Request for Proposal (RFP) for hiring of agency for ‘Assessment of potentials for developing

Handicraft and Handloom integrated tourism circuits at three

different regions of West Bengal’

1. INVITATION OF PROPOSALS

1.1 The Directorate of Textiles (Handloom), West Bengal invites Technical and Financial

Proposal from eligible bidders through e-tendering to provide the following services:

‘Assessment of potentials for developing Handicraft and Handloom integrated

tourism circuits at three different regions of West Bengal’ in accordance with

conditions and manner prescribed in this RFP document.

1.2 Bidder agencies are advised to study this RFP document carefully before submitting

their proposals in response to the RFP Notice. Submission of a proposal in response to

this notice shall be deemed to have been done after careful study and examination of

this document with full understanding of its terms, conditions and implications.

1.3 For e-filing, intending bidder will have to download the tender documents, terms and

conditions etc. from the website http://wbtenders.gov.in

1.4 Bidders should have Digital Signature Certificate (DSC) to participate in the bidding

process. Bidders who have no DSC may apply for it for online e-tendering in the

prescribed form for centralized e-tendering at the website [http://nicca.nic.in] or may

contact NIC office.

1.5 Apart from online submission of Technical Proposal and Financial Proposal, one hard

copy of the Technical Proposal should also be submitted simultaneously to the

address given below. No hard copy of Financial Proposal is required.

1.6 The Technical Bid and the Financial Bid should be submitted as per the bid

submission timeline.

BACKGROUND

It is felt by the Ministry of Tourism and the Ministry of Textiles, Government of India, and

the Government of West Bengal that effectively linking Handloom and Handicraft with

Tourism Industry can enhance the overall market potential of the sectors and help augment

earnings of crafts persons, weavers and communities engaged in tourism. Handicraft and

Handloom of Bengal embody a rich culture of aesthetics, creativity and artistry. The sector

represents economic lifeline of the vulnerable sections of the society, with women accounting

for around 50% of the artisans and a significant number belonging to scheduled castes, tribes

and religious minorities.

In view of the above, the Directorate of Textiles (Handloom) under Micro, Small and

Medium Enterprise & Textiles Department, West Bengal proposes to carry out a holistic

assessment of the potential of integrating tourism with handloom & handicraft at 3 selected

circuits (Purulia-Bankura-Bishnupur, Kalna-Katwa-Nabadweep-Shanitpur, and Uttar

Dinajpur-Dakhin Dinajpur–Malda) and to create a road map to develop them to help expand

market opportunity for tourism, handloom & handicraft stakeholders.

SERVICES: OBJECTIVES & SCOPE OF WORK

1. Research and Study:

To map local tourism resources with unique handloom and handicraft areas in

the vicinity

To identify tourism opportunities

To assess strengths and weakness in infrastructure, community’s willingness

and capacities

To develop a baseline to help measure progress

2. Development of tourism plan integrated with handloom & handicraft:

The plan will highlight areas of investment on infrastructure, cultural

resources and community. It will suggest itineraries along with needed

provisions for tourist accommodation, eateries, souvenir shops, handloom /

handicraft show rooms, camp sites, signage, museums, lighting and

illumination, water and sanitation etc.

The capacity building plan for youths and cultural practitioners will detail how

to develop interesting tourism products, formation and strengthening of

community organizations for hospitality and tourism services, capacity

building of local tour operators, hoteliers and other tourism service providers.

Promotional plan will detail development of promotional tools, dissemination

plan, networking with local/ National/ International operators and bloggers/

travel writers/ travel magazines etc.

This Plan inter alia will contain:

a) Plan for mobilising community participation

b) Plan for capacity building of community and stakeholders for managing

tourism

c) Plan for developing handloom & handicraft based innovative tourism

products: Heritage-education activities and tourism products related to local

craft, handloom, music, dance, rural lifestyle, natural and built heritage

integrated with natural and cultural resources

d) Tourism promotion plan

DELIVERABLES

1. Data on available tourism resources in 3 selected circuits including socio-economic

situation and the skill levels of local cultural practitioners.

2. Concept paper on 3 cultural itineraries including the SWOT analysis and

recommended action plan.

3. Proposed design and locations for relevant infrastructure development &

augmentation to support craft village tourism

4. Tourism Plan covering the areas mentioned in scope of work above.

TIMEFRAME

The duration of the assignment is 60 days from the date of signing of contract. The selected

agency would be required to submit the Draft Reports / Plan containing all four deliverables

at the end of the 6 weeks. The Final Reports / Plan are to be submitted after detailed

discussions / comments on the Draft Reports / Plan within 2 weeks to the Directorate of

Textile. Ten hard copies of the Final Report and 10 soft copies in electronic format in a CD

shall be submitted by the agency at the end of the assignment.

