It includes all age groups children, youths, adults and older people. Status of Implementation Community Based Rehabilitation programme was launched in Busia District on 20 th December, 2005. This was a result of the recent renewal of an Agreement between the Government of Uganda and Norwegian Association of the Disabledto expand the Community BasedRehabilitation programme to two other new Districts. Before this, C.B.Rwas operating only in Tororo District which is regarded as a model district. The two new districts are Busiaand Kayunga.

REPORT ON COMMUNITY BASED REHABILITATIONIMPLEMENTATION - BUSIA DISTRICT

Introduction: Community BasedRehabilitation is defined as astrategy within General Community Development for Rehabilitation,equalization of opportunities and Social Inclusion of all children andadults with disabilities themselves, their families and communitiesand the appropriate health, educational, vocational and Socialservices.

Community Based Rehabilitation includes people with disabilities of alltypes of impairments including difficulties in hearing, speaking,moving, learning or behaving. It includes all age groups children,youths, adults and older people.

Status of ImplementationCommunity Based Rehabilitation programme was launched in BusiaDistrict on 20th December, 2005. This was a result of the recentrenewal of an Agreement between the Government of Uganda andNorwegian Association of the Disabled to expand the CommunityBasedRehabilitation programme to two other new Districts. Beforethis, C.B.Rwas operating only in Tororo District which is regarded asa model district. The two new districts are Busia and Kayunga.

Note: The programme was launched in late December 2005 and hassince run for three months, field work activities like identifications,Assessments, referrals as well as training PWDs in the Community onActivities of daily living e.t.c are yet to be implemented.

The recent political election process in the country some how sloweddown the implementation of the programme especially in the monthsof January and February.

Other planned activities include;-

1. Conduct home based activities for People With Disabilities.2. Identify parents of People With Disabilities and train them on

management of children with Disabilities.3. Identify and train artisans.4. Conduct different exchange visits to Tororo model District.

The development of the programme/ organization during thelast year as compared to its overall objectives

The programme was launched in the district on 20th December 2005.implementation of different activities commenced immediately andmost of the activities done so for are sensitization I awarenesscreation on Community Based Rehabilitation among differentstakeholders. Hence it is quite early to evaluate the development ofthe programme vis-a-vis its overall objectives.

The number of people affected positively experienced concretepositive changes in their lives as a result of the CommunityBased Rehabilitation programme during 2005.

As stated above programme was launched in late December 2005 andhas since run for three months, field work activities like identifications,assessments, referrals as well as training PWDs in the Community onActivities of daily living etc are yet to be implemented. However someof the few positive changes on the ground include.- Different stakeholders i.e. politicians and technical staff at sub-county and district levels have been sensitized on disability issues.Total number of people sensitized 100.

- 40 different service providers i.e. Community Development Workers,Health Assistants, Clinical officers, DPO leaders and staff in Education,Health and Administration departments have been trained on use ofsign language. These cadres are now able to communicate throughsign language, they are also now communicating with deaf persons inthe community.

- Students on course at Combra from Busia have completed their fieldpractices in 4 sub-counties each student identified 10 cases of PWDs,majority of cases identified were Cerebral palsy, blindness and physicaldisabilities.

Of the 40 cases identified, 5 blind persons were provided with locallymade white canes, 5 cases of Cerebral Palsy were provided with locallymade c.p seats and Toilet seats. 2 cases of c.p were provided with

locally made parrel bars by the Community Based Rehabilitationworkers.

6 cases of physical disability were provided with walking sticks andclub foot, the Community Based Rehabilitation workers from Combratrained parents on different exercises they can take their disabledchildren through on daily basis.

The main issues addressed by the programme / organizationduring the past year.

- Awareness creation on disability through sensitisation

- Mainstreaming of disability issues in District and sub-countyworkplans.

- Advocacy for inclusion of disabled children in schools.

Any weaknesses and strengths with regard to the managementof the programme

Strengths- Community Development Officers in the District trained in

Community Based Rehabilitation Strategy by Combra.

- Supportive political will towards the programme.

- Different structures of PWDs already established in the District,hence play supportive role to Community Based RehabilitationImplementation.

Weaknesses- Counterpart fund is inadequate due to low revenue base in the

District.

- Inadequate staff i.e. not all sub-counties have qualified CommunityDevelopment Officers

- High demands/expectations by PWDs, parents of CWDs, politiciansand generally the community in Community Based Rehabilitationprogramme.

- Small office space for the District Office.

The quality of NAD's role as a partner organization- Constant direct communications and reminders from NAD is good forprogramme implementation.

- NAD has also provided equipments like computers, fax machine,motorcycle e.t.c for the District to enable quality implementation.

The participation of DPOs in CBR programme- 3 DPO leaders are members of District Steering Committee.

- DPO leaders trained in sign language

- Some DPO members selected as CBR volunteers

Any unforeseen external circumstances that have affected theprogramme / organization negatively / positively?

Negatively: The electoral process in Uganda between January -March affected smooth implementation of the programme.

Positively: Support by Ministry of Gender, Labour and SocialDevelopment, Com bra and NAD through constant guidance.

Whether the work of the programme/organization has had(positive or negative) effects, which were not anticipated in theoriginal plans

Positives: - Introduction of inclusive Education Proramme.- Training of Community Development Officers at

Combra in Community Based Rehabilitation.

Negatives: Non so far
