Q. The answer to question number four on Request for Information #3 is saying
tenants may be on site during construction. At job walk on February 6th it was
stated that building would not be tenant occupied. Will building be tenant occupied
during construction?
A. No, all units at Peppertree will be vacated and the entire building will not be
occupied. Bidders should assume normal and standard practices for safety during
construction per page A-0.2 in the General Note(s).

Q. RFI 1209-005 R1 (REVISED): It appears from your answer that you want both the
Solar Hot Water and the Photovoltaic Systems. Please provide information on size
(DC kW) of Photovoltaic System wanted? Also please provide approximate area
available for the Photovoltaic system. If area is limited than more efficient
(meaning more expensive) panels are required
A. Photovoltaic size (CSI system): 4.25kW, Available Area: 425 SF, 100% offset of
common area load only, average monthly SCE bill $69.57 for common area
Q. Exhaust Fan Specification
A. To clarify RFI # 9, # 10 & Addenda 10, the Panasonic FV-08VK3 80CFM @ 0.25SP,
Energy Star rated or equal (per Addenda 10) is the bathroom exhaust fan to include in the
base bid.

Questions and Answer:
Q. Title Sheet: Note #19: Remove and replace the wood fencing at 1st Floor Patios with
new fencing per plans, Trex or equal. Sheet A1.1 Note #10: (E) 6’ high wood fence
enclosure, remove & replace as required, see detail 1/A1.1 which calls out 1x6 cedar
wood fence boards. Can you confirm what fence materials to use Trex or Cedar?
Can you confirm the framing & posts materials that are to be use as some are rotted
out at the base?
A. Materials used for 1st Floor Patios and 2
nd Floor privacy screen between Unit 10 & Unit
11 shall be a composite wood (i.e. Trex) or equivalent.
Q. Title Sheet: Note #20: Inspect the existing Fire Sprinkler System for compliance
with current codes & upgrade as required. Replace all (E) Fire Sprinkler heads
with code compliant heads. Install (N) CO detectors in Each Unit. Install (N) CO
detectors in each unit. Install (N) CO detectors in Each Unit. Provide 5 Year
Certificate of good working condition & compliance. CAN YOU CONFIRM
WHAT SCOPE THE 5 YEAR WARRANTY IS FOR THE FIRE SPRINKLER
SYSTEM OR THE CO DETECTORS?
A. Bidders shall have a fire sprinkler company conduct an on-site inspection and evaluation
of the fire sprinkler system and identify and replace all ‘Central brand”, model GB
sprinkler heads and provide 5 year testing or certification of the fire sprinkler system only
per the Physical Needs Assessment.
Q. Title Sheet Note #24: Install new Bumper Guard at Carport Walls per Plans. Can
you confirm wood specs & location at stalls #12 - #18 is fully installed, stalls #8 – 11
does not show any Bumper Guards, see A-1.1 Note #14?
A. Owner removes “Bumper Guards” per A-1.1, Note#14. Bids shall exclude this item from
the base bid.
Q. Title Sheet: Note #27: Temporary Pedestrian Protection shall be provided as
required by CBC Section 3306. Please confirm if this is a requirement or a standard
note.
B. Yes, requirement. Tenants who may be on site during construction will need to be
protected and bidders should assume normal and standard practices for safety such as
barriers, signage, etc. But the code reference is generally addressing protection at the
public way such as sidewalks and driveways and at adjacent properties. See also General
Notes on Sheet A-0.2.
Q. A-0.2: Note #16, 17, & 18 Draft Stop requirements. Can you confirm if this note
relates to only the new scope of framing & the existing construction already
complies?
A. This is a generic note that applies to new framing. We do not believe the building
inspector will require adding any new draft stops in existing areas.
Q. A-0.2: Note #19, A-E: Fire Blocking requirements. Can you confirm if note relates
to only the new scope of framing & the existing construction already complies?
A. Fire blocking should be added in any new framing at locations listed in the note. It may
be required by inspectors in some existing locations if opened up and visible during the
work. Bidders should anticipate this.
Q. A-1.1: Note #17 – Confirm scope of work & quantities for the parking stall concrete
wheel stops. Please confirm the scope of work includes the removal of all (E)
concrete wheel stops & replace with (19) new 4’ concrete wheel stops.
A. Replace curb stops at each parking space located in the Carport (10) with new 4 foot
concrete curb stop (exclude Parking space #7). And install new 4 foot concrete curb stop
in guest parking space #1 and #2 (2). A total of twelve (12) new 4 foot concrete curb
stops shall be included in the base bid. Remove existing concrete wheel stops and
provide a new concrete wheel stop for each parking space per plan Sheet A-1.1.
Q. A-1.1: Note #19 – Trash Enclosure gates frames to remain & new Hardi-Board face
& trim is required. A-3.1 Note #13 & Detail 6/A-3.1 stated to remove & replace
Trash Enclosure Gates. Can you confirm the frame & gate shall be removed, stucco
patched & (2) new metal frames & gates installed is required in the base bid?
A. Bidder should be prepared to refurbish and service the existing frames as required so they
work properly when finished. Replace all damaged and improperly working hardware
and install the Hardiplank and Harditrim per detail 6/A-3.1.
Q. A-1.1: note #20 – Remove & Replace (E) Exterior light fixtures. (IN COVERED
GARAGES). Can you confirm the light fixture specification at theses (5) locations?
A. All (E) light fixtures are to remain in place. Provide plastic cover for each exterior light
fixture in covered garage in base bid.
Q. A-1.1: Note #11 – AC Condenser pads (E) or (N)? Can you confirm if the (E) are to
be re-used & the new units can fit on the (E) Pads with the appropriate clearances?
A. We believe the existing concrete pads can be reused, but bidders should advise the Owner
if some may need replacement and if they are proposing this as part of their base bid.
Q. A-2.1 Note #1: Remove (E) Stairs & Replace with steel stairs per 7/A0.8 with
painted warning stripe. Can you confirm if the base contract is steel stair system
per plans? Can you confirm there will be an add alt for a revised scope of work for
the treads to have precast or stone finish with intraoral warning stripes on each.
A. Base bid shall include a steel stair system.
Q. A-2.1 Note #7: Can you confirm that all the elastomeric coatings are to be removed
along with the (E) Plywood sub-surface shall be removed & replaced?
A. Remove and replace the existing system. See spec on Sheet A-0.3.
Q. A-2.2: Note #3: Remove (E) Countertop & Cabinets & replace with 34” Height
Accessible countertop with base & wall cabinets. Can you confirm the entire
kitchen cabinets Base & Upper in the Unit #2 & 3 will be removed & replaced with
new?
A. Entire new cabinets and countertops in the accessible units No’s 2 and 3.
Q. A-2.2: Note #5: (E) Pole & Shelf to remain. CAN YOU CONFIRM IF UNIT #6
BEDROOM CLOSET SHOULD HAVE A NEW POLE & SHELF.
A. Not required per plans.
Q. A-5.1/4: Guard Rail Posts Connection. Please clarify the sheet metal flashing &
waterproofing details for this application. Please clarify the stucco finish details for
this application.
A. Project architect will provide a modified detail.
Q. M-1.0 Note #5: Unit #6 & Community Room, please issue a spec for Exhaust Fans
EF-1 & EF-2.

