Remote Electronic Monitoring (REM)
Technical Guidelines
Setting the scene
• The introduction of LO changes the paradigm from “landing quota” to “catch quota”
• Different management measures call for different control and monitoring options
• Current control tools do not provide an effective control and monitoring of LO
• Inspections only provide a very limited snapshot of fishing activity
• The move towards continuous monitoring could have a positive outcome in compliance levels and support fisheries management in general

Justification Background Scope

1. To evaluate the different systems considering existing work done or underway by
different MS (trials, pilot projects) and experiences
outside the EU
2. To develop methodologies for the implementation of
REM/CCTV in fishing vessels and fully document them
3. To assess the methods and formats for the transfer of
REM/CCTV data
4. To provide an estimation of the costs of implementing each
method and system
5. To suggest any additional actions that may support effective and harmonised
implementation of REM/CCTV as a fisheries control tool in
fishing vessels
Technical guidelines and specifications for

Structure
• The guidelines are presented in 3 main parts:
A. Guidelines for implementation: Include rationale andrecommendations for implementation.
B. Annex summarising the technical specifications andminimum requirements
C. Appendices:
1. Fleet segmentation and summarised minimum requirements
2. Vessel Monitoring Plan (VMP) for the purpose of installation
Introduction✓ A REM system on board fishing vessels consists of: a Control
Box, which is a computer for connecting a number of different sensors and cameras
✓ The system setup and installation depends on the objectivesfor using REM and the type of vessel
✓ Document provides guidelines and technical specifications
✓ to be implemented on individual vessels though a Vessel Monitoring Plan (VMP)

A standard control box should be able to support the number ofcameras and sensors needed

• Housing, IP rating, resolution, lenses, compression and other specs
✓ Minimum amount of cameras needed, depending on vessel segmentation
✓ Precise number of cameras needed for the specific vessel specified in the Vessel Monitoring Plan
✓ Description of the views that each camera will need to capture

• Fleet segments with a minimum of four cameras capturing:
o Camera 1: the fishing deck
o Camera 2: the general overview for providing a wide-angle view of the fishing handling/processing area
o Camera 3: the sorting belt/table
o Camera 4: the designated discard area
• For fleet segments of 2 cameras will be a combination of the above

The REM systems should be able to support all types of sensors needed and a data-bus connection for efficient use of the system
Vessel Monitoring Plan (VMP)
✓ The variety of fishing vessel types and configurations, even within the same segment, is significant.
✓ A REM Vessel Monitoring Plan (VMP) shall be made for each vessel in order to adapt the installation to the vessel characteristics and optimize the quality of data and especially the video footage.
✓ The VMP shall be made in cooperation between the vessel owner or master and the flag state competent authorities.
✓ After the installation and any agreed repositioning of equipment is completed following initial trials, the flag state competent authority shall approve the REM system

Logbook recording
All fishing operations should be recorded in the logbook on haul-by-haul basis, including events inhibiting taking the catch on board

Catch handling• In order to capture the whole catch handling process on camera,
some work processes might need to be adjusted if a technical solution cannot be found, to be established in the VMP.
• Designation of a discard area is needed, where legal discarding can take place. Any discarding outside of that area should be prohibited and be illegal even if the species is a legal discard.
System diagnostics
• Self-test functioning (recorded):
o Position check
o Memory status check
o Camera image check
o Sensor operation check
• Warnings for missing data to display on onboard system and remotely via the analysing software
• Tampering events to identified
• Master to be able to test it and obligation to report failing
• Rules to be established on system failure response

Data transmission and retrieval
• Data transmission by mobile networks (4G/5G), Wi-Fi as minimum requirement (excluding a system working with swapping of hard drives)
• System on board to be installed as wired system
• Data retrieval:
o All sensor data automatically transmitted over or satellite (push)
o Video footage transferred on request by the competent authority (pull), on basis of risk-analysis
• For the data analysis a common format of data output is recommended, that can be read by any analysis software. This will require development by providers in cooperation with MS

Data storage and retention
• TWG recognized that minimum periods for data retention will need to be defined (outside of the scope)
• It is recommended that the rules on data protection in the Control Regulation are amended to cater for the protection of REM data
• Legal provisions on data are considered outside the specific area of expertise of the technical group drafting these guidelines

Data analysis
Data viewing (the analysis) requirements:
✓ To be done by competent trained staff
✓ The viewers need to participate in specialised and regularly updated training to ensure level playing field.
Minimal requirements for the viewers:
✓ Independence of the industry
✓ Required competent knowledge
✓ Do not need to be inspectors
✓ Non-compliance to be verified and followed-up by inspectors

Risk based analysis1) Selection of vessel data and video footage to be reviewed should be
based on risk-analysis of the vessels/trips/fishing operations.
2) In order to achieve an overall picture of compliance with the LO, in addition a random selection of fishing operations to be reviewed is needed.
✓ Risk based viewing indicators need to be established and could include:
– missing data, data quality issues, tamper event, abnormal fishing or landing pattern, risk of non-compliance with the LO, risk indicator, quota availability or date of last inspection.

REM system ownership
Experience has shown that ownership of the systems has an effect on instances of tampering

REM system should be property of the vessel owner. The master of the vessel should be obliged to ensure that the system is running in accordance with the rules of operation
REM System Costs
✓ A typical system consisting of a control box, 4 cameras, sensors cables and 1-year software license: € 6,000 - € 9,000
✓ A REM system software license is around: € 250 annually
✓ Installation of a system depends on the installation conditions
✓ For a smaller vessel (less than 12 m) the installation can be done in half a day for around: € 500 and € 1000
✓ A medium size vessel (15 – 40 m) where the price may vary between: € 2,500 and € 3,500
✓ A larger vessel (more than 40 m) around: € 4,000
✓ Maintenance cost of a REM system is very dependent on the activity of a vessel and on the conditions in which it is fishing. An estimate is € 400 - € 1,000 annually. If the system is of good quality the maintenance costs may be significantly lower.

Way Forward
• EFCA has worked with MS to define the content of
operational REM pilot projects that could be implemented at
regional level under the appropriate existing legal
framework.
• A joint regional approach is sought, which would ensure a
level playing field.
• EFCA has dedicated significant efforts and resources to REM
in recent years, and is getting ready to advance to the next
level with a more operational approach.
