Wind Power Potential in Russia

It is estimated that Russia has large wind potential, its gross theoretical wind energy potential is defined to be 197477 billion kWh/year (H=100m)and gross technical wind energy potential – 21850 billion kWh/year (H=100m).The favourable zones for wind energy development include territories of South and North Caucasus federal districts (FD), territories of the NorthWest, Ural, Siberian, Far East FD located in the Arctic Circle; coastal areas northeast of the country, as well as the Kamchatka Peninsula andSakhalin Island. But the sources haven’t been realized to its full potential, only 13 MW are installed in Russia nowadays .

Decree of July 28, 2015 №1472-p "On stimulation of production of power generation from renewablesources“, Governmental Decree of November 10, 2015 № 2279-p "Changes the main directions of thestate policy in the field of improving energy the efficiency of power sector using renewable energysources for the period till 2024 “and the Resolution of the Russian Government dated 10 November 2015№ 1210" On amendments to certain acts of the Russian Federation on the use of renewable energesources in the wholesale power(capacity) market formed a support mechanism for renewable energy inthe wholesale power market, including:

Adopted support measures gave a strong impulse for of competitive selection of projects, and nowthe projects of solar energy are leading, of them already is implemented about 50%, in second placeare wind power projects with a total declared capacity of 801 MW and with the absence of completedprojects, the third - the declaired 70. 44 MW of hydropower, which are also not implemented.

The main actors RES industry in the wholesale market of electricity (capacity)market: strategic investors, developers, engineering companies, equipmentmanufacturers, the company owners being built or operated generation facilitiesfrom renewable energy sources are identified.Characteristics of being built or operated generation facilities based onrenewable energy sources and regions of their location are presented.Production and property ties between the main actors of renewable energyindustry in the wholesale market of power (capacity) are identifiedThe existence of domestic samples generating equipment based on renewableenergy for use in the domestic and foreign markets is noted It is noted that the localization of production equipment is the main factor,which does not allow at present to implement the planned indicators of wind andhydro capacities addings.Dynamic growth of generating capacity based on renewable energy in thewholesale market of electricity (capacity) UES of Russia is noted
