Report from Dr. Randall Workman: According to the UOG Endowment Foundation, SEPRS members donated a GRAND

TOTAL of $26,291 in 2017 to advance the mission of the University. Across the full year 2017, members donated $750 to the Emeritus Hall fund, and $10,620 to the SEPRS Scholarship fund for a total of $11,370 for SEPRS projects. Thus, less than half (43%) of what SEPRS members donated went to their part of UOG. Over half, $14,291 was donated to other UOG units, scholarships, and events.

SEPRS concluded its fundraising year by participating in the UOG Endowment Foundation’s “G” is for Giving Campaign, from November 28 to December 31, 2017. The 41 members receiving the BIG G appeal letter donated a total of $6,220.00. This final UOG wide event raised one-fourth (24%) of donations by SEPRS for the entire year. Among donors, half were members living “Off-island,” and half were members “on-island.” Median donation was $200, that is, half donated $200 or less, and half donated $200 or more . Various ideas for enhancing SEPRS support for the mission of UOG have been always in the minds of the SEPRS members. One such idea is the SEPRS Scholarship Program which was conceived in 2014. The SEPRS Scholarship Committee was created immediately hereafter. The committee was tasked to define and design the SEPRS Scholarship Program. The fundraising for the SEPRS Scholarship was successfully launched with an initial goal of $20,000.00 in collaboration with the UOG Endowment Foundation. In 2017, the initial goal was met, thanks to the generous donations from SEPRS members both on and off-island. The official establishment of the SEPRS Scholarship was announced in December, 2017 to the UOG community as well as the general public. In order for the inaugural SEPRS Scholarship to be given at an Award Ceremony Luncheon to be held in April 2018, the SEPRS Scholarship Committee is in the process of selecting the recipient from the application pool of 36 well qualified and deserving applicants. The number of applications for the SEPRS Scholarship has far exceeded the anticipated number, according to the Director of the UOG Financial Aid Office.

more like a memoir on how my retirement has accomplished some goals. I plan on integrating in my paper my experience in real estate investing in the Philippines and stock investing in the US stock market.

SERVICE:

I served as member of a research foundation in the college I worked for at the University of the Philippines. We evaluate the performance of in-house fund management. I made visits to the US mainland for my involvement with the Guam Public Utilities Commission where I serve as a Commissioner up to 2019.

I helped at the Senior Center in Mangilao, and helped some seniors in preparing tax returns. I served as Treasurer of the Society of Emeritus Professors.

PHILANTHROPY I launched a scholarship in Business Adm. for my family, at the University of the Philippines.

Was selected by an off-island juror to show 5 new works of art in the biannual “Creative Hands” exhibit held at the ISLA Center for the Arts at the University of Guam, from December 10, 2016 to February 3, 2017. Eight artists were selected to show 26 pieces out of a submission of 128 pieces by 19 artists.

2. Designed locally-themed Award Certificate for U.S. Coast Guard Sector Guam to recognize outstanding individuals who have contributed to the Coast Guard mission. The award is titled, “Gadao’s Realm.” I am in the process of designing a second award certificate for use by the Coast Guard’s Prevention Department.

SERVICE: SERVICE TO THE PROFESSION AND UNIVERSITY COMMUNITY 1. Was an active member of the Society of Emeritus Professors and Retired Scholars of the University of Guam. As Auxiliary Sector Coordinator: attend Coast Guard Sector Guam weekly Department Head meetings, providing information concerning Auxiliary activities and concerns to Active Duty leaders, and informing C. G. leadership of local events and situations that may impact Coast Guard personnel, and also to communicate to Guam Auxiliary leadership, any concerns, activities and information from the Active Duty leadership that may be important to the Auxiliary mission. Make quarterly reports to the District Commodore, and when any matter of concern may arise that should be brought to the attention of the District Staff Officers

2. As Member Training Officer: Oversee the training needs of Flotilla members by providing appropriate study materials, assigning mentors, proctoring exams, arranging for qualifications’ demonstrations, etc... Make quarterly reports to the District Training Officer. 3. As Aids to Navigation Officer: Observe local navigational aids while underway, and report any damaged, missing or otherwise compromised navigational aids to the appropriate Coast Guard authority, so that any aids discrepancies may be corrected and mariners may navigate safely using properly marked and identified aids to navigation.

3. The following activities and awards are also associated with my work with the Coast Guard Auxiliary:

Patrols: Provided on water patrols in my personal vessel crewed by other qualified Auxiliarists to assist various Coast Guard missions. Logged over 50 hours of on water Coast Guard Auxiliary patrols in my personal vessel during C.Y 2017. Public Affairs: Promoted safe boating practices on Guam by participating in boating safety activities associated with the annual National Safe Boating Week which occurs each year during the last week of May. Towed my vessel, Riba, in the annual Liberation Day Parade as part of the Coast Guard Unit. Participated in annual Coastal Cleanup event by being part of Piti site management team, a site managed every year by Coast Guard Auxiliary volunteers.

Other Activities: Facilitated 5 classes in Operational Risk Management to active duty Coast Guard personnel stationed on Guam. I have been trained by the Coast Guard as a Facilitator for this 8 hour course, and I am regularly called upon to conduct ORM sessions because all Coast Guard personnel must undergo this training bi- annually to maintain qualification in their specific field. Each class session is tailored to the kind of mission risks associated with a particular G.G. group i.e. boat operations, rescue operations, buoy tender maintenance and deployment, pollution response, etc…

Awards: Was awarded a Certificate of Meritorious Achievement for over 100 hours of patrols during 2016 at annual District 14 Awards Ceremony in Honolulu, HI held in March, 2017. Other awards received were: Meritorious Achievement in Training, and for 40 years of Auxiliary membership.

1) Served as Treasurer of the non-profit organization, Maui Lani Neighbors. The organization encourages effective public planning and action relative to the community’s well being, and the prevention of violation of land use and environmental protection laws.

2) As a homeowner in the Maui Lani Community Association, attended board

meetings and the annual homeowner meetings. Monitored budget preparation and administration issues, and disseminated information to homeowners in the Na Hoku development.

SERVICE Continued to serve as an active member of the Hawaii United Okinawa Association (HUOA) and the Okinawan Genealogical Society of Hawaii (OGSH). Two major accomplishments in 2017:

1. The OGSH data base which contains information of Okinawa immigrants to Hawaii from 1921 to 1925 was completed. The information was translated from kanji, a combination of Ryukyu and Japanese characters documented in the 4 books of the Immin Meibo (Immigration) series. The data base serves as one of the basic references in Okinawan genealogy research.

2. The joint project between the Okinawan Prefectural Library (OPL) and the HUOA-OGSH for providing genealogy services to Okinawans in Okinawa, Hawaii and other countries was show-cased at the September 2017 Okinawan Festival in Hawaii. A 4-member OPL team worked along-side the OGSH team to promote genealogy services to the public.

Follow-up cases for approximately 150 families resulted from the Festival with additional requests from Okinawa, Brazil and Peru. OPL was given the Regional Creation Reference Award from the Japanese Ministry of Education, Culture, Sports, Science and Technology for the work of this joint project. This project has added to the goal of creating an “International Center” at the soon-to-be completed new Okinawa Prefectual Library scheduled for early 2019. The enormity of this project and award reflects the fact that OPL was created in 1910 and serves as a mainstay of Okinawan culture and history.
