Dear Members of the Commission:
On behalf of Boston Gas Company d/b/a National Grid (Applicant), LEC Environmental Consultants,
Inc. (LEC) respectfully submits the enclosed Request for Determination of Applicability (RDA) for work
associated with the decommissioning of the Operations and Service Center at National Grid’s
Commercial Point facility located at 220 Victory Road in the Dorchester neighborhood of Boston,
Massachusetts. This filing is submitted pursuant to the Massachusetts Wetlands Protection Act (Act,
M.G.L.c.131 § 40) and its implementing Regulations (Act Regulations, 310 CMR 10.00), and the City of Boston Wetlands Protection and Climate Change Adaptation Ordinance (Chapter 7-1.4, Ordinance).
The project area is located within the previously developed/disturbed 100-foot Buffer Zone and 25-foot
Waterfront Area to Coastal Beach/Coastal Bank, and/or Land Subject to Coastal Storm Flowage (Zone
VE) associated with the Neponset River. The Applicant proposes to implement an erosion control
program to protect the adjacent wetland resource areas during demolition activities, and the site will be
stabilized and restored to pre-existing conditions following said activities.

It is our understanding that the Conservation Commission will legally post the RDA application and

respectfully request the Commission to issue a Negative Determination of Applicability allowing the
work to proceed as described herein.

1. Introduction
On behalf of the Applicant, Boston Gas Company d/b/a National Grid, LEC
Environmental Consultants, Inc. (LEC) is filing the enclosed Request for Determination
of Applicability (RDA) with the Boston Conservation Commission to decommission the
former Operations and Service Center located at National Grid’s Commercial Point
Facility located at 220 Victory Road in the Dorchester neighborhood of Boston,
Massachusetts. The project will occur, in part, within the previously developed/disturbed
100-foot Buffer Zone and 25-Waterfront Area to Coastal Beach/Coastal Bank, and/or Land Subject to Coastal Storm Flowage (Zone VE). These Wetland Resource Areas are
jurisdictional under the Massachusetts Wetlands Protection Act
(M.G.L. c. 131, s. 40, the Act) and implementing Regulations (310 CMR 10.00,
Regulations), and the City of Boston Wetlands Protection and Climate Adaptation
Ordinance (Chapter 7-1.4, Ordinance). Following decommissioning activities, existing
conditions (i.e., vegetation, crushed stone, and pre-existing elevations) will be restored
and the site will be stabilized.
2. General Site Conditions
National Grid’s Commercial Point Facility (Facility) is located within the southeastern
portion of Dorchester on the north side of Victory Road. The Facility is bound by Route
93 to the west, Morrissey Boulevard to the north, and the Neponset River to the east and
south (Appendix B, Figure 1). The Facility contains photovoltaic solar arrays,
operational buildings, a liquefied natural gas (LNG) tank, and associated infrastructure.
The Project Area is located within the southeast portion of the Facility, at the eastern
terminus of Victory Road, and includes the former Operations and Service Center; a
single-story modular office building, an outdoor gravel parking area, and a vehicle and
equipment storage area. The Project Area is level, contains paved, gravel, and vegetated
surfaces, and is bound by an 8-foot tall chain link security fence.
In 2019, the Operations and Service Center was relocated to another National Grid
facility. While various storage units, supplies, and vehicles were removed, miscellaneous
features remain, including, for example, the modular office building, a 10-foot wide

Conex storage box, wooden shed, steel plates, and concrete blocks (Appendix B, Site
Photographs).
The Project Area is located, in part, within the previously developed/disturbed 100-foot
Buffer Zone and 25-foot Waterfront Area to Coastal Beach/Coastal Bank and Land
Subject to Coastal Storm Flowage (Zone VE) associated with the Neponset River.
Natural Heritage and Endangered Species Program Designation
According to the 14th edition of the Massachusetts Natural Heritage Atlas (effective
August 1, 2017) published by Natural Heritage & Endangered Species Program (NHESP)
and the MassGIS data layer, the Project Area is not located within areas of Estimated
Habitat of Rare Wildlife or Priority Habitat of Rare Species. In addition, no Certified
Vernal Pools (CVP) or Potential Vernal Pools (PVP) occur on or within the vicinity of
the Site (Appendix B, Figure 2).
Federal Emergency Management Agency Floodplain Designation
According to the Preliminary March 16, 2016 Federal Emergency Management Agency
Flood Insurance Rate Map for Suffolk County, Massachusetts (Community Panel
25025C0091J), no portion of the Project Area is contained within a Special Flood Hazard
Areas Subject to Inundation by the 1% Annual Chance Flood Zone AE, base flood areas
determined (NAVD 88’, EL 13’) –Area subject to flooding by the 1% annual chance
flood. The Project Area is located within Coastal High Hazard Area Zone VE, base flood
determined (NAVD ’88, EL 14’) - Areas along coasts subject to inundation by the 1-
percent-annual chance flood event with additional hazards due to storm-induced velocity
wave action. The remaining portion of the Project Area located above elevation 14’ is
located within Zone X-Areas determined to be outside the 0.2% annual chance flood.
(Appendix B, Figure 3).
3. Proposed Conditions
National Grid proposes to decommission the Operations and Service Center Facility by
removing all structures, storage units, and miscellaneous features (e.g., remnant fence
posts), disconnecting utilities, and conducting a general surficial clean-up of debris from
within the Project Area.