Q. Per the Site Walk please confirm the landscape & irrigation scope of work for the
Base Contract?
A. Owner request to set aside $7,500 for additional landscape and irrigation, the type and
location of landscape and irrigation to be determined.
Q. Addenda #3 Table #1 Peppertree Unit Inventory identifies some of the window
treatment as competed. At the walk there was a statement that all Windows &
Sliding Doors will have new treatment as 3 ½” Curved Vertical Blinds. Please
confirm this scope of work.
A. All windows and sliding doors as to be replaced per “Unit Inventory.” For windows and
sliding doors that need to be replaced, it should be replaced with 3 ½” Curved Vertical
Blinds.
Q. Can you confirm if the Bathroom light fixtures are to be removed & replaced as
stated on the site walk? Please include a specified fixture.
A. All (E) bathroom light fixtures are to be removed and replaced with Seasons Anchor PT
3LT Vanity Chrome or equivalent (Manufacturer Part No. 324337/UNSPSC #39111536)
per Addenda 11.
Q. Can you confirm if the removal & replacement of the Entry Doors Frames are to be
included in the base contract or an add alt?
A. Entry door frame replacement shall be included in the base bid.
Q. Can you confirm the Solar System Design criteria as discussed on the site walk?
A. Refer to Addenda 10 and see revised Plumbing Plan page 5.0 for additional work at the
laundry room and description of the design build solar hot water system.
Q. Can you confirm if the Trash Enclosure CMU Walls & Stucco are to be raised & the
new gates as part of the base bid or as an add alt? Please issue a scope & sketch.
A. Project architect will provide a modified detail.
Q. Can you confirm the Path of Travel to the Laundry room as discussed due to the
Peppertree encroachment into the required ADA Width requirement?
A. Owner shall review and request approval from City of Simi Valley Building & Safety
prior to start of rehabilitation.
Q. Can you confirm if the existing Mailbox location need to be relocated as it is in the
sloped area of the new concrete walkway & should required a level landing?
A. The walk is all new concrete and should be designed with a slope of 2% maximum per
plans so the mailbox can be placed back in its existing location on the new walk.
Q. Additional Inspections required by the Physical Needs Assessment (PNA) are they
required to be in the base bid:
A. Yes, professional inspections shall be included in the base bid per Addenda 8 (includes
roofing, electrical and fire inspector).

