As we’re winding down the 2016 year, I have had time to reflect on the successes of the year and I am so very proud of all that we’ve achieved.We initiated a number of innovative and meaningful skills development programmes that have had a tangible impact on the lives of learners employed in our sector and our unemployed youth from rural and township areas. The skills interventions aligned to our strategic mandate contributed significantly to the empowerment of women, youth development, leadership advancement, rural and township development as well as small business support.

As you can see, we had many goals to reach during the year, and I am pleased with how we have performed in achieving them.

Our strategic mandate is broad, but thanks to our strategic partnerships and collaborations with government departments, sector stakeholders and community organisations, I am extremely pleased with the overall performance of the FP&M SETA, with the bar being raised from 49% to 89.2% in 2015/16.

A noteworthy success, was the achievement of an unqualified clean audit for the 2015/16 financial year. Our Accounting Authority and Board worked tirelessly to ensure sound corporate governance and compliance. Our strategy for the new financial year is based on #raisethebar and each and every member of staff has already lived up to this. I would like to extend my utmost thanks to everyone who worked so hard and who put in 110% effort to make our organisation a success.

I would also like to extend my thanks to our stakeholders who are an integral part of our own success. Your dedication and commitment to creating and implementing credible skills programmes in South Africa is admirable. Through our joint efforts, we have improved the lives of many people in our country and in the sector, and I am humbled by your selflessness in achieving sustainable growth within our industrial sectors.

Without further ado, I would like to introduce you to our last Insider Newsletter for 2016. We discuss in more depth, the theme of #raisethebar and what it entails and how we have integrated this into everything that we do. Also, if you missed our AGM, we give you a few highlights of what went down and we give you a sneak peek into some of our latest awards and graduations.

Mandatory Grant Reminder

FP&M SETA would like to remind its stakeholders that 30 April 2017 is the deadline for applying for Mandatory Grants. It is important to diarise this date as no extensions will be granted. The Mandatory Grant enables levy-paying employers to claim back 20% of their Skills Development Levy contributions. Employers can claim for any training planned and undertaken by the firm, including short courses. Training conducted or planned for any population group is acceptable.

Employers must submit their applications online at www.fpmseta.org.za. There are three different application forms. In order to apply for the Mandatory Grant, employers must submit an Annual Training Report (ATR) for the 2016/2017 year combined with the Skills Development Plan for the 2017/2018 year.

#RAISETHEBARWinds of change are sweeping across the SETA landscape. The structure and format of the SETAs as we know them may change at the end of March 2018. Thereafter, the Honourable Minister of Higher Education and Training, Dr Blade Nzimande intends replacing SETAs with SETABs. The FP&M SETA has always been a perfomance-driven SETA. However, the fact that FP&M SETA will only exist in its current form for another two years has added even greater urgency to the SETA’s resolve to perform at the highest level, and to raise the bar.

The FP&M SETA will continue to facilitate opportunities for employment, and also drive transformation within its sector. The FP&M SETA’s new hashtag is #RAISETHEBAR. It represents a more focused approach, rather than a change in direction. The FP&M SETA asked the question: “If we only have two years left and a limited pool of funding, what should we focus on to ensure that we can address the multiple challenges and gaps in the skills pipeline, in a way that will enable us to make the greatest difference?”

Additionally, the FP&M SETA will continue to fund bridging programmes into employment focus on TVET and HET work-integrated learning (WIL) programmes. Access to occupationally-directed programmes that lead to sustainable employment, equip unemployed graduates with the soft skills and the technical skills required in the workplace. By enhancing their employability, these programmes have transformed learners’ lives for the better; they have also helped to fast track transformation within the FP&M sector. Despite a lacklustre economy, characterised by sluggish growth, the placement rate for learners in employment on completion of FP&M SETA’s work readiness programmes consistently increases. This achievement confirms that these learners are adding value in the workplace.

The FP&M SETA’s TVET Work-based experience project has also proved a resounding success. The project has exposed employers to a new pool of talent. The FP&M SETA and other employers, who have taken on TVET learners, now recognise that these learners add considerable value in the workplace. Placement rates into sustainable employment are high.

Career Awareness

The FP&M SETA will continue to raise career awareness and position the FP&M sector as the sector of career choice at school-level. The FP&M SETA recognises that career planning is not only the learner’s responsibility; role players such as parents and teachers should also be involved in this process. The SETA plans to establish a career portal, which learners, teachers and parents will be able to access. It is not the SETA’s intention to become the port of call for all career-related information, but rather to serve as a starting point and a gateway to career-related information. The portal will provide information about the various careers and career paths within the FP&M sector. The FP&M SETA will collaborate with a range of stakeholders on this portal.

