Dear Sir, I have applied for vacancy advertised vide category No. ER -02 and advertisement no. ER 02/2015 for the post of Assistant Archivist in National Archives of India under OBC Category under Roll No. 2520200212. The result declared by the commission is showing that the last selected candidate scored 47 marks(Notification No. letter 9/Misc-12/ER-02/2017-Rectt. Dated 14-08-2018). But As per My result I have scored 56 marks while I have also applied under OBC Catergory. Commission has not given a sufficient reply to my RTI and not provided the reason why a lower marks scored candidate is selected and a higher marks candidate is rejected. You are requested to please provide appropriate reply about why a lower scored candidate is selected by the commission and rejected my candidature. I preferred this first appeal because of the following reasons. While providing information to my RTI application, your below authorities is provided misleading and non relevant information to my application by saying that refer to SSC Selection post phase VI notification of 2018. In the given notification, it is not clearly mentioned about the experience period.(i.e two years experience prior to educational qualification or after completion of educational qualification) I requested for the information regarding professional experience acquired prior to the educational qualifications (i.e Prior to completion of Bachelor of Library Science degree) is valid experience or not valid, for the post of Library information Assistant given in the SSC Selection Notification Phase 6, but your higher office not provided the related exact information to my RTI application.So I kindly request your office to provide required RELATED exact information for my RTI application. MY original RTI application is as follows. 1. A person who has passed Under Graduate Degree in the year 2013 and thereafter he has passed One Year Diploma/Certificate Course in Library Science in the year 2014 and after this he has completed three years experience as a School Librarian (2014 to 2018) and after this, he has completed his Degree in Library information Science in the year 2017 , Provide the information whether he is eligible for the post of Library Information Assistant. 2.If the person with above said qualifications is not eligible for the post of Library information Assistant, then provide the information related to required eligibility qualifications for the post of Library Information Assistant in detail. 3.Provide the detailed information with exact and related answers to my RTI application. marks list of the candidates of Constable (GD) Examination, 2013 published by the Commission

on the above website, you have secured 38 marks in total and 13 marks in Part A of the written

You have submitted an representation dated 04/05/2018 vide which same query was asked from this office and reply has been given to you vide this office letter No. 3/16/2016-Exam-II dated 28.06.2018 that upon scrutiny of your dossier during nomination process of the said examination, it was found that the community of OBCs to which you belong was not included in the central list of OBCs. A memorandum bearing no. 6/3/2012-Nom dated 22.04.2013 was also issued to you by this office communicating you the fact that you are not eligible for the benefits of reservation and concession admissible to the candidates belonging to OBC category for the examination. Accordingly, your result was reviewed by the Commission considering your candidature under Unreserved (UR) category. As per the revised result declared by the Commission on 12.06.2014 (copy enclosed), you had been declared as “NOT QUALIFIED”. Respected Sir/Madam, Thank you for your quick reply regarding the information of reserved list of ER13116 which I asked for. Beg a pardon that it did not fall in the status of RTI act. Actually, your office informed that no candidates were cancelled during document verification of ER13116. The reserved list is made according to the marks obtained in CBM which is quite evident from the reserved list made by you for different posts. I am an ex serviceman and aspirant of SSC CPO 2017 and wish to know the mechanism of SSC Regional Offices through which they check veracity of ex serviceman commando because many ex servicemen who neither served in the Special Forces/NSG (Special Action Group) nor received a QI (Qualified Instructors) grading in the commando course but obtained certificates of QRT, NBC and PATROLLING course of two to three months and want to take undue advantage of ex serviceman special reservation (commando) quota. 2. Please clear my ibid doubt as if any fake/other certificate of ex serviceman is accepted by SSC Office against ex serviceman special reservation (commando) quota and he gets a post for which he is not eligible, there will be a huge injustice with a genuine and deserving ex serviceman candidate. 3. I want to know clarification on the ibid issue as i personally know many ex servicemen who are having such type of certificates and want to take undue advantage of it.

as regards query number 1, the reallocation of Department in respect of the selected candidates is done by the Staff Selection Commission on case to case basis upon receipt of the dossiers returned by the user Departments due to lack of vacancy or other reasons. It is further informed that it is not required under the RTI Act, 2005 to furnish replies to hypothetical questions.