A. No, a model number of existing fan is not included in previous RFI. However, we
have provided a picture (Photo B) of the existing Boran bathroom exhaust fans. No,

Q. RFI 1209-027: Note 12, on the Title Sheet states “remove portions of the concrete
walkways per plan.” Plans don’t show portions of walkways to be replaced. If all
or portions of sidewalks are to be repaired, provide specification and locations of
where this work should take place.
A. All concrete walks around the building are to be removed and replaced as shown on A-
1.1 (new concrete has a stippled pattern)
Q. RFI 1209-028: Sheet M2.0 Note 4 states reconnect to existing gas and condensate
and repair or replaced as needed. Since these units are occupied during bid time
and verification can’t take place whether repair or replacement is require, please
provide an allowance for this work.
A. Yes, $750 an allowance for inspection of existing gas and condensate lines.
Q. RFI 1209-029: Sheet A4.1, fixture schedule calls for ceiling fans. Fans are not
shown on the drawings. Please provide number and/or location of the fans.
A. One ceiling fan is shown per unit in the Living/Dining area. See Unit Plans Sheet A-2.2.

1. To bring a fire sprinkler system up to code that was installed in the 90’s would
take a lot of work. A 5-Year fire sprinkler inspection is the way of keeping a fire
sprinkler system up to compliance. This does not mean it is at current code but
it is acceptable with the AHJ and in compliance at the time of inspection. Please
clarify that we are doing a 5-Year to bring the system up to compliance not
bringing the fire sprinkler system up to current code?
A. Bidders shall have a fire sprinkler company conduct an on-site inspection and
evaluation of the fire sprinkler system to meet the 5-year “compliance”.
2. What was the original design of the fire sprinkler system? Eg. NFPA 13? NFPA
13R? *this information is being requested from a fire sprinkler subcontractor
that states they this information to bid the project correctly.
A. NFPA 13
Q. RFI 1209-004 R1: Detail 7 on A-0.9 doesn’t show a railing of curb stop. What are
the dimensions of the railing and a curb stop?
A. No rails are required on Curb Ramps.
Q. RFI 1209-005 R1: It appears from your answer that you want both the Solar Hot
Water and the Photovoltaic Systems. Please provide information on size (DC kW)
of Photovoltaic System wanted? Also please provide approximate area available for
the Photovoltaic system. If area is limited than more efficient (meaning more
expensive) panels are required
A. Photovoltaic size (CSI system): 3.693, Available Area: 120 SF +/-, 100% offset of
common area load only, average monthly SCE bill $69.57 for common area
Q. RFI 1209-006 R1: It appears from your response to RFI 1209-006 that Sheet A-1.1
included with Addenda 2 is obsolete. Why was this sheet included with Addenda 2?
Is there some work on this Addenda 2 Sheet A-1.1 that makes precedence over the
Sheet A-1.1 which was included in the bid documents.
A. In reference to sheet A-1.1, all Keynotes (#1-23) should be addressed with the
exception of Keynote #16. Bidders shall exclude only Keynote #16 as this work has been
completed per Addenda 2 (A). Addenda 2 (B) & (C) are to be included in the base bid.
Q. RFI 1209-009 R1: Floor base can be reused but there will be a gap left by the
thickness differential between the existing ceramic tile and the new VCT. Does the
owner want us to remove and reinstall the existing base or fill the gap with an
additional molding or caulking? Removal and reinstalling of the existing base is not
recommended, base will normally be broken during removal. It is our
recommendation that the owner request that the base be removed and replaced with
new materials.
A. Removal of existing base and installation of painted MFD or vinyl/rubber top-set.
Q. RFI 1209-011 R1 and 012 R1: Rough openings for retrofit windows and doors is the
inside measurement of the existing window or door frame which sticks past the
existing drywall surface. Would the owner like vinyl trim or wood trim to fill the
gap between the new vinyl window frame and the existing drywall? Vinyl trim is
less expensive.
A. Owner prefers vinyl.
Q. RFI 1209-014 R1: What fire rating do you want on the Entry Doors, 20 minute? 60
minute? Other?
A. 20-minute
Q. RFI 1209-019 R1: There is no way to accurately determine what electrical work is
required without an extensive inspection. Can you provide an owner allowance for
this work?
A. Yes, $500 for electrical inspection.
Q. RFI 1209-022 R1: Keynote 36 on A-2.2 states “electrical receptacles shall be
installed so that no point measured horizontally along the floor line in any wall
space is more than 6 feet from a receptacle outlet.” Is this requirement for all room
including hallways and bathrooms? The electrical plans only show new outlets in
the Community Room and Unit 6. Will we be required to install new circuitry and
outlets to meet this Keynote 36 requirement in all other units, if so please provide
locations of new receptacles for all other apartments for which you want new
receptacles.
A. This was a “blanket” plan check comment that applies to the new rooms. We do not
believe the City wants this throughout if the building does not comply. Not required in
halls and bathrooms.