The FP&M SETA Annual General Meeting 2016

The opening of the 2016 AGM started off with the warm and yet powerful notes of the national anthem as the FP&M SETA Board, CEO, Executive members and stakeholders all united to sing our national anthem.

Programme Director Mr PK Naicker officially welcomed esteemed guests to the formal Annual General Meeting of the FP&M SETA. He opened by thanking stakeholders and reiterated that it is due to collaboration and partnerships that we continued to make steady progress in our strategic direction of achieving economic growth and sustainability of our industrial sub-sectors.

The Chairperson of the Board, Mr Sipho Ngidi delivered his report of the financial year with acknowledgment of the great lengths the SETA has gone to, in creating future perfect skills development initiatives, while maintaining sound, transparent financial practice.

Our guest speaker, the young and lovely Ms Thato Kgatlhanye, CEO of Repurpose Schoolbags gave a

motivating speech on entrepreneurship as the future drivers of our economy, especially young entrepreneurs. Her international experience afforded her the opportunity of working with Seth Godin in New York and she’s a recent graduate of a BA in Brand Management at Vega, School of Brand Leadership.

Next up was the well awaited CEO’s address. Stakeholders eagerly awaited her report on the financial status of the SETA, the projects and targets the SETA went on to achieve and overachieve. The overall performance of the FP&M SETA increased in comparison to the previous year and an incredible 36,154 learners entered into learning programmes during the 2015/16 financial year. Ms Yende highlighted some of the key projects that were undertaken during the year, some of which you can read about in this newsletter. Ms Yende concluded her speech with a overview of the FP&M SETA’s plans for the next financial year which focused on cementing strategic partnerships with key stakeholders.

The event was well attended by stakeholders and all in attendance were in a celebratory mood as the SETA achieved an unqualified audit for the first time since its inception. This credit certainly goes to the CEO and Accounting Authority, for their tireless and selfless determination to ensure that good governance is upheld.

After the amazing performance reports by the FP&M SETA, the stakeholders had certainly made room for questions at our Q & A session. The CEO and Chairperson were ready to ensure that all questions were answered, however most questions came in the form of compliments for the wonderful work being done especially in rural communities.

This 2015/16 period certainly ended on a high note when the AGM concluded with stakeholders commending the FP&M SETA Board and CEO for their efforts in ensuring positive growth during the year under review. We look forward to presenting even better results at the end of the 2016/17 year.

CEO Scoops the Prestigious BBQ and SASCE Awards

The FP&M SETA CEO has been awarded with the prestigious AMSCO Transformation Champion of the Year award at the BBQ 2016 awards. The BBQ awards is South Africa’s longest running black business awards ceremony and has celebrated and recognised champions of transformation for 14 years. The annual awards consist of 13 categories, open to individuals, black-owned and empowered companies and organisations in South Africa.

The FP&M SETA was a platinum sponsor at this year’s annual IPM conference, hosted at Emperors Palace from the 13th to the 16th of November 2016. Themed “Gearing up for the 4th Industrial Revolution”, the event was a resounding success. The event focused on helping HR professionals and business leaders to ready their organisations for an ever-changing environment, and the 4th industrial revolution, predicted to unfold over the next 5 years, causing disruption to business models and labour markets, owing to the obsolescence of jobs people do today.

The conference also hosted an exhibition where the FP&M SETA exhibition team was onsite for the duration of the conference as delegates made their way through to the stand for more information on how partnering with the SETA could benefit them.

The line-up of keynote speakers was made up of high profiled local and international professionals from the HR and related industries, including:

The FP&M SETA Chairperson, Mr Sipho Ngidi was also a keynote speaker at the event and gave an in-depth account of the work of the FP&M SETA and how their skills development interventions contribute to job creation in South Africa.

One of these interventions includes a partnership with the South African Graduate Development Association (SAGDA) with the intention of placing interns into the FP&M SETA offices themselves and other workplace environments. This opportunity provided internships to 250 learners, of which a large percentage were able to obtain permanent employment as a result.

In addition, the FP&M SETA is currently involved with the building and establishment of the Richmond-Indaleni Community Skills Centre. Training interventions were identified by the community, and includes post-school education and occupationally-directed qualifications for at least 380 unemployed youth, in order to improve their employment potential in and around the area of Richmond.Small businesses, as critical drivers of job creation, are a key focus area for the FP&M SETA. The Apparel Manufacturers of South Africa Cluster Training SMME Project, has collectively assisted almost 100 Kwazulu-Natal and Western Cape SMMEs to improve their capacity through education and training initiatives, helping them to create sustainable businesses.

