1. SUMMARY AND BACKGROUND

The Federated States of Micronesia Telecommunications Corporation, herein FSMTC,

owns and operates over 80 miles of buried copper cable in Yap State in the Federated

States of Micronesia. The cables range in size from 1800 pairs at 24 gauge trunk cables

to the typical 3 pairs at 24 gauge which serve as service drops to single dwelling units.

With the advent of improved capacity through the installation of submarine fiber optic

connectivity in Yap State, it is now possible to extend increased services and service

capacities to our people and particularly to our schools and health centers throughout

most of the state where possible. FSMTC envisions replacing the copper cables with

fiber optic cables and a soft switch with a G/EPON solution to modernize and future-

proof its OSP infrastructure.

The FSMTC is a communications provider in the Federated States of Micronesia. We are governed by a Board of Directors whom are appointed by each Governor of the 4 states.

The 5th

Director is appointed directly by the National Government while the

President/CEO of FSMTC is an ex-officio member of the Board.

The FSMTC’s headquarters is in Pohnpei and has a State Office each in Kosrae,

Chuuk and Yap. The headquarters and each State office are an Administrative and

Central Office.

2. PROPOSAL GUIDELINES

This Request for Proposal represents the requirements for an open and competitive

process. Proposals will be accepted until 4 PM (GMT +11), March 13, 2020. Any

proposals received after this date and time will be returned to the sender. All proposals must be signed by an official agent or representative of the company submitting the

proposal.

If the organization submitting a proposal must outsource or contract any work to meet

the requirements contained herein, this must be clearly stated in the proposal.

Additionally, all costs included in proposals must be all-inclusive to include any

outsourced or contracted work. Any proposals which call for outsourcing or contracting

work must include a name and description of the organizations being contracted.

All costs must be itemized to include an explanation of all fees and costs.

Contract terms and conditions will be negotiated upon selection of the winning bidder for

this RFP. All contractual terms and conditions will be subject to review by FSMTC and will

include scope, budget, schedule, and other necessary items pertaining to the project.

Interested bidders may submit proposals for the entire scope of works or submit proposals for any portion thereof.

All items or equipment shipped shall be Carriage and Insurance Paid (CIP) to FSMTC

Yap Office. FSMTC will only take responsibility upon the completion of installation

and final acceptance of equipment.

3. PROJECT PURPOSE AND DESCRIPTION

The purpose of this project is as follows: A. To supply and install:

1. 46.6 m (75km) of aerial single mode, 72 strand, loose-tube, gel filled

Fiber Optic cable in Figure 8 configuration with associated pole hardware,

cable slack storage, splicing, splice trays and accessories and testing to

acceptable industry standards;

2. 49.7 m (80 km) of 36 strand, fiber optic cable that will connect to the

Primary line and run into the villages and communities.

3. 12.4 m (20 km) of 2 fiber count aerial fiber optic drop. Drop shall be all

dielectric, self-supporting, multi-mode fiber cable, provide end-to-end testing

to allow for GPON services.

4. A GPON network with Fiber to the Premise technology. GPON Network

Elements shall include an OLT at the Central Office, 2,000 ONU/ONT with

duplexed optical splitters allowing for both up/down stream traffic on a

single fiber.

5. SIP switch. Switch shall be Class 4/5 with local switching capability. Switch

shall interface with a remotely located Redcom HDX for international traffic

and interface with ZTE Media Gateways for domestic traffic to Kosrae,

Chuuk and Pohnpei. Connectivity is over SIP via Geo-synchronous satellite

to Kosrae and submarine fiber optic cable connectivity from Yap & Chuuk to

Pohnpei. Switch shall interface with existing Avabill billing system and

Mapcom mapping system.

Legacy Nortel DMS switches were installed in the early 1990s and are in operation in Pohnpei (DMS 100), Chuuk and Kosrae (DMS 10s).

Project Description:

The FSMTC is seeking competent providers/installers to utilize the latest technology to

enable the delivery of its current and planned services in an efficient manner. A design

shall be provided that will show GPON Network Element types, fiber optic cable type,

pole hardware, splice points with splice tray types, cable slack storage points and types.

IP switch design shall show footprint data, protocol usage, power consumption and

connectivity to the existing peripherals of the Nortel DMS, Mobile switches and Occam

Broadband Loop Carrier platform in use in Yap. GPON design to show approximately

2000 FTTH service drops.

GPON network shall support Point-to-Point technologies.