enclosure, remove & replace as required, see detail 1/A1.1 which calls out 1x6 cedar
wood fence boards. Can you confirm what fence materials to use Trex or Cedar?
Can you confirm the framing & posts materials that are to be use as some are rotted
out at the base?
A. Materials used for 1st Floor Patios and 2
nd Floor privacy screen between Unit 10 & Unit
11 shall be a composite wood (i.e. Trex) or equivalent.
Q. Title Sheet: Note #20: Inspect the existing Fire Sprinkler System for compliance
with current codes & upgrade as required. Replace all (E) Fire Sprinkler heads
with code compliant heads. Install (N) CO detectors in Each Unit. Install (N) CO

you confirm wood specs & location at stalls #12 - #18 is fully installed, stalls #8 – 11
does not show any Bumper Guards, see A-1.1 Note #14?
A. Owner removes “Bumper Guards” per A-1.1, Note#14. Bids shall exclude this item from
the base bid.
Q. Title Sheet: Note #27: Temporary Pedestrian Protection shall be provided as
required by CBC Section 3306. Please confirm if this is a requirement or a standard
note.
B. Yes, requirement. Tenants who may be on site during construction will need to be
protected and bidders should assume normal and standard practices for safety such as
barriers, signage, etc. But the code reference is generally addressing protection at the
public way such as sidewalks and driveways and at adjacent properties. See also General
Notes on Sheet A-0.2.
Q. A-0.2: Note #16, 17, & 18 Draft Stop requirements. Can you confirm if this note
relates to only the new scope of framing & the existing construction already
complies?
A. This is a generic note that applies to new framing. We do not believe the building
inspector will require adding any new draft stops in existing areas.
Q. A-0.2: Note #19, A-E: Fire Blocking requirements. Can you confirm if note relates
to only the new scope of framing & the existing construction already complies?
A. Fire blocking should be added in any new framing at locations listed in the note. It may
be required by inspectors in some existing locations if opened up and visible during the
work. Bidders should anticipate this.
Q. A-1.1: Note #17 – Confirm scope of work & quantities for the parking stall concrete
wheel stops. Please confirm the scope of work includes the removal of all (E)
concrete wheel stops & replace with (19) new 4’ concrete wheel stops.
A. Replace curb stops at each parking space located in the Carport (10) with new 4 foot
concrete curb stop (exclude Parking space #7). And install new 4 foot concrete curb stop
in guest parking space #1 and #2 (2). A total of twelve (12) new 4 foot concrete curb
stops shall be included in the base bid. Remove existing concrete wheel stops and
provide a new concrete wheel stop for each parking space per plan Sheet A-1.1.
Q. A-1.1: Note #19 – Trash Enclosure gates frames to remain & new Hardi-Board face
& trim is required. A-3.1 Note #13 & Detail 6/A-3.1 stated to remove & replace
Trash Enclosure Gates. Can you confirm the frame & gate shall be removed, stucco
patched & (2) new metal frames & gates installed is required in the base bid?
A. Bidder should be prepared to refurbish and service the existing frames as required so they
work properly when finished. Replace all damaged and improperly working hardware
and install the Hardiplank and Harditrim per detail 6/A-3.1.
Q. A-1.1: note #20 – Remove & Replace (E) Exterior light fixtures. (IN COVERED
GARAGES). Can you confirm the light fixture specification at theses (5) locations?
A. All (E) light fixtures are to remain in place. Provide plastic cover for each exterior light
fixture in covered garage in base bid.
Q. A-1.1: Note #11 – AC Condenser pads (E) or (N)? Can you confirm if the (E) are to
be re-used & the new units can fit on the (E) Pads with the appropriate clearances?
A. We believe the existing concrete pads can be reused, but bidders should advise the Owner
if some may need replacement and if they are proposing this as part of their base bid.
Q. A-2.1 Note #1: Remove (E) Stairs & Replace with steel stairs per 7/A0.8 with
painted warning stripe. Can you confirm if the base contract is steel stair system
per plans? Can you confirm there will be an add alt for a revised scope of work for
the treads to have precast or stone finish with intraoral warning stripes on each.
A. Base bid shall include a steel stair system.
Q. A-2.1 Note #7: Can you confirm that all the elastomeric coatings are to be removed
along with the (E) Plywood sub-surface shall be removed & replaced?
A. Remove and replace the existing system. See spec on Sheet A-0.3.
Q. A-2.2: Note #3: Remove (E) Countertop & Cabinets & replace with 34” Height
Accessible countertop with base & wall cabinets. Can you confirm the entire
kitchen cabinets Base & Upper in the Unit #2 & 3 will be removed & replaced with
new?
A. Entire new cabinets and countertops in the accessible units No’s 2 and 3.
Q. A-2.2: Note #5: (E) Pole & Shelf to remain. CAN YOU CONFIRM IF UNIT #6

