    Physical Site Characterization

    Background Information: The Rogers Fiber Mill site (the site) is an abandoned fiberboard mill facility located on Depot Street in Bar Mills, York County, Maine. The site is bordered to the northeast by Depot Street, to the southeast by residential properties, to the southwest by the Saco River, and to the northwest by residential properties.

    On 18 August 1997, representatives of the U.S. Environmental Protection Agency (EPA), Town of Buxton's Selectman's Office, the Buxton Fire Department, and Maine Senator Olympia Snowe's office conducted an inspection of the site. Based on observations made during the site inspection, EPA determined that additional site activities, including drum and container sampling, would be required to further evaluate threats posed by potentially hazardous materials present at the site.

    Physical Site Observations

    The Rogers Fiber Mill site (the site) is an abandoned fiberboard mill facility located on Depot Street in Bar Mills, York County, Maine. The site is comprised of a single one- to three-story mill building which is bordered to the northeast by Depot Street, to the southeast by residential properties, to the southwest by the Saco River, and to the northwest by residential properties.

    The facility is situated adjacent to and partially above the Saco River with a water raceway flowing under/through a portion of the facility. The facility is in poor condition with portions having collapsed either onto themselves or into the Saco River. Evidence of individuals accessing the facility and vandalism were observed throughout a portion of the facility.

  • Narrative Chronology

    The Rogers Fiber Mill site (the site) is located on Depot Street in Bar Mills, York County, Maine (see Appendix A - Site Location Map). The site is the location of an abandoned fiberboard mill facility (see Appendix B - Site Diagram and Sample Location Map).

    On 25 September 1997, U.S. Environmental Protection Agency (EPA) and Roy F. Weston, Inc., Superfund Technical Assessment and Response Team (START) personnel traveled to the site for the purposes of conducting a Removal Program preliminary assessment/site investigation (PA/SI).

    Once at the site, EPA On-Scene Coordinator (OSC) Mary Ellen Stanton and START member Joseph Resca met with representatives of the Bar Mills Fire Department (BMFD) while START members Donald Ayers and Ingrid Winkler prepared equipment and supplies in anticipation of a site walk-through.

    Upon completion of initial discussions with BMFD, representatives OSC Stanton and BMFD Chief David Cark conducted a brief walk-through of the facility hi an attempt to determine if the structural integrity of the facility had worsened since initial EPA site activities were conducted on 18 August 1997. Following the initial walk-through, EPA and START personnel donned level C personnel protective equipment (PPE) as per the site health and safety plan (HASP) and conducted a detailed walk-through of the facility. The HASP has been prepared as a separate document, entitled Removal Program Site Health and Safety Plan for the Rogers Fiber Mill Preliminary Assessment/Site Investigation, Bar Mills, Maine.

    During the site walk-through, EPA and START personnel established four asbestos (A-l, A-2, A-3, and A-4) and four product (T-5, T-6, T-7, and T-9) sample locations throughout the facility (see Appendix B - Site Diagram and Sample Location Map).

    Following the establishment of the sample locations, EPA and START personnel exited the facility, prepared sampling equipment, and re-entered the facility to collect the samples. Samples A-l through A-4 were collected for asbestos analysis, sample T-5 for metals and pesticide/polychlorinated biphenyls (pest/PCB) analyses, samples T-6 and T-9 for metals analysis, and sample T-7 for metals, pest/PCB, pH, flashpoint, and volatile organic compounds (VOC) analyses. Sampling activities were performed in accordance with the site sampling quality assurance/quality control (QA/QC) plan, which has been prepared as a separate document, entitled Removal Program Site Quality Assurance/Quality Control Planfor the Rogers Fiber Mill Preliminary Assessment/Site Investigation, Bar Mills, Maine. The descriptions of samples collected on site are summarized in Table 1 - Sample Descriptions. During the course of sampling activities, START member Resca photodocumented sample locations and site conditions (see Appendix C - Photodocumentation Log).

    Following the completion of sampling activities, EPA and START personnel decontaminated sampling equipment, packaged the samples for shipment, and completed the chain-of-custody (COC) record (see Appendix D - Chain-of-Custody Record). Upon loading equipment and supplies used during site activities, EPA and START personnel departed the site.

    SOIL: The samples were processed by Method 5035, High Concentration for Soils and the extracts were analyzed by SW-846, Method 8260B, SW-846, Rev 0, January 1995, (VOA SOP 2/92). Concentration is based on dry weight.

    QUALITY CONTROL:

    1. A method blank was analyzed prior to sample analysis.

    2. Each sample was spiked with three surrogate compounds at 25 ppb concentration. The results for the surrogate recoveries are reported for each sample.

    3. Sample 06555, was spiked in duplicate and analyzed to determine laboratory precision and accuracy.

    4. Additionally, fluorobenzene was spiked into each sample to determine extraction efficiency.