Building Demolition and Removal of Storage Units
The modular office building will be dismantled in place and removed. Since the building
is elevated on concrete cinder blocks sitting on the ground surface, no excavations of
footings or foundations will be required and ground disturbing activities will thus be
minimized. It is anticipated that demolition and removal of the modular office building
will take roughly four (4) days. Following removal, dense-grade gravel will be placed
within the footprint of the building in order to provide a stable and uniform ground cover
consistent with the adjacent gravel parking area. The staging area for demolition
activities includes the existing gravel parking area. Any disturbed areas within the gravel
parking area resulting from tracked construction vehicles will be restored to existing
conditions.
A hazardous material building assessment was conducted by Tighe & Bond in March
2020 for the modular office building. Sampled materials (e.g., shingle, caulking,
insulation, wallboard, flooring, tile, adhesive) were negative for asbestos and as such, no
special management will be required. Universal waste items, such as mercury containing
light bulbs, batteries, light fixtures, fire extinguisher, heat/air conditioning units, etc. will
be removed by hand prior to demo activities.
The existing wooden sheds will be dismantled and removed. In addition, the metal
Conex box will be removed.
Utility Disconnection
Utilities, including water, sewer, gas, electric, and telecommunications, have been or will
be disconnected. The water service was terminated within the LNG Facility but the
terminus of the existing water line at the office building will be cut and capped flush to
grade. The sewer service will be terminated and capped at the existing belowground
sewer ejection pump housed within a 4’x4’x3’ wooden box located at the northwest
corner of the building. The wooden box will be removed and following the sewer cap,
the area will be filled with crushed stone to grade. Gas service will be terminated west of
the building within the LNG facility and will include a temporary excavation to access
and terminate the service. Excavated material will be replaced and surface stabilized
with asphalt to restore ground conditions. Overhead electric lines will be terminated on
the west side of the building and existing PVC surficial conduits extending from the
office building to the storage yard will be removed. Finally, telecommunication lines,

located within belowground conduits and overhead attached to utility poles, will be
terminated. Access to belowground fibers will be made from existing manholes such that
no ground disturbing activities will be required.
Miscellaneous
Miscellaneous items will be removed from the site. Dilapidated chain link fence
segments and posts located within a vegetated area will be removed. As needed, holes
resulting from removal of fence posts will be leveled and area seeded. Concrete blocks
and other items will be removed. Finally, the area will be hand-cleaned of surficial
debris.
The southeast corner of the modular office building is located within the 100-foot Buffer
Zone while the staging area is located, in part, within the previously developed/disturbed
100-foot Buffer Zone, 25-foot Waterfront Area, and Land Subject to Coastal Storm
Flowage. Once activities are complete, pre-existing conditions (i.e., vegetation,
pavement, gravel, elevation and grades, etc.) will be restored and the site will be
stabilized. Following seeding of disturbed areas, straw mulch will be applied to conserve
moisture and minimize erosion.
Construction is targeted to start this August following procurement of all permits.
4. Mitigation Measures
The Applicant intends to implement erosion controls during construction activities, in
accordance with National Grid’s Environmental Guidance Document (EG303), to
mitigate for any potential impacts to Wetland Resource Areas during construction.
National Grid’s EG303 provides specifications on environmental procedures and best
management practices (BMPs) to be followed by National Grid personnel, consultants,
and contractors. A description of these mitigating measures is provided below.
4.1 Erosion and Sedimentation Control
The Applicant proposes to implement an erosion control program to protect the adjacent
Neponset River from sedimentation during construction activities. The plan for the
control of potential impacts to the adjacent Wetland Resource Area will be comprised of
erosion control barriers (e.g., silt soxx located on the eastern perimeter of the gravel

parking area, Appendix D) and best management practices (e.g., site housekeeping).
Construction material storage and construction vehicles/activity will be confined to
within paved or gravel areas. All erosion control barriers will remain in place until
disturbed areas are stabilized by vegetation, gravel, and/or pavement. Finally, if required,
vehicle refueling will be located beyond the 100-foot Buffer Zone. As a result of these
construction level BMPs, the Neponset River and associated Coastal Beach/Coastal Bank
will be protected.
5. Summary
On behalf of the Applicant, Boston Gas Company d/b/a National Grid, LEC
Environmental Consultants, Inc. is filing this Request for Determination of Applicability
with the Boston Conservation Commission to decommission the former Operations and
Service Center at the Commercial Point Facility in Boston, Massachusetts. The project
will occur, in part, within the previously developed/disturbed 100-foot Buffer Zone and
25-foot Waterfront Area to Coastal Beach/Coastal Bank, and Land Subject to Coastal
Storm Flowage (Zone VE) associated with the Neponset River. In an effort to mitigate
for the proposed construction related activities, erosion control measures and best
management practices will be followed to protect adjacent Wetland Resource Areas.
The Applicant respectfully requests that the Commission issue a negative Determination
of Applicability allowing the work to proceed as described.

A. The name of the Applicant is Boston Gas Company d/b/a National Grid, New England South
Division, 100 East Ashland Street, Brockton, Massachusetts.
B. The Applicant has filed a Request for Determination of Applicability with the Conservation
Commission for the municipality of Boston, Massachusetts for work associated with the
decommissioning of the Operations and Service Center pursuant to the Massachusetts Wetlands
Protection Act (General Laws Chapter 131, Section 40) and the City of Boston Wetlands Protection
and Climate Change Adaptation Ordinance (Chapter 7-1).
C. The activity is proposed on a lot located at 220 Victory Road (Assessor’s Parcel ID: 1600230000),
Boston, Massachusetts.
D. Copies of the Request for Determination of Applicability may be examined by contacting the Boston