Q. A-5.1/4: Guard Rail Posts Connection. Please clarify the sheet metal flashing &

A. Owner request to set aside $7,500 for additional landscape and irrigation, the type and
location of landscape and irrigation to be determined.
Q. Addenda #3 Table #1 Peppertree Unit Inventory identifies some of the window
treatment as competed. At the walk there was a statement that all Windows &
Sliding Doors will have new treatment as 3 ½” Curved Vertical Blinds. Please
confirm this scope of work.
A. All windows and sliding doors as to be replaced per “Unit Inventory.” For windows and
sliding doors that need to be replaced, it should be replaced with 3 ½” Curved Vertical
Blinds.
Q. Can you confirm if the Bathroom light fixtures are to be removed & replaced as
stated on the site walk? Please include a specified fixture.
A. All (E) bathroom light fixtures are to be removed and replaced with Seasons Anchor PT
3LT Vanity Chrome or equivalent (Manufacturer Part No. 324337/UNSPSC #39111536)
per Addenda 11.
Q. Can you confirm if the removal & replacement of the Entry Doors Frames are to be
included in the base contract or an add alt?
A. Entry door frame replacement shall be included in the base bid.
Q. Can you confirm the Solar System Design criteria as discussed on the site walk?
A. Refer to Addenda 10 and see revised Plumbing Plan page 5.0 for additional work at the
laundry room and description of the design build solar hot water system.
Q. Can you confirm if the Trash Enclosure CMU Walls & Stucco are to be raised & the
new gates as part of the base bid or as an add alt? Please issue a scope & sketch.
A. Project architect will provide a modified detail.
Q. Can you confirm the Path of Travel to the Laundry room as discussed due to the
Peppertree encroachment into the required ADA Width requirement?
A. Owner shall review and request approval from City of Simi Valley Building & Safety
prior to start of rehabilitation.
Q. Can you confirm if the existing Mailbox location need to be relocated as it is in the
sloped area of the new concrete walkway & should required a level landing?
A. The walk is all new concrete and should be designed with a slope of 2% maximum per
plans so the mailbox can be placed back in its existing location on the new walk.
Q. Additional Inspections required by the Physical Needs Assessment (PNA) are they
required to be in the base bid:
A. Yes, professional inspections shall be included in the base bid per Addenda 8 (includes
roofing, electrical and fire inspector).
