1. In an extensive interview with Diario Financiero paper, former President of Chile Eduardo Frei and Special Envoy of the Government of Chile to the Asia Pacific spoke about his proposed visit with a trade delegation to India in October 2017. He said that there is already an agreement that has opened the market to 3000 Chilean products. “Now, we must go beyond that and expand our relationship, so that the 7000 or 8000 products that Chile exports to China can also enter into the Indian market. That´s our goal.”

2. The Director of Chile’s Export Promotion Bureau (ProChile), Mr. Alejandro Buvinic stated that ““over the 10 years since we signed the Preferential Trade Agreement, India has quickly become our eighth major business partner and almost 100% of the products exported to India have tariff preferences”.

3. During his first press conference in December 2017 as President-elect of Chile, Sebastian Piñera stated as follows:

"The Asia Pacific is the world of the future. Chile is deeply committed towards regional economic integration, as seen in our involvement in the Pacific Alliance. However, we must also set our sights on fostering a greater integration with the Asia Pacific region. In that regard, it is important to highlight that we have been actively pursuing a new TPP, and we are very keen on having a FTA with India and a stronger relationship with China".

Nuts and Dried Fruits ----- Mr. Raju Bhatia, Ambassador for India of the International Nuts and Dried Fruits Council (INC) visited Chile to participate in EXPO NUT’2017 organized by Chile Nut and the Chilean Walnut Commission on 25th April, 2017.

He felt that there was a big market in India for Chilean walnuts, an opinion that it is substantiated by the fact that for the first time Chilean walnuts are in the top three items of export to India.

While the exhibition was a success as a Bazaar/Mela, and as a cultural event, it failed in its primary objective of trade promotion, as virtually very few level enquiries or new business leads were generated.

The delegation held 86 fruitful meetings and they expect that over a period of time they will be able to develop a relationship and will start exporting.

3 BSM by Tea Board 18 Indian companies

Tea Board concluded that in Chile tea is a mature and saturated category. This leaves manufacturers with little room for growth. Hence they must introduce innovations, focusing on the health benefits of tea, with quality packaging and new flavour mixes.

4 BSM by Council for Leather Exports (CLE)

A total of over 281 meetings with 67 Chilean firms took place during the 2 day event resulting in very good and encouraging business for the participating Indian firms.

The BSM also attracted many small scale Chilean businessmen and public who were very much impressed with the products on display and were eager to forge business relationships with the Indian exporters.

On the basis of feedback received from CLE and participating Indian companies, it is understood that the exhibitors have received orders from Chilean importers and that more business is expected in

(v) Feedback from local commercial visitors to trade fairs in India, including under BSM, number of visas issued:

- Two executives of M/s Tricot (departmental store) participated in the 58th India International Garment Fair organized by AEPC from 18th-24th January, 2017. They have been participating in this fair for the last few years. This time they said it was a very successful visit as they met old and new suppliers and they placed orders for total 4 containers from 6 different Indian companies which they have already received.

- Four Chilean executives participated in the 17th edition of Indiasoft organized by ESC from 13th-14th February, 2017.

- The proprietor of M/s DIB Carpet & Home participated in the 34th edition of India Carpet Expo organized by Carpet Export Promotion Council from 10-13 October, 2017. They participate in this fair from time to time. This time they placed orders from 10 different suppliers (about 1 container each), most of which have already been despatched and received.

A total number of 210 business visas were issued during 2017 against 326 visas issued in 2016 (-46.97%). However, this does not include E-business visas.

Various tenders were floated by the Government of Chile during the year 2017:

1. Chile’s National Energy Commission CNE floated the final bidding terms for a national electric power supply auction.

2. Chilean State Copper giant Codelco called for expressions of interest from companies and consortiums to supply desalinated water to the company’s operations in northern Antofagasta region.

3. The Ministry of Transport and Telecommunications of Chile and InvestChile invited companies to participate in a tender process for the Concession of the Public Transport System in Santiago city.

4. The Chilean Economic Development Agency (CORFO) and the Foreign Investment Promotion Agency (InvestChile) called for expressions of interest to produce Lithium Added-Value Products

5. The Ministry of Transport and Telecommunications of Chile called for tenders for the construction of a hig-speed submarine digital highway stretching 3953 kms in the far south of the country.

6. The Ministry of Public Works called for tenders for the supply of the “Bicentennial Cable Car”, an urban single cable-car with an approx. length of 3382 mts connecting the boroughs of Providencia. Las condes, Vitacura and Huechuraba.

7. The Ministry of Public Works called for tenders for the construction of “Las Palmas Water Reservoir”. The project seeks to secure water supply for irrigation in the Petorca valley during the dry season.

8. The Ministry of Energy called for 3 International Public Tenders for the A) Expansion of various facilities; B) Execution and Exploitation of Chile’s National Transmission System; and C) Execution and Exploitation of various Substations and New Lines.

9. The Ministry of National Property floated a public tender for the development of Renewable Energy Projects in the Atacama Region.

Overview of Chilean Economy

Chile’s economic slowdown stopped in 2017, reflecting the recovery in copper prices. GDP growth was 1.7%, marginally more than the 1.6% of 2016, and it is expected (IMF) that 2018 GDP growth will be 2.5%.

Chile has the highest GDP per capita in the region (14,315 in current USD), World Economic Outlook Database, 2017 and the OECD).

Household consumption represented 64% of the GDP in 2017 and should keep progressing in 2018. Public debt reached an estimated 25% of GDP and the current account deficit reached -2.3%.

Chile's unemployment is estimated to have reached a peak at 7% in 2017 and should decrease to 6.8% in 2018. The country has high levels of inequality. One of the main reasons of the existing disparities of wealth is the current tax system which handicaps mostly the lower and middle classes. Reducing income inequalities and the country’s dependence on copper exports represent Chile’s main economic challenges in the long term.

Chile’s inflation for the full year of 2017 was 2.3%, within the Central Bank’s target range of 2 to 4 percent and the lowest in five years. Traders polled in late December said they expected the Central Bank to hold its benchmark interest rate at 2.50 percent over the next six months. A poll of analysts in mid December, however, said the bank would likely raise the rate to 2.75 percent in 2018.

As per the Santiago Chamber of Commerce, Chile posted a trade surplus of US$ 6399 million during the calendar year against US$ 4394 million in 2016 (45.63%). This surplus was the result of exports for US$ 65882.61 million (14.10% as compared to 2016) and imports for US$ 59483.45 million (11.51%).

Sebastian Piñera was elected President for the second time (he served a first term between 2010 and 2014) on December 17th, 2017. During his campaign, Mr. Piñera, a center-right politician and also a former businessman, unveiled a USD 14 billion plan for the next four years, designed to reform tax and pension systems and promote investment in infrastructure, while cutting government spending. One of the objectives of President Sebastian Piñera is to implement measures of fiscal consolidation while keeping investment up in education, health, transportation and energy.

ITPO DELEGATION TO INDIAN SOURCING FAIR, EXPO INDIA – MARCH 2017

Around 110 Indian companies with diverse display profile including spices, textiles, home furnishings, garments, accessories, handicrafts, fashion jewellery etc. participated in the 3rd consecutive Indian Sourcing Fair organized by ITPO and the Embassy of India (Expo India 2017) at Estacion Mapocho Cultural Centre from 4th-11th March, 2017. While successful as a Bazaar/Mela and as a cultural event, it failed in its primary objective of trade promotion.

CII DELEGATION TO CHILE, MARCH 2017

A 10 member CII business delegation, which included one CII official, visited Chile from 22-23 March, 2017. B2B meetings for the delegation, and a Seminar on India-Chile relations were organized by SOFOFA (Manufacturers Association of Chile) at their premises.

AUTOMOTIVE COMPONENT MANUFACTURERS ASSOCIATION OF INDIA – ACMA

15 member companies of the Automotive Component Manufacturers Association of India visited Chile and held a Seminar on 20th April, 2017 in collaboration with the Embassy of India and the Indo-Chilean Chamber of Commerce.

The Seminar was followed by a Buyer Seller Meet with the participation of 24 Chilean buyers. The delegation held 86 fruitful meetings and they expect that over a period of time they will be able to develop a relationship and will start exporting.

EXPO NUT

Mr. Raju Bhatia, Ambassador for India of the International Nuts and Dried Fruits Council (INC), visited Chile to participate in EXPO NUT’2017 organized by Chile Nut and the Chilean Walnut Commission on 25th April, 2017.

Mr. Bhatia made a presentation on India: Future Success Story of Walnuts.

TERRA IGNOTA TOURS

Mr. Nitin Sambhi, Managing Director of M/s Terra Ignota Tours (a B2B inbound tour operator based in New Delhi, India, working in the markets of Latin America, Spain and Portugal), visited Chile from June 25-30, 2017 to meet their existing B2B partners and also to search for relations with more partners interested to promote tour packages to India. Mr. Sambhi, with the support of the Embassy of India in Santiago, organized a presentation on tourism in India on 27th June, 2017 at the premises of the Santiago Chamber of Commerce. The presentation was attended by the major tour operators in Santiago.

An 18-member delegation from the Tea Board of India led by Mr. Prabhat Kamal Bezboruah, Chairman visited Santiago, Chile from 29 June to 01 July, 2017.  A Buyer-Seller Meet was organized for the delegation on 30 th June, 2017 at Hotel Ritz Carlton.  A tea tasting session was also organized by renowned tea taster Mr. Krishan Katyal, Chairman and MD of J. Thomas & Co. 

COUNCIL FOR LEATHER EXPORTS

A 24-member delegation of leather and leather goods manufacturers and exporters from India, organised by the Council for Leather Exports (CLE), Chennai visited Santiago, Chile from August 6 to 9, 2017 to hold a Buyer Seller Meet.

A total of over 281 meetings with 67 Chilean firms took place during the 2 day event resulting in encouraging business prospects for the participating Indian firms.

MINISTRY OF AGRICULTURE

A delegation from Ministry of Agriculture, Department of Agriculture, Cooperation & Farmers Welfare visited Chile from 17-19th August, 2017 for bilateral meetings on Plant Quarantine issues. The delegation was led by Shri Ashwani Kumar, Joint Secretary (PP) – DAC&FW, and consisted also of Dr. K.S. Kapoor, Joint Director (Ent.), PPQ&S, Faridabad; Shri R.K. Sharma, Assistant Director (Weed Science), PPQ&S; and Shri Lokesh Gautam, Field Officer, APEDA.

Chile and India had previously agreed on the establishment of phytosanitary conditions for the export of walnuts, blueberries, and avocados from Chile, and walnuts, mangoes, pomegranates and pomegranate arils from India.

During their visit, the delegation held bilateral talks on phytosanitary related issues, made field visits to avocado growing areas and packing houses in Chile, and discussed about market access issues.

Chile has completed PRA for Mangoes and has asked for comments on Indian side which are awaited. PRAs for Pomegranates and Pomegranate Arils are at an advance stage.

Four Chilean executives participated in the 17th Edition of INDIASOFT organized by Electronics and Computer Software Export Promotion Council, ESC from 13-14th

February 2017.

MINISTRY OF AGRICULTURE

Vice Minister for Agriculture of Chile, Mr. Claudio Ternicier Gonzalez, visited India in April, 2017. On 24th April, 2017 the Chilean Vice Minister signed a Joint Statement with Mr. Ashwani Kumar, Joint Secretary – Plant Protection, Department of Agriculture Cooperation and Farmers Welfare (DAC&FW), Ministry of Agriculture and Farmers Welfare, India. The Joint Statement permits the entry of Chilean nuts, blueberries and avocados to the Indian market. (Notification was published on 9th April, 2018 at WTO. Comments will be received upto 25 May, after which it should be published in the Official Gazette and come into effect.)

FORMER PRESIDENT FREI’S VISIT TO INDIA

Former President Eduardo Frei, currently special Envoy to the Asia Pacific Region, visited India with a business delegation from 23 to 26 October, 2017. The delegation included the Director of ProChile, the President of InvestChile and a representative from Chile’s Image Foundation, as well as Chilean companies, representatives of wine exporters and business associations such as the Chilean Walnuts Commission and Wines of Chile. Apart from participating in Seminars and business interactions organized by CII and the Chilean Embassy, Wines of Chile organized for the first time a promotion in New Delhi including a master class and wine tasting. The Chilean side acknowledged the beneficial impact of the Expanded Preferential Trade Agreement and proposed that the Agreement be further expanded to include up to 7000 tariff lines.

During the visit, Former President Frei a) highlighted the positive results of the expanded PTA; b) announced business opportunities for the mining and solar energy sectors (specially the export of lithium to India); and c) announced a collaboration agreement between CII and SOFOFA.
