Overview
Credentials are becoming increasingly important for anyone who hopes to achieve a higher living standard and greater economic mobility. By attaining a professional credential an individual demonstrates the mastery of rigorous standards of knowledge and skills established by credentialing authorities and earns portable competencies that are recognized and desired by employers. Licenses and certifications are two important credentials and Maryland community colleges’ continuing education programs play a significant role in preparing individuals to obtain them.
This report provides enrollment information for licensure and certification programs from fiscal year 2012 (July 1, 2011-June 30, 2012). In summary:
Non-credit continuing education programs in Maryland provided education leading to 144 different licenses and certifications
More than 59,000 individuals used Maryland community college continuing education programs to help them obtain or maintain a professional credential
Some credentials require successful completion of multiple courses; therefore, the total course registrations in these programs exceeded 91,000
Since FY 1999, when these figures were first collected and reported, total course registrations in credentialing programs have increased 78.4%
The sixteen (16) Maryland community colleges worked in concert with a total of 96 international, national, federal and state groups who set the standards for these credentials. The standards that students must meet depend upon the credential sought but include the successful completion of one or more courses, an examination, and/or a demonstration of hands-on skills mastery. Each program meets or exceeds these professional measures while ensuring that the curricula and instructors also meet college standards.
Appendix D provides details about the programs in this report, including descriptions and contact information for government and professional organizations that establish the credentialing standards.

Licensure & Certification Defined
In the United States, a professional credential is a designation of competence awarded in a variety of forms, often a license or a certification. This report provides enrollment and other information on each of the 144 programs mentioned in this document (Appendix D). The following definitions will assist in understanding the information.
Licensure is a non-voluntary process by which an agency of government regulates a profession. It grants permission to an individual to engage in an occupation if it finds that the applicant has attained the level of competency required to ensure that public health, safety and welfare will be reasonably protected. Licensing is always based on the action of a legislative body. Once a licensing law has been passed, it becomes illegal for anyone to engage in that occupation unless he/she has a license. Specific education and/or an examination may be part of the requirements for an individual’s license application. Licenses may require continuing education for periodic renewals.
Professional certification is a voluntary process by which a non-governmental professional organization grants recognition to an individual who has met certain standards. It is a credential which attests that the individual has demonstrated a certain level of mastery of a specific body of knowledge and skills within the relevant field of practice. Meeting the standard may require any of the following: specific education, work experience, or an examination of knowledge, skills and abilities needed to perform the job. Maintaining certifications often requires continuing education in approved topic areas. Certification is designed to promote and maintain integrity and quality in a given industry.
State Mandated Certifications. In some instances, state regulations require that persons employed in a certain profession must hold a certification from a non-governmental professional organization in recognition that certain standards have been met by the individual holding the certification.

Enrollment by Credential (FY 2012)
Licenses and certifications are two important credentials with standards for the former usually established by government agencies and for the latter by professional associations. Programs are developed to prepare students to meet the standards for obtaining a credential, as well as provide ongoing continuing education requirements to maintain a credential. Additionally, some programs require that a student complete more than one course. This accounts for the higher number of total course registrations than the number of individual students.

well as occupations that support the medical community • Business and Professional Services - programs leading to credentials in fields providing

development, maintenance, and use of computer systems, software, and networks • Technical - programs leading to credentials in mechanical, industrial or commercial
trades • Other - programs leading to credentials in fields not included in the above named
categories

Maryland community colleges are responsible for serving both statewide and local workforce needs. Appendix A lists programs that prepare students for credentials that have strong market demand across Maryland and therefore are offered by a majority of the 16 colleges.
