. The Core Submission is seeking general EA experience to assist with general EA project administration, which may include more process oriented tasks as outlined in the REI document. The Optional Submission is seeking more technical expertise. The specific disciplines noted in the REI document are not exhaustive of the possible expertise areas that would be beneficial, but these disciplines have recently been sought after by EAO for some projects. Q 7) Can a single individual submit an Expression of Interest? A 7) Yes. The criteria used to evaluate submissions does not include any reference to size of the firm. Q 8) If a firm qualifies for the Select List, can additional individuals be added to the roster of optional personnel when providing a quote and/or bidding on contracts associated with REAI 4929? A 8) Yes. However, any new individuals will need to be approved by EAO to update the Select List or to be included on any contract.