The FP&M SETA prioritises its funding on projects that support the empowerment and upliftment of people with disabilities, women, people from rural areas and the unemployed and employed youth. In 2015, the FP&M SETA launched the International Leadership Development Programme (ILDP) which focused on high level skills development of potential leaders, to groom them for top leadership positions in business in the FP&M sector.

Those are just a few examples of the impactful, innovative skills development initiatives that the FP&M SETA is involved in, to create jobs.

In general, the FP&M SETA has enabled the registration of over 26,000 learners on recognised learning programmes in the country. Furthermore, the FP&M SETA is currently developing 54 occupationally-directed qualifications for the clothing, textiles, footwear, leather, forestry, pulp and paper, printing, publishing, packaging, furniture and wood product sectors. These occupationally-directed qualifications include skills that are needed for a specific career.

The FP&M SETA is committed to projects such as these, to create jobs. Useful, practical skills development programmes that are also innovative and accessible are the key to providing a skilled, employable workforce for South Africa.

Graduations

SEWAFRICA’s core mandate exists to provide the opportunity for development and training in the fashion industry that will enable individuals in the informal fashion sector to receive training that will facilitate the generation of income through self employment and formal employment as a major contributor to the revitalization of the Inner City and the clothing industry. In addition, SEWAFRICA aims to meet the training and development needs of the formal sector of the Fashion Industry and thereby promote and advance the industry by providing skills and individual development opportunities and one such opportunity was the certificate in Clothing Manufacturing.

As the FP&M SETA we were delighted to partner with SWEAFRICA to offer 25 learnerships to unemployed youth over the past 12 months. At the graduation held at the premises of SEWAFRICA, the learners showcased the talent and proved how valuable this learnership was to be. They graduated in the Clothing level 1 qualification.

We are also proud that on 28 October 2016, 19 candidates graduated on the NCV Clothing level 2 qualification.

Richmond-Indaleni Community Centre – A Report Back

As many of you already know, the FP&M SETA partnered with several stakeholders to build the Richmond-Indaleni Community Skills Development Centre.

The aim of the construction of this centre is to address rural development and to reduce youth unemployment in the Richmond area.

So, how is it going?

Progress on Construction

• The administration and computer centre is currently at roof level – roofing has begun and the plastering of the inside walls and laying electrical points has started.

• The workshops are still being built and they’re halfway to roof level.

• The mobile classrooms are complete with paving and grass verges. Mobile toilets have been connected.

Progress on Training

With the completion of the mobile classrooms and toilets, studies are underway and we have already started seeing learners taking part in a shoe making course. Once the permanent structures are complete, classes will be moved from the mobile classrooms to the new buildings.

The FP&M SETA, the community and all stakeholders involved in this project are very excited about the project. We will keep you updated on the progress as we move forward.

Background

At a local level, the term Buyel’Ekhaya is a clarion call to those who have left the borders of the Province to ‘come home’, even if it is temporarily, and join in the celebration and development of the Eastern Cape. Traditionally, Africans will travel back to their roots during special moments, such as the festive period, and Buyel’Ekhaya exists as a platform for them to both reconnect and contribute to arts, culture, tourism and development at large.

Buyel’Ekhaya was established in 2009 in East London with a simple vision: to turn the Eastern Cape into the Cultural Mecca of South Africa. As the crown of the Eastern Cape, the Buyel’ekhaya Pan-African Festival celebrates all that is African, contributing to the maintenance of cultural heritage and diversity. The Buyel’Ekhaya Pan African Music Festival is a call to pay homage to African arts, ranging from indigenous African crafts, exhibitions, indigenous music, dance, fashion and film. It is an AFRICAN festival that respects and embraces pan-African culture, as is evident in the line-up and attendee profile.

The festival aims to, amongst other things, contribute towards enhancing the existing relations between South African and the rest of Africa, by embarking on vigorous cultural exchange activities.

The FP&M SETA is proud to be funding this initiative as it plays a pivotal role in skills development in the FP&M sector.

Skills development focus

The implementation of the festival requires the engagement of a number of critical skills in the fields of design

and manufacturing, performance arts, event production-, event safety and security-, technical production and events hospitality fields. Buyel’ Ekhaya has identified such gaps, and have approached various SETAs and accredited skills providers in providing sustainable skills transfer, training and mentorship programmes in the Eastern Cape. In 2015 alone, over 530 unskilled workers benefitted from Events Safety and Security training.

