    REMINDERS ON MACHINE-READABLE PASSPORT APPLICATION (as of 01 January 2010)

    I. PASSPORT RENEWAL

    A. Filing of Application

    y Make sure that you have properly and completely filled out the application form.y Bring at least 3 photos that were taken within the last 6 months and are in conformity

    to the new specifications set by the Department of Foreign Affairs consistent with

    international standards (see Guidelines on the New Photo Requirements below).

    y Keep your photos free of any dirt or stain.y Attach copies of the first and last pages of your old passport to your application form.y Be ready to present your old passport for renewal.

    B. Verification and Processing

    y Present your application and other requirements for evaluation.y Bear in mind that the concerned consular staff can reject photos that do not comply

    with the guidelines on the submission of photos for MRP.

    y Your old passport may be inspected but it will not be cancelled yet. You can have itback, but be sure to return it for cancellation on the date of the release of your new

    passport.

    C. Payment

    y The usual fee of SR200.00 per passport will be charged.y A number will be given to you indicating your turn for the computerization of your

    application.

    D. Encoding

    y Your personal data will be encoded to generate the barcode that will be printed on aComputer Generated Form (CGF).

    y After the encoding, you will be asked by the Encoder to double check the entriesbefore printing the CGF.

    y Sign within the box provided in the CGF. Your signature means that you confirm thecorrectness and truthfulness of the information contained in the CGF.

    y Affix your thumb marks by pressing both fingers on the appropriate boxes carefullyavoiding any overprinting or excess ink.

    y All the CGFs will be compiled and shipped to the Department of Foreign Affairs on aweekly basis. The issuance and printing of all MRPs will be done in Manila.

    E. Releasing

    y It will take about thirty (30) calendar days before your n ew Machine ReadablePassport can be released to you.

    y Bring old passport for cancellation and receipt of payment for the passport.

    y Be sure to leave your contact number with the Encoder. You may also wish to contactthe Embassy to check whether your new passport is available for release.

    y Your old passport should be returned for cancellation on the scheduled date of therelease of your new passport.

    Guidelines on the New Photo Requirements:

    1. An MRP photo must be taken against a royal blue background. 2. It should show your full frontal facial image.3. Your image should occupy 70 -80% of the photograph. 4. There should be at least 8-10mm space between the topmost edge of the photo and

    your head.

    5. It should be printed on good quality photo paper, preferably matte. 6. It should be free from ink marks, dirt, finger prints and paste stains. Do not use eraser

    or apply chemical on the photo to clean it.

    7. You should be in formal or decent attire: for men decent shirt with collar; for women with or without collar but no s leeveless or plunging neckline.

    8. Use of eyeglasses is acceptable provided there is no glare and your eyes are visible. Useof sunglasses is not acceptable.

    9. Use of head scarf for religious and medical reasons is allowed. However, the scarfshould not cover the eyebrow or eyes.

    10.Ears should be visible. For Muslim women and members of a Religious Order, it is allright if the ears are covered.

    11.You may smile but not to the extent that will distort your facial features for properidentification at internationa l borders

    12.Use of contact lenses for medical reasons is all right provided they do not change youreyes true color.

    13.Use of earrings is allowed for women provided they are small, but it is not allowed formen

    14.In addition, the following will be rejected: photo does not resemble the applicant; photo with red eye effect; tilted facial image; facial image too big or too small;

    unnatural or yellowish skin tone; wrong color of background; pixilated photo; edited

    photo; uneven skin coloration; busy background a nd foreground; background with

    shadow or uneven lighting; facial image not centered; hair falling across the eyebrow

    or eye area; not enough space above the facial image of the applicant; earrings too

    big; not looking directly at the camera; eye and neck a reas too dark (white of eyes not

    visible); ears not shown; blurred photo; flash too strong; damaged or punctured photo

    15.Your submitted photo can be rejected if it does not comply with the foregoingguidelines

    II. FIRST TIME APPLICATION

    A. Requirements for Filing of Application

    y In most instances, first time application refers to the request of Filipino parents for theissuance of passport to their infants or minor children born in Saudi Arabia. The

    primary and supporting documents needed for the application for a new Machine

    Readable Passport are the same as those required for the old, green passports, which

    are written on the back of the Passport Application Form.

    y For children below 8 years old, personal appearance is not requiredy Photos of infants should also comply with the guidelines set by the Department of

    Foreign Affairs for MRP issuance (see page 2). (Tip: In taking the photo of your infant

    child, have him or her lie down on a royal blue or dark blue cloth. Make sure that his or

    her eyes are open as the picture is shot.)

    y Either parent may sign on the application form for the minor child. However, in thecase of illegitimate children, only the mother is allowed to apply in their behalf.

    y No thumb marks are required for children below 8 years old.B. Verification and Processing

    y Present the application form, together with the primary and supporting documents forevaluation

    C. Payment

    y After paying the prescribed fees, you will receive a number that will indicate the orderwith which you will take your turn for the computerization of the passport application.

    D. Encoding

    y After the data on the application form have been encoded in the p rintable format, youwill be asked to double check all the entries before printing the CGF.

    y In the case of illegitimate children, only their mothers are allowed to sign the CGF.y No thumb mark will be required for children 8 years old and below.

    E. Releasing

    y As in the case of passport renewal, the turnaround time from the application to therelease of the new MRP is thirty (30) calendar days.

    y Make sure that you leave a contact number with the Encoder for fastercommunication if the application was held due to problems that need to be resolved.

    III. REPLACEMENT OF LOST PASSPORT

    y The documents needed for the replacement of a lost passport are the same as thoseenumerated at the back of the passport application form

    y Photos, however, must comply with the new guidelines set by the Department ofForeign Affairs for the issuance of the Machine Readable Passport (see Guidelines on

    the New Photo Requirements). Mishandling of the photos may result in the rejectionof your application.

    y Personal appearance is required for the submission of the application form, togetherwith all your supporting documents.

    B. Verification and Processing

    y Present your duly accomplished application form to the consular staff for evaluation.C. Payment

    yAfter paying the usual fees, those whose lost passports that had been issued at theEmbassy can receive a number needed to proceed to the next step encoding.

    y Those whose passports with place of issuance other than the Philippine Embassy inRiyadh will be required to secure the usual clearance. They shall receive advice from

    the Consular Section as soon as such clearance is received so they can return for the

    encoding of their application.

    D. Encoding

    y The same procedure will be followed on the renewal of passport (see start page).E. Releasing

    y The same turnaround time of thirty (30) calendar days will apply .y Leave your contact number with the Encoder for faster communication on any concern

    that may occur regarding your application.

    y You may also call up the Embassy to check on the availability and schedule of releaseof your new passport.

    y Bring old passport for cancellation and receipt of payment for the passport.
