The Philippine Institute for Development Studies (PIDS) invites all eligible consultants to submit proposals for the provision of consultancy services entitled Cluster Consultant for the Evaluation of the Performance-Based Bonus (PBB) Year 1 (Cluster 2 State Universities and Colleges/SUCs)2. 1. The Philippine Institute for Development Studies (PIDS) invites all eligible consultants to submit proposals

Cluster Consultant for the_Evaluation of the Performance-Based Bonus (PBB) –

Year 1 (Cluster 2 – State Universities and Colleges/SUCs)

Background and Rationale

In 2012, the Aquino Government adopted a performance-based incentive system for government employees by virtue of Executive Order (EO) No. 80 (i.e., Directing the Adoption of a Performance-Based Incentive System for Government Employees). The said EO recognized the need to rationalize the existing incentive system in government which, during that time, provided government employees across-the-board or uniform bonuses rather than a merit-based bonus. The Performance-Based Incentive (PBI) System is envisioned to “motivate higher performance and greater accountability in the public sector and ensure the accomplishment of commitments and targets under the five (5) Key Result Areas (KRAs)” as specified in EO No. 43, series of 2011 (i.e., Pursuing Our Social Contract with the Filipino People Through the Reorganization of the Cabinet Clusters) and the Philippine Development Plan (PDP) 2011-2016. It differs from the old incentive system because it directly links personnel incentives to the bureau or delivery unit’s performance. However, the performance of individual employees is also evaluated within their respective bureaus or delivery units. In particular, the PBI System consists of the Productivity Enhancement Incentive (PEI) and the Performance-Based Bonus (PBB) that was initially adopted in the national government in Fiscal Year 2012. The PEI, amounting to PhP5,000, is continually granted across-the-board, in accordance with the relevant DBM guidelines. On the other hand, the PBB is a top-up bonus given to personnel of bureaus or delivery units based on their contribution to the accomplishment of their Department’s overall targets and commitments, subject to the following criteria: 1. Achievement by the Departments of performance targets under their respective

Major Final Outputs (MFOs), and Priority Program/Project commitments as agreed with the President under the five KRAs under EO No. 43; and

2. Accomplishment of good governance conditions set by the Inter- Agency Task Fork (IATF) created under Administrative Order No. 25, series of 2011 (i.e., Creating an Inter-Agency Task Force on the Harmonization of the National Government Performance Monitoring, Information, and Reporting Systems).

Since 2012, the DBM has released various guidelines on the annual grant of PBB. In general, all government agencies are required to meet the good governance conditions and performance targets and commitments to qualify for the grant of PBB. Thus far, a number of government agencies/units failed to qualify for PBB, as indicated in the list posted on https://www.dap.edu.ph/rbpms/latest-news/. In addition, the impact of PBB on employees’ motivation and productivity has not yet been examined since its adoption in 2012.

1. Objectives

In this regard, the study aims to conduct evaluation of the PBB. It will consist of two parts: a process evaluation in Year 1 and evaluation of the impact of PBB on employees’ motivation and productivity in Year 2. The process evaluation is meant to assess the implementation of the grant of PBB, i.e., examine to what extent the PBB design has been executed, and identify, implementation deficits, if any, particularly taking note of the bottlenecks or issues and challenges encountered by the government agencies/units in meeting the conditions to qualify for the PBB. The impact evaluation is meant to infer the effect of PBB on employees’ performance and productivity. 2. Scope of Work, Deliverables and Schedule of Payment Releases for Year 1

Under the guidance and technical oversight of a PIDS Senior Research Fellow who serves as Project Director, the Consultant shall be the Cluster 2 Consultant for this study. He/She is expected to work with the Project Team and provide technical assistance in the conduct of the process evaluation for Cluster 2 (i.e., covering State Universities and Colleges/SUCs) with the following specific tasks:

1. Conduct desk review of program records and documents (e.g., reports) i. to examine how the program works with focus on the implementation (i.e.,

structures, resources, and processes/procedures undertaken); mechanisms of impact (i.e., triggers of change); and context (i.e., external factors influencing the implementation of the program such as culture, economic context, and infrastructure, among others);

ii. to determine whether the program is being implemented as designed based on the guidelines issued every year; and

iii. to determine whether the program is reaching the target group (i.e., coverage of the program or participation rate);

2. Examine the adequacy of performance data that are available with the AO25 Secretariat’s database for subsequent impact evaluation;

3. Input into the development of the instruments for data collection and other tools needed in the process and impact evaluation;

4. Lead the conduct of focus group discussions (FGDs) and key informant interviews (KIIs) with relevant stakeholders and resource persons, as necessary, to gather information needed for the study (e.g., information that is useful in understanding how, why, and under what conditions the program does/does not work, particularly the barriers (or issues and challenges) and enablers/facilitators);

5. Prepare the summary of the FGDs and KIIs; 6. Supervise the conduct of perception survey;

7. Input into the development of the impact evaluation design; 8. Support the Project Director in conducting fora as part of the study’s

dissemination activity;

9. Supervise the Research Associates and Assistants in their technical and administrative tasks; and

10. Perform other related tasks that may be assigned by the Project Director.

The Consultant will prepare the following outputs based on the schedule below:

3. Qualifications of the Consultant

The Consultant should have the following qualifications:

4. Project Duration

The engagement is six (6) months, from the issuance of the Notice to Proceed until July 30, 2019, on a part-time basis. The Consultant’s work must be completed by July 30, 2019 at the latest, and no man days will be chargeable after this date.

5. Project Cost The estimated cost of this consulting service is Three hundred fifteen thousand pesos (Php315,000), depending on qualifications. This does not include the cost of field visits, which will be shouldered by PIDS.

6. Evaluation Criteria Consultants will be evaluated based on the following criteria: Consultant’s Qualifications: a. At least Masters degree, preferably Ph.D., in Economics or Social Sciences
