1 Introduction

It is a requirement of Irish Distillers Pernod Ricard’s (IDPR) IPPC Licence (Reg. No. P0442-02) for their Midleton Plant that all surface water drains within the facility’s production area are inspected by CCTV surveys at least once every three years. In compliance with this requirement, Dyno-Rod (Crowley Services Ltd. Cork) carried out the initial surveys under the management of PM Group (PMG) in August and September 2019.

This report details and analyses the findings of the surveys. In addition, it makes recommendations on a programme of works required to rehabilitate or replace the drains currently identified as defective in order to ensure the continued integrity of the surface water drainage system.

The survey sheets are included in the Appendices and a tabulated and graphical representation of the results for both service and structural defects are provided in the attachments.

Also included in the attachments is a table summarising all results and recommendations.

2 Defects and Condition Grades

2.1 Standards

The standard that was followed in reporting on the condition of the surface water drains is based on the UK Water Research Centre’s (WRc) publication “Manual for Sewer Condition Classification Fifth Edition”. This is considered industry Best Practice and has been adopted in the British Standards and the European codes to provide a common language of exchange of this information.

2.2 Defect Classifications

Observed pipe defects are classified into two distinct categories and graded individually in severity of defects from Grade 1 to Grade 5. These categories are:

- Service Defects - A defect that does not affect the integrity of the pipe but could lead to a structural defect if not addressed. E.g. penetrating roots.

- Structural Defects - A defect which affects the integrity of the pipe e.g. a broken pipe.

In the Dyno-Rod reports in the Appendices, defects have been given corresponding colour codes relating to their classification. The grading and associated colour codes are based on the worst defect observed in the individual pipes. This colour coded system was used in the graphical representation of the results on DR-0075 and DR-0076 in the attachments.

Section 2.3 provides a description for each classification code from 1 to 5.

2.3 Defect Grade Descriptions

Defects are classified into 5 distinct grading codes

Grade 1 (Green)

No defects were observed or defect observations without damage, for example lateral joints.

Conclusion: No action required

- Grade 2 (Brown)

Constructional deficiencies or occurrences with insignificant influence to tightness, hydraulic capacity or static pressure of the pipe. Example; Wide joints, minor deformations of plastic pipes, minor corrosion.

Conclusion: Rehabilitation can be scheduled long term.

- Grade 3 (Blue)

Construction deficiencies diminishing static safety, hydraulic capacity or tightness e.g. cracks, minor drainage obstructions such as calcite build-up, protruding lateral connections, minor damages to pipe walls, individual root penetrations, corroded pipe walls etc.

Conclusion: Rehabilitation is necessary medium term – within 3 to 5 years.

- Grade 4 (Orange)

Constructional damages with insufficient static safety, hydraulic capacity or tightness. E.g. axial/radial pipe bursts, pipe deformations, visually noticeable infiltration/exfiltration, cavities in pipe-wall, severe protruding laterals, severe root penetrations, severe corrosion of pipe wall etc.

Conclusion: Rehabilitation is urgent and has to be completed within 1 to 2 years. Necessity for emergency operations to be examined.

- Grade 5(Red)

Pipe is already or will shortly be impassable. Example; collapsed pipe, deeply rooted pipe or other drainage obstruction. Pipe loses water or danger of backwater in basement etc.

Conclusion: Rehabilitation is urgent and short-term. In order to prevent further damage, necessary temporary spot repair has to be conducted on emergency level.

3 Drain Cleaning and CCTV Inspections

3.1 Overview

The planning of the CCTV surveys was divided into three phases.

Phase 1 included the surveying of all accessible drains within the production area and the identification of drains with both low levels of siltation (up to 15%) and high levels of siltation (from 15% to almost full blockages). Phase 1 was carried out in August and September 2019.

Phase 2 of the works included the cleaning and resurveying of all drains with siltation levels up to and including 15%. In addition, during this phase, an effort shall be made to locate previously inaccessible/buried manholes for the purpose of making them available for surveying in phase 3. Phase 2 was carried out in January/February 2020.

Phase 3 includes cleaning of pipes with siltation levels of over 15% and the removal of individual objects and blockages. Once cleaned the pipes will be resurveyed to identify any previously unseen defects. Also in this phase any previously inaccessible drains will be surveyed where possible. Phase 3 is planned for February/March 2020.

3.2 Phase 1

Phase 1 of the works was carried out in August/September 2019 and covered the major extent of the total surface water network within the production area. The results of these surveys are included in Appendix A – Phase 1 CCTV Inspections.

A total of 152 No. pipes covering approximately 2,623 lin. m of surface water drain was surveyed phase 1.

Out of these a total of 43 No. pipes were identified of having siltation levels of up to 15% and a total of 21 No. pipes were identified of having siltation levels of over 15%, roots intrusions, coarse settled deposits or pipe impedances due to foreign objects. Some pipes could not be surveyed completely in this phase due to both heavy blockages and obstructions and/or protruding lateral pipe connections. These were identified for future phase 3 cleaning and rehabilitation works respectively.

Table 3.1 lists all pipes surveyed in phase 1 where defects were observed. All other pipes surveyed are deemed to be defect free (Grade 1).

3.3 Phase 2

Phase 2 of the works was started in January 2020 and was completed in February 2020. This phase included the cleaning and resurveying of pipes with siltation levels of up to 15% cross-sectional area loss.

In total there were 43 No. lines identified for cleaning and resurveying as part of this phase.

Furthermore during this stage, previously inaccessible manholes on the network will be located or uncovered in order to provide the capability to fully complete the survey work for phase 3.

Following the cleaning works, a number of pipes listed in table 3.1 are now classified as grade 1-defect free. Table 3.2 lists the remaining pipes requiring attention following the completion of phase 2.

The results of the phase 2 cleaning and resurveying are included in Appendix B – Phase 2 CCTV Inspections.

3.4 Phase 3

Phase 3 of the works is planned for February/March 2020. This phase will include the cleaning and resurveying of pipes with more than 15% siltation/deposits and the removal of obstructions in pipe inverts. Obstructions to be removed as identified in phase 1 include removal of bricks, rubble from pipe inverts and the removal of concrete cores deposited from improperly made lateral connections. In addition, the previously inaccessible drains as identified in phase 1 and located/made accessible in phase 2 will be surveyed and reported on.

In total there are xxx additional lines to be surveyed as part of phase 3. Table 3.3 lists the pipes identified as having structural defects following the completion of all survey and cleaning works.
