VISION
URDANETA CITY is envisioned to be a center of agro-industrial development and educational
advancement, a city with viable solid waste management, admirable traffic system, sustainable social services
and equitable opportunity, and a community of God-loving, well-disciplined, self-reliant, and development-
oriented people. It shall be an urban growth center and a model of good governance in Northern Luzon.

HISTORICAL BACKGROUND
URDANETA CITY:
Estrella del Norte
Urdaneta was organized into a pueblo on January 8,
1858 when the contiguous settlement of the pioneering
inhabitants, mostly Ilocanos and a sprinkling of Pangasinenses,
met all requirements of becoming a town. It came into
existence from the conglomeration of portions of barrios from
the surrounding towns of Asingan, Villasis, Malasiqui, Sta. Barbara, Mangaldan, Manaoag and Binalonan.
The petitioners for the creation of the new independent town identified themselves as Cabezas Tenietes
representing the inhabitants of barrios Batad in Asingan, Nancamaliran in Sta. Barbara and Caocalan in
Mangaldan. They proposed that the new town be named Soldevilla, in honor of the Alcalde Mayor of the
province at that time, Senior Don Manuel Boutelon y Soldevilla. However, the Alcalde Mayor himself declined
the honor and, instead proposed, with the recommendation of the Parish Priest, Fr. Nicolas Manrique Alonzo,
the name Urdaneta. Father Andres de Urdaneta was a famous soldier, navigator, historian, cosmographer and
evangelist who was assigned by King Philip II of Spain to join the Legaspi Expedition of 1564. The Vicar of Sta.
Barbara and the curates of Asingan and Mangaldan supported Father Alonzo’s proposal to name the new town
Urdaneta.
The petition took almost two years to be processed. But soon after that the Governor-General issued a
decree and the new town of Urdaneta was finally born on the 8th of January 1858. Two months later, on March
8, 1858, the town of Urdaneta was finally inaugurated. An assembly of Principales representing the seven towns
composed of Asingan, Sta. Barbara, Mangaldan, San Jacinto, Manaoag, Binalonan, and Villasis gathered in
Urdaneta. The documents on the proclamation of the new town was executed and signed by all the participating
officials. Simultaneous was the construction of Urdaneta’s first concrete church, forerunner of today’s Catholic
Cathedral, now the site of Eastern Pangasinan’s Bishopric.
On January 10, 1998, through a bill sponsored by Rep. Amadeo R. Perez Jr., the Philippine Congress
enacted R.A. 8480 converting the Municipality of Urdaneta into a component city of the Province of Pangasinan.
The people of Urdaneta, in a plebiscite, overwhelmingly ratified this legislative act and Urdaneta was proclaimed
a city on March 21, 1998.

The City of Urdaneta has an urbanization level of 68.61% and has been identified by the
Provincial Government of Pangasinan as a growth pole. Agriculture is still the major source
of income and livelihood of the people, though Urdaneta is fast becoming a business and
trading center. It is a home to the largest fruits and vegetable wholesale market in
Northern Luzon and one of the biggest livestock markets in the country.
D. Geography:
The City of Urdaneta is located in the central eastern part of the Province of Pangasinan,
situated on 15o 56’ to 16o 0’ latitude and 120o 29’ to 120o 37’ longitude. Urdaneta is
approximately 186 kms. from Metro Manila; 70 kms. from Baguio City; 100 kms. from
the City of San Fernando (La Union); 28 kms. from Dagupan City (Pangasinan); and 40
kms. from the Municipality of Lingayen, the capital of the Province of Pangasinan.
Traversed by the Manila North Road (National Highway) virtually bisecting the locality
into the west and the east sides, the City of Urdaneta is bounded on the North by the
Municipalities of Binalonan, Laoac, Manaoag, and the Tagamusing River; on the Northwest
by the Municipality of Mapandan; on the South by the Municipality of Villasis; on the
Southwest by the Municipality of Malasiqui; on the East by the Municipality of Asingan;
and on the West by the Municipality of Sta. Barbara.

E. Land Area
As of this writing, the land area of the City of Urdaneta cannot be ascertained. According
to the official records of the Land Management Bureau of the Department of Environment
and Natural Resources (DENR), Urdaneta’s total land area is 10,026 hectares. On the
other hand, figures from the Department of Agriculture – Region I show 13,285 hectares.
However, per Town Plan of Urdaneta earlier approved by the HLURB, the City’s land
area coverage totaled 12,098 hectares.

The Urdaneta City Water District (UCWD) provides the water supply needs of
Urdaneta. As of December 2015, the Urdaneta Water District caters 9,337
concessionaires from which a total of 8,259 were classified as Residential, 969 as
Commercial, 105 as Government and 4 as Bulk. As shown in table 1.8, Residential
consumers are the majority of the UCWD’s concessionaires. Further, out of 34
barangays, only 27 are serviced by the UCWD. The 7 barangays that were not
served by the UCWD are Cabaruan, Consolacion, Macalong, Oltama, Sugcong,
Tipuso, and Tulong.

F. Protective Services:
1. Police Force
The enforcement of peace and order is a coordinated effort among the Philippine
National Police and Barangay Officials. It is further strengthened by through Barangay-
Based Anti-Crime Seminars for all Barangay Council members and Civilian Volunteer
Organization personnel. This vastly which improved the skills of barangay officials for
peacekeeping and enhanced their partnership with the police force
The Urdaneta Police Station is under the Pangasinan Provincial Police Office, PNP
Command of the Department of Interior and Local Government.
2. Fire Fighting Personnel and Facilities
The Fire Station, in turn, is located beside the Cultural and Sports Center along
McArthur Highway. It is built on a 310 sq.m. lot. It has 6 operational fire trucks – 4
are owned by the City while the other 2 are owned by the Bureau of Fire Protection
(BFP). In additional, the BFP has other rescue equipment such as 1 rubber boat 11
base/hand held radio, among others.
3. Civilian Peacekeeping Forces
Civilian are active in supporting the police force in maintaining peace and order.
Barangays have the “Lupong Tagapamayapa” headed by the brgy. chairman who is
charged to encourage the amicable settlement of disputes. There is also the”Pangkat ng
Tagapagsundo” which is “a condition panel of the Lupong Tagapamayapa”
Each barangay also has a Civilian Volunteer Organization which replaced the Civilian
Armed Forces Geographical Unit. CVOs are considered auxiliary personnel who assist
the police in directing traffic, foot patrols, and surveillance, and even during disaster
and relief operations.
G. Environmental/Ecology:
Maintenance of environmental sanitation is enjoined by the whole populace by yearly
conducting “TULUNGAN SA PUROK for Social & Economic Progress,” a contest to

uphold the cleanliness, beautification, food production, livelihood & sanitation, and peace
& order among the 34 Barangays.
• The total volume of garbage collected was approximately 18,250 metric tons. Of this
volume, 2,737.5 metric tons were recycled or re-used while 240 metric tons were
composted. Given this data, the percentage of solid waste reduction is 16.32 percent of the
total garbage collection.
Engineered Sanitary Landfill located at Barangay Catablan, Urdaneta City, Pangasinan with
a total area of 18,106.5 hectares. The primary concern is to prevent ground water
contamination, and lechate formation and migration, thereby complying with the
provisions of RA 9003.