The installed switch must be capable of integrating the protocols inherent in an NGN while maintaining interface to the existing telephone network or PSTN.

Additionally, the switches should interface other Media Gateway switches over satellite (to/from Kosrae) and via submarine fiber optics to Chuuk, Pohnpei and Yap.

4. PROJECT SCOPE

The scope of this project includes all design of connectivity, installation, delivery of

cables and associated hardware, switches, GPON equipment and implementation of

the GPON network cables and switches while minimizing outage times to FSMTC’s

customers plus training of FSMTC technical team in all aspects of the installation,

splicing and implementation of the switches.

The following criteria must be met to achieve a successful project:

Fiber optic cable shall be new and unused. 9/125 Single Mode fiber optic cable, installed aerial on existing power poles

Connectivity from Kosrae, Yap and Chuuk switches to DMS 100 Pohnpei switch (and existing Redcom HDX as the International Gateway) over satellite, to include diagrams;

Interconnectivity with ZTE, Huawei and Altobridge BSC equipment over SS7 to include diagrams;

Interconnectivity with Mapcom platform, to include diagrams;

Interconnectivity with Informatics Avabill platform, to include diagrams;

Interconnectivity with Occam BLC 6000 platform, to include diagrams;

All software and licensing requirements should be included as part of this project

Site layout diagram of installed switch;

Ability to work closely with FSMTC technical staff on coordination of project tasks and resources;

Plan and perform a complete testing process using all applicable testing and call scenarios in order to ensure functionality;

5. REQUEST FOR PROPOSAL AND PROJECT TIMELINE

Request for Proposal Timeline:

Interested bidders may bid for the entire RPF or any portion thereof. FSMTC will evaluate solely on proposal merits.

The following RFP numbers must be used and referenced in the submission of bids:

1. BD 03-16 – For a total turnkey solution combining all of the above works.

2. BD 03-16A – For the supply and delivery (CIP) of aerial fiber optic cable plus

installation hardware, splice trays, splice materials and Cable Quality documentation.

Proposal must show cable specifications and testing method used to ensure quality of

cable;

3. BD 03-16B – For the installation of approximately 109 miles of aerial, single mode

fiber optic cable plus splicing in approved splice cases, slack storage using approved

slack storage equipment, testing, commissioning and provision of As-Built

schematics with testing results. (note: 75km of Primary fiber, 36km of secondary,

and 20 km of drop cable)

4. BD 03-16C – For the supply, delivery (CIP) and installation of an IP soft switch. Switch shall interface all peripheries existing at time of installation.

5. BD 03-16D – For the supply, delivery (CIP) and installation of GPON equipment on

installed aerial fiber optic cable. End to end testing to ensure operability per industry

standards is a must.

All interested bidders may bid for any combination of the above 4 bids or propose a turn-key solution. All proposals in response to this RFP are due no later than 4 pm GMT +11, March 13, 2020.

Evaluation of proposals will be conducted from March 16, 2020 until March 20, 2020. If additional information or discussions are needed with any bidders during this one week

window, the bidder(s) will be notified.

The selection decision for the winning bidder will be made no later than March 27, 2020.

The winning bidder(s) will enter into a binding agreement with the FSMTC for the works contained in their respective proposals.

Upon notification, the contract negotiation with the winning bidder will begin

immediately. Contract negotiations will be completed by April 06, 2020.

Notifications to bidders who were not selected will be completed by March 31, 2020.

Project Timeline:

Project initiation phase must be completed by April 10,2020

Project planning phase must be completed by April 17, 2020. Project planning phase will determine the timeline/schedule for the remaining phases of the project.

6. BUDGET

All proposals must include proposed costs to complete the tasks described in the project scope. Costs should be stated as one-time or non-recurring costs (NRC) or monthly

recurring costs (MRC). Pricing should be listed for each of the following items in

accordance with the format below:

8. PROPOSAL EVALUATION CRITERIA

The FSMTC will evaluate all proposals based on the following criteria. To ensure

consideration for this Request for Proposal, your proposal should be complete and

include all of the following criteria:

Overall proposal suitability: proposed solution(s) must meet the scope and needs

included herein and be presented in a clear and organized manner

Organizational Experience: Bidders will be evaluated on their experience as it

pertains to the scope of this project

Previous work: Bidders will be evaluated on examples of their work pertaining to

fiber installation/ GPON installation/ Switch installation.

Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the

work to be performed in accordance with the scope of this project

Technical expertise and experience: Bidders must provide descriptions and

documentation of staff technical expertise and experience