In addition to this, we will be conducting development programmes in collaboration with the SABC and recognized training bodies, in the arts of music and fashion, which will see aspiring and emerging designers and artists equipped with technical, business and marketing skills and knowledge required to build sustainable careers or businesses in their field – thus conveying raw passion into viable economies.

Job creation

A total of 1,177 opportunities were created in 2015, of which 95% went to people of the Eastern Cape, and 82% people in the Buffalo City Metropole district. In addition, 112 national artists and 80 media worked at the event. From utilising technical and administrative professionals to put together the various components of the Festival, we are providing these individuals with income which, in turn, is spent within the city and the province, indirectly stimulating the economy.

• 961 Jobs (402 skilled and 559 unskilled) were created in East London, and 184 jobs were given to people outside of Buffalo City but within the province.

• 491 jobs were given to youth based in East London.

• 383 jobs were given to women.

• Of all jobs, only 32 jobs were given to people outside of the Eastern Cape.

Job Creation Targets: 2016

• To increase the total number of jobs created by 35%.

• To increase the total number of jobs created within the Buffalo City Metropolitan Municipality from 82% to 85%.

• To increase jobs given to women in the Eastern Cape to 50%.

• To increase skilled jobs given to people in the Eastern Cape to 50%.

The accomplishment of these targets will be made possible by the extension of this festival to a two-day event, and through partnerships with SETAs and training institutions.

SMME development

The Eastern Cape and East London economy are stimulated in a number of ways, both directly from the operations of the Festival as well as from attendees:

• Local Business – The Festival draws in the multitudes who not only spend at the festival but directly

inject cash into all aspects of the city’s economy from hospitality and accommodation to arts and crafts and the informal sector. The festival directly invests over R3 million in local service providers and suppliers.

• Vendors – Buyel’ Ekhaya partners with an average of 35 vendors annually selected from the Buffalo City Metropolitan Municipal district and surrounding areas to supply various goods to the audiences. Each vendor employs between 2 to 6 persons. They receive basic infrastructure to conduct sales, and have consistently reported to have generated good business. Some vendors are reliant on the income created at the festival to sustain basic needs, like food, clothing and school fees.

Sustainability

As much as the festival is looking to expand and make a substantial contribution to the GDP of the province, it also needs to be sustainable. Having all of these activities happen at the main festival means that both residents and holidaymakers will get to participate and enjoy all that is to offer. Over the next 2 years, we would look at having quarterly regional programs and workshops to develop and filter the participants for the main festival in December. This approach also allows for a richer and more sustainable relationship with our media partners because it creates a richer and longer lasting narrative from a content perspective. This approach allows for greater impact and reach from the perspective of capacity building and skill development.

Value added through this festival

1. The programme exposes beneficiaries to high end African designers.

2. The programme provides quality, continuation and sustainability for emerging designers.

3. Places focus on the finishing aspect of fashion design by following the process through to the final phase of manufacturing and design.

4. The programme is targeted at addressing skills shortage in

previously disadvantaged youth of the Eastern Cape.

5. While the programme is Eastern Cape based, the reach is national.

6. Whilst the programme will recruit 40 beneficiaries, it will reach thousands more.

While the programme is ongoing at the time of this publication, the festival hopes to achieve the following outcomes:

1. The programme will produce quality trained, coached and mentored designers who will be traceable throughout the sector.

2. Eight (8) emerging designers would have had the opportunity to have worked with the best designers in the SADC region, in terms of coaching and mentoring.

3. Forty (40) beneficiaries would have been taught how to successfully establish and manage a profitable fashion business with the potential to transcend into international careers.

4. Maximum exposure and awareness creation of clothing, textile, footwear and leather (CTFL) industry and the overall fashion design with specific focus on the garment manufacturing process.

5. SMME Development - at the end of the programme, at least 4 co-operatives will have been registered.

6. The FP&M SETA as a core partner will have received brand prominence throughout the programme, thus strengthening the brand. The SETA will benefit from a targeted communications campaign valued at R5,430 million aimed at generating national awareness, managed by Buyel’Ekhaya.

The FP&M SETA recognises the value in this festival and has invested R2,5 million into this project. As a core focus for the FP&M SETA, this festival checks many boxes for skills development in the FP&M sectors. We look forward to providing you with more feedback in the new year.

The FP&M SETA CEO, Ms Felleng Yende was honoured to present at the official ILDP launch in August this year, in partnership with the Gordon Institute of Business Science.

The ILDP is aimed at the top echelon of potential leaders within businesses for leadership positions in the FP&M sector. The ILDP explores cutting-edge knowledge, best practices and trends in leadership, innovation and entrepreneurship, by visiting and engaging with influential institutions and leaders in the USA and South Africa. The FP&M SETA ILDP is a high-level skills programme pitched at NQF level 8, and is specifically intended to give opportunities to especially previously disadvantaged individuals across 13 sub-sectors, to be capacitated in the areas of leadership, manufacturing processes and innovation with a view to addressing transformation within the sector.

Objectives of the programme:

1. Increase the talent pipeline of highly promotable leaders;

2. Create “champions” for the sector; highly visible, successful young leaders who are able to influence other potential young leaders; and

3. Create awareness for the South African Fibre Processing and Manufacturing SETA internationally and potentially create business opportunities.

The 2-day launch was used to orientate the delegates to the programme and provide them with learning strategies. The delegates were assigned to the Action Learning Project Teams and introduced to the GIBS Action Learning process and their topics. The orientation gave delegates the opportunity to meet each other, to network and to think about the kind of people they would want to be at the end of the programme. The launch luncheon was addressed by Meeta Dullabh the GIBS Director and by the CEO of FP&M SETA, Ms Felleng Yende. Her address was inspirational and also challenged the delegates to join her in her efforts to transform and innovate

the FP&M Sector. She encouraged the candidates to “associate and interact with other young people who come from a different background – racial, cultural, social, class, linguistic, ethnic origin or geographic background; someone with views, ideas, beliefs and perspectives different from yours.” Thembi Mtshali spoke on behalf of the ILDP class to express their appreciation and commitment to the programme.

The 25 delegates selected for the ILDP were present at the launch and come from a variety of different backgrounds and fields in the FP&M sector. Module 1 ran from the 26th to 30th September at the GIBS campus. The delegates attended lectures on Personal Mastery, The Business Environment & Macroeconomic Landscape, Strategic HR, Talent & Performance Management and Strategic Leadership. As part of their Personal Mastery Module the delegates completed their Insights personality

profiles and spent in group personal coaching to unpack their reports and begin a Personal Development Plan. They also spent more time exploring the Action Learning Process and their topics and were shown how to access GIBS online library. They also had the opportunity to cook and sing up a storm!

THE FP&M SETASKILLS DEVELOPMENT SUMMIT 2016

A REPORT BACK

This year’s FP&M SETA Skills Summit was the second consecutive year that the FP&M SETA has partnered with Cape Media for this important event. The FP&M SETA Skills Summit has become known as one of the major skills events in South Africa, and this year’s event entrenched this sentiment even further.

The primary objective of the Summit was to raise awareness for quality education and training standards, as well as to promote ongoing professional development within the FP&M

SETA’s organisations and it is because of this passion for skills development and upskilling our youth that we continued

our support for this worthy initiative.

Stakeholders who are passionate about skills development were exposed to a number of expert speakers, and participated in sometimes heated discussions on skills development issues, both from a national and international perspective during the event. Exhibitors filled the exhibition

hall which hummed with discussions on skills development strategies by business owners, high-

level managers and key executives from the private and public sectors as they traded ideas.

The 2016 FP&M SETA Skills Summit housed a new dimension that never existed before. It was informed by the strategic goals of the Human Resources Development Council of South Africa (HRDC), which turned the focus towards elements that significantly and positively impact on the HRDC’s economic performance as educational attainment, skills development, science and innovation, and labour market (employment) policies.

This year, for the first time, schools and basic education groups were invited to the FP&M SETA Skills Summit, and approximately 1000 learners were exposed to career exhibitions and future career opportunities. This exposure inspired the youth to become pro-active about their future and to seek information so that they can make a well-informed career decision.

The FP&M SETA was proud to be involved in the sponsorship of this event again, and we look forward to participating at the 2017 Skills Summit.

Our Very Own David Tlale Designs Takes Over the Nigerian Runways

Lagos Fashion and Design Week (LFDW) is a multiday fashion event platform that aims to drive the Nigerian and ultimately, the African fashion industry; by bringing together buyers, consumers and the media to view the current collections of African designers in the fashion capital of Lagos, Nigeria.

The Intern by David Tlale is a programme aimed at finding talented Fashion Designer’s, equip them with the necessary skills as well as expose them to the Business of Fashion. We prepare them for the local and International market. Project Lagos was a competition amongst the 9 FPM SETA funded Interns. These young designers presented their collection to the panel of Judges.

The process of adjudication includes Evaluation of Products/Quality of Construction, Design Originality and out of the 9 interns we were proud that 5 of them were selected to go to Lagos.

As a leading fashion event on the African fashion calendar, LFDW leads the way with initiatives that supports, strengthens and develops the fashion industry.
