The HSE have issued new draft guidelines

to the Health and Safety (first-aid)

Regulations 1981, and has invited

comment. Notable the new guidelines

take a more positive and constructive

approach to the British Standard on

Workplace Frist – Aid Kits, BS8599-1 2011.

“Employers may wish to refer to British

Standard BS 8599 which provides further

information on the contents of workplace first-

aid kits. Whether using a first-aid kit complying

with BS 8599 or an alternative kit, the contents

should reflect the outcome of the first-aid needs

assessment.”

There is industry concern that by leaving a

list of suggested contents for a first aid kit, which

is different to that of the BS8599 – 1 standard, a

great deal of confusion will result. Far from

offering guidance to employers, it will offer

confusion. A more fitting approach would be for

the guidance to offer a suggested range of

products, without quantities.

The Institution of Occupational Safety and

Health, (IOSH) commissioned a survey of

1,000 business decision-makers across the

UK and found that 513 did not have this

lifesaving equipment at work. Almost two

thirds of those who said ‘no’ also came from

a wide range of both medium size, and very

large companies.

In support of National Heart Month, this

February, IOSH is encouraging companies to

consider whether they should install a

defibrillator, which restarts the heart using an

electric shock.

IOSH research and information services

manager Jane White said: “We want businesses

to take a good look at the number of employees

they have, their demographics and the kind of

sector they work in, to assess whether they

should get a defibrillator on-site.”

Currently, 30,000 people in the UK each

year have a cardiac arrest out of hospital and

NHS data shows just 18.5 per cent of them

survive. American statistics also show 13 per

cent of workplace fatalities result from

cardiac arrest.

Ms White added: “Using a defibrillator

within the first few minutes after collapse gives

the best chance of saving a life – it can increase

survival rates by as much as 75 per cent. This

just proves to businesses how important it is to

have the equipment on-site.”

Of the 327 respondents from small

companies who took part int the poll, 60.2 per

cent, or 197, said they didn’t have a defibrillator.

316 of the total 513 – almost two thirds – of

those who said they didn’t have the lifesaving

equipment came from medium, large and very

large companies.

When those who had replied ‘no’ in the

survey were asked why their company had not

got a defibrillator, 45 said it hadn’t even

occurred to them, 56 felt there was no need, 34

said they had too few staff and 31 put it down

to cost.

“If someone suffers a cardiac arrest at work

and does not survive, it is devastating for their

family, friends and workmates and it can also

cause a great deal of stress for the person giving

CPR. Companies also need to consider the

impact of losing a member of staff on the

emotional well-being and morale of their fellow

employees, factoring in the cost of down-time,

counselling and any replacement or training of

staff. The message here is not only an ethical

one, it also has financial implications. Of course,

a defibrillator is good health and safety practice

because it saves lives,

but it also makes sound business sense.”

Looking at the poll results by sector,

education fared the worst, as 61 out of 86

people did not have a defibrillator at work. And

two thirds of those in the retail sector said they

hadn’t got one – only 20 out of 58 had. Less

than half – nearly 44 per cent – of the

respondents from an office environment had a

defibrillator. But the picture improved with

manufacturing and engineering industries,

where 65 per cent had the device, amounting to

62 out of 95.

Ms White added: “We want smaller

companies to look beyond sheer employee

numbers when assessing the need for a

defibrillator. They might be a school with

hundreds of pupils, a care facility with at-risk

patients, or a shop or venue with a larger

number of visitors or customers – these

circumstances might make a big difference to

the survival chances of someone having a

cardiac arrest on-site.

The answer is vital. Consider the consequences of using products, purposefully designed

to be sterile, and used in a clinical environment or the shop floor of

your factory, contaminated by supply chain oversight!

absence of any washing or changing facilities.

Furthermore, operatives from the

production floor regularly mingled with

engineering teams in oily overalls in the same

area. Our directors saw no evidence of

oversight whatsoever, even though the factory

were producing medical products destined and

labelled for the European market, including

British firms!

How can these products end up in our

hands? Finished batches are sent to another

factory that has the necessary certification as

mentioned above. These ‘show’ factories

provide a veil of credibility allowing them to

pass inspection.

Does reading this surprise you?

If not, perhaps this will.

The owner of this factory ‘boasted’ to our team

about the certification at the ‘show’ factory,

even though there is no involvement

whatsoever from them in his manufacturing

processes!

More recently, two Directors from Reliance

Medical visited a factory in Hungary, also

producing sterile dressings for our markets.

Evidence of the same shoddy processes was

abundant.

Several manufacturers in the Far East

are fully certified, and they would pass

any inspection with ease. Their factories

operate clean-room facilities where

surgical dressings are produced in an

environment of purified, filtered air.

Workers comply with strict standards

of personal hygiene, involving passing

through a process of exacting washing

and changing routines, additionally

wearing protective clothing covering

the entire body including the head.

This is as misleading, as it is impressive.

The directors here at Reliance Medical have

undertaken numerous inspection visits to these

so-called ‘show’ factories. It is evident to the

trained eye, that this is merely the shop front for

the benefit of the inspectorate and certification

authorities.

The reality is that many of these sites would

never meet the standards demanded by the

European Medical Directives.

Some months ago, a team of our directors

observed for themselves the manufacture of

surgical dressings in a Chinese factory, where

windows without any insect netting whatsoever

were wide open. The boundary wall, composed

entirely from panes of glass, was allowing fine

Furthermore, how would you feel, if, as our

team witnessed for themselves, you saw workers

sitting at potentially dangerous sewing

machines, manufacturing dressings for sale here

in the UK, provided by a local institution that

provides ‘care’ for people with serious mental

health issues?

Amazingly, we discovered that some

product from this very factory had reached the

NHS supply chain! We fail to understand how

this is possible.

Products from both the factories in China

and Hungary are exposed to full Gamma

Irradiation processes. However, this would be

insufficient to eradicate the level of

contamination already present from the lax

manufacturing procedures.

Shanghai, including brand new state-of-the-art

clean room facilities overseen from source to

completion by our directly employed staff both

Since the majority of the first aid and

medical products sold in the UK are sourced

from the Far East, or from other nations selling in

US dollars, the recent deterioration in the value

of Sterling will inevitably force price increases in

the UK market. Eventually, even firms buying in

Chinese RMB or Euro will be affected by the

collapse in the value of our domestic currency.

Given the recent loss of the UK triple "A"

credit rating, and a strengthening US economy

would point to an unlikely recovery in the

fortunes of the Pound, at least in the short term.

People in the UKare among theEuropeans who areleast likely torecognise 112 as

the pan-European emergency number. 112 has been operational across the EU since

December 2008. However, recent data shows that only

10% of UK citizens know they can dial it to contact the

police, the fire brigade or the medical services at home

or when travelling in the EU. Together with Greece and

Italy, this is the lowest awareness level among the 27

member states.

"A single European emergency number only helps if

people know about it. On European 112 Day, I call on

national authorities to step up and do more to inform

their citizens about 112, a number that can save lives",

said Digital Agenda Commissioner, Neelie Kroes.

"Even if 999 is the national emergency number, the

112 number is important for the many Brits who travel

to other parts of the EU every year. They need to know

that wherever they go, they can dial the same number

to get help, and it's free of charge from both fixed and

mobile phones", added Sarah Lambert, Head of the

European Commission Representation in the UK.

In 2009 EU rules and initiatives improved access to

information about the location of the caller. Thanks to

technologies like "push" or "pull" location systems, call

centres in 20 EU countries now provide emergency

services with this vital information almost instantly.

Although many citizens face language problems while

calling 112 abroad, member states say their emergency

centres can handle all calls in English.

'In Case ofEmergency'We all carry our mobile

phones with names and

numbers stored in its memory but nobody, other than

ourselves, know which of these numbers belong to our

closest family or friends. If we were to be involved in an

accident or were taken ill, the people attending us

would have our mobile phone but wouldn't know who

to call. 'ICE' (In Case of Emergency) is catching on

quickly. It is a method of contact during emergency

situations. As cell (mobile) phones are carried by the

majority of the population, all you need to do is store

the number of a contact person or persons who should

be contacted during emergency under the name 'ICE'.

The idea was thought up by a paramedic who

found that when he went to the scenes of accidents,

there were always mobile phones with patients, but

they didn't know which number to call. He therefore

thought that it would be a good idea if there was a

nationally recognised name for this purpose. In an

emergency situation, Emergency Service personnel and

hospital Staff would be able to quickly contact the right

person by simply dialling the number you have stored

as 'ICE.'