ELIGIBILITY CRITERIA

1. Company / Non-Government Organization registered under relevant act

2. Experience in participatory field research and impact assessment studies of at least

three years

3. Proven track record in Art / Culture / Handicraft / Handloom based community

development for minimum three years

4. Proven track record in development of heritage tourism

5. Substantial knowledge and grass root network with artisans and weavers of rural

Bengal

6. National / international accreditation in relevant domain

7. Audited balance sheet for last three years

8. Office in Kolkata for at least three years

9. The agencies who have been delisted by any government department / organization

shall not be eligible to participate

PROPOSAL SUBMISSION GUIDELINES

Selection of agency shall be made through two bid process –

I. Technical Proposal (to be submitted both online and offline as per proposal submission

timeline)

II. Financial Proposal (to be submitted online only in pdf form as per proposal submission

timeline)

I. Technical Proposal

The Technical proposal should contain signed and scanned copies of the following in two

II. Financial Proposal

The Financial Bid should contain the scanned copies of the following

BID EVALUATION AND SELECTION

A. Criteria, Sub-Criteria, and point system for the evaluation of Technical Proposals:

B. Selection Procedures

The evaluation of both Technical Proposal and Financial Proposal will be done by an

Evaluation Committee. The Technical Proposal will be evaluated following the above

mentioned criteria, sub-criteria and the point system. The final selection of agency will be

done following the procedures mentioned below:

1. The selection of agency shall be based on Combined Quality Cum Cost Based

Selection (CQCCBS) process. The weightage of the Technical Proposal would be 70

percent and that of the Financial Proposal would be 30 percent.

2. In case of CQCCBS, the lowest evaluated Financial Proposal (Fm) will be given the

maximum financial score (Sf) of 100 points. The formula for determining the

financial scores is the following:

Sf = 100 x Fm / F, in which Sf is the financial score, Fm is the lowest price and F the

price of the proposal under consideration.

3. Proposals will be ranked according to their combined technical (St) and financial (Sf)

scores using the weights (T = the weight given to the Technical Proposal; P = the

weight given to the Financial Proposal; T + P = 1). The combined score(S) = St x T%

+ Sf x P%. The firm achieving the highest combined technical and financial score will

be invited for negotiations.

PRPOSAL VALIDITY

Proposals must remain valid 60 days after the date for submission of proposals. During this

period, the Agency shall maintain the availability of Professional staff nominated in the

Proposal. The Directorate of Textiles will make its best effort to complete negotiations within

this period.

PERFORMANCE SECURITY

The selected Agency shall be required to furnish a Performance Security by way of Bank

Guarantee from any nationalized bank for a sum equivalent to 10 percent of the contract

amount within three days from the date of signing of contract and it will remain valid for four

months.

TERMS OF PAYMENT

(i) First Installment:

20% as mobilization advance after signing of the contract

(ii) Second Installment:

15% on submission of Draft Reports / Plans of all four deliverables

(iii) Third & final Installment:

65% after submission and acceptance of final reports / plans of all four deliverables

RIGHTS OF DIRECTORATE OF TEXTILES

(a) Directorate of Textiles reserves the right to accept / reject the offers received and / or

to call for any additional information /clarification, or modify / cancel the bidding

process, if so required, without assigning any reasons whatsoever.

(b) Directorate of Textiles reserves the right to cancel/terminate the agreement any time

without assigning any reason or failing to submit the report within stipulated time or

unsatisfactory report or any reason as deemed fit.

OTHER TERMS AND CONDITIONS

1. Confidentiality of any data and information provided by the Directorate of Textiles

and other government agencies to the Agency should be maintained. The Agency

shall not, during the term of this contract and within two years after its expiration,

disclose any information relating to this assignment without the prior written consent

of the Director of Textiles.

2. The Reports / Plan will be the sole property of the Directorate of Textiles; any portion

or part of the Reports / Plan should not be produced / published or sold to others.

3. The Reports / Plan would be treated as final only after its approval by the Directorate

of Textiles.

ARBITRATION All disputes and differences arising out of or in connection with the agreement with the

selected agency shall be settled by bilateral discussions. Any dispute, disagreement or

question arising out of or relating to agreement or relating to performance which cannot be

settled amicably may be resolved through arbitration under the Arbitration and Conciliation

Act, 1996.

Plan for Performing the Assignment

[Technical approach, methodology and work plan are key components of the Technical

Proposal. You are suggested to present your Technical Proposal (Use maximum 10 pages,

inclusive of charts and diagrams) divided into the following three chapters:
