1.0 INTRODUCTION
1.1 Background
Bursa Malaysia Derivatives (“BMD”) is the annual organiser of the Palm & Lauric Oils
Conference & Exhibition (“POC”). The next upcoming event to be held in 2014, is the
Annual Palm & Lauric Oils Conference & Exhibition: Price Outlook 2014/2015
(“POC2014”). This annual gathering of the oils and fats fraternity is an event where
market players gather and share ideas on the future outlook for the commodity
markets. It also provides ample networking opportunities for participants to renew
old ties and to establish new contacts.
This event attracts approximately 1,700 attendees from various backgrounds ranging
from manufacturers, importers, logistics providers, surveyors, bankers, commodity
futures traders, fund managers , research analysts, machinery suppliers, packers,
chemicals & other raw material suppliers to foodstuff producers (snack food, fast
food), distributors and end consumers. It is a platform to meet, network and
establish new business opportunities.
1.2 Objective of the RFP
BMD would like to invite you to submit a complete proposal in the form of RFP to
BMD with the following requirements as the Event Manager for two (2) years, i.e the
Annual Palm & Lauric Oils Conference & Exhibition: Price Outlook 2014/2015
(“POC2014”) and the Annual Palm & Lauric Oils Conference & Exhibition: Price
Outlook 2015/2016 (“POC2015”), with an option to renew for another one (1) year
for the Annual Palm & Lauric Oils Conference & Exhibition: Price Outlook 2016/2017
(“POC2016”) (hereinafter referred to as “Term”). BMD reserves the right to review
the appointment of the Event Manager on a yearly basis during the Term.

As an appointed Event Manager for the Term, the company will plan, organise,
produce and manage part or all the operational matters relating to the
abovementioned POC2014, POC2015 and where the option to renew for a further
year is exercised, POC2016, during the Term, as well as, all subsidiary events
according to the guidelines and budgetary limits set by BMD. Selection criteria will be
based on the Requirement Description as stated in the table below:

1.3 Purpose of the Document
This document sets out BMD’s requirements for Tenderer to comply with. The
Tenderer is required to comply with all the requirements stated in this Request for
Proposal (“RFP”).
1.4 Confidentiality and Protection of Personal Data
1.4.1 Tenderer is required to hold all information in relation to this RFP confidential
in the strictest form. This document is not to be duplicated, distributed or
disclosed to any third parties without written consent from BMD.
1.4.2 In furnishing BMD with information and responding to the requirements in
this RFP, the Tenderer shall ensure compliance with the provisions of the
Personal Data Protection Act 2010 (“PDPA”) and shall procure its employees,
and where relevant agents and sub-contractors to comply with the provisions
of the PDPA as a data user or where relevant as data processor (as defined
in the PDPA) in so far as the same relates to this RFP.

1.4.3 The Tenderer must have obtained from its employees and where relevant,
agents, and subcontractors and any other relevant third party the necessary
consents and must have provided the necessary notifications required under
the PDPA, to enable BMD to use any personal data (as defined in the PDPA)
requested or required by BMD.
1.4.4 Tenderer is required to sign a Non-Disclosure Agreement (NDA) with BMD.
There shall not be any breach of information and Tenderer is expected to
keep all dealings with BMD strictly confidential. All information and records
compiled by Tenderer shall be for the use of this project only and for no
other purpose and must not be reproduced elsewhere. The NDA must be
submitted together with the tender proposal.
2.0 STANDARDS AND INSTRUCTIONS
This section covers the standards and instructions that must be followed by the Tenderer in
response to this RFP.
2.1 Instructions to Prospective Tenderer
2.1.1 Tenderer is invited to submit their proposals to address the requirements
contained in this document for the appointment of Event Manager for the
Term. Tenderer must complete all the information required in the format /
guidelines as attached in Appendix 1, Appendix 2, Appendix 3, Appendix 4
and Appendix 5. All information and forms submitted in response to/as a
result of this RFP, must be accompanied with ONE (1) CD that contains the
exact same information per aforementioned.
2.1.2 Tenderer must submit the following:
Part A: Tenderer Response Requirements
(Tenderer must submit the Tenderer Response Requirement documents in
seven (7) copies. Refer to Appendix 1)
Part B: Schedule of Prices
(Tenderer must submit the Schedule of Prices documents in seven (7)
copies. Refer to Appendix 2)
The Tenderer must clearly segregate the requirement and pricing
proposal accordingly in 2 separate documents (7 sets each).

Both Part A and Part B are to follow the format / guidelines stated in Appendix
4 (Tender Document Format).
Part C: Form Of Tender
(Tenderer must submit Form Of Tender documents in two (2) copies. Refer
to Appendix 3)
Part D: Tenderer’s Profile
(Tenderer must submit the Tenderer’s Profile documents in seven (7)
copies. Refer to Appendix 5)
Part E: Non-Disclosure Agreement
(Tenderer must submit the Non-Disclosure Agreement documents in one (1)
copy. Refer to Appendix 6)
2.1.3 The proposals must be enclosed in a SEALED envelope and must be
addressed to:-

2.1.4 The proposal must reach BMD not later than 4 July 2013 by 5:00 p.m.
Late responses will not be entertained.
2.1.5 The top left-hand corner of the envelope must be marked “Tender For
POC”. This is also required for any subsequent written correspondence. The
same title must be used for electronic communication.
2.1.6 The English language is to be employed in any correspondence and technical
literature.
2.1.7 Tenderer will assume the risk of the method of dispatch chosen. BMD
assumes no responsibility for delays caused by any delivery service.
Postmarking by the due date will not substitute for actual proposal receipt.
Do not deliver proposals by facsimile transmission or other
telecommunication or electronic means.

2.1.8 Proposals must be signed by an official who is authorised to act on behalf of
the organization submitting the proposal.
2.1.9 Any suggestions for additional features or alternatives, within the general
framework of this specification are welcomed.
2.1.10 Prices must be quoted in Malaysian Ringgit (RM) on a per item basis. The
schedule of prices must be quoted on the basis of outright purchase. Prices
are fixed for two (2) years ( i.e POC2014, POC2015) with an option to
renew for another one (1) year ( i.e POC2016) at the same price/s.
2.1.11 BMD reserves the right to accept or reject any proposal submitted, without
assigning any reason.

FORM OF TENDER
POC EVENT MANAGER
Sir,
We, the undersigned, having read the Instructions to Prospective Tenderer relevant to this proposal,
make our proposal in accordance and compliance herewith in the following terms, that is to say:
1. We have examined the RFP of the appointment of Event Manager for the Term, and we
hereby offer to address the requirements as per this RFP and to comply with all the
requirements stated in 1.2.
2. We submit herewith literature, which is fully describes the expertise we are offering together
with the completed Schedule of Prices. We understand and agree that the statements made
in this response to the RFP, are subject to verification under the provisions of the RFP or the
proposal process.
3. In furnishing BMD with information and responding to the requirements in this RFP, the
Tenderer has ensured compliance with the provisions of the Personal Data Protection Act
2010 (“PDPA”) and has procured its employees, and where relevant agents and sub-
contractors to comply with the provisions of the PDPA as a data user or where relevant as
data processor (as defined in the PDPA) in so far as the same relates to this RFP.
4. The Tenderer has obtained from its employees and where relevant, agents, and
subcontractors and any other relevant third party the necessary consents and has provided
the necessary notifications required under the PDPA, to enable Bursa Derivatives to use any
personal data (as defined in the PDPA) requested or required by Bursa Derivatives.
5. It is understood that BMD reserves the right to accept or to refuse this proposal, whether it
be lower or higher than any other proposals or of the same amount. It is agreed that no
other term, conditions or stipulation shall be imposed by us after the tender award letter has
been issued.
6. We hereby agree that BMD reserves the right to review the appointment of the Event
Manager on a yearly basis during the Term.
7. The total proposal amount is the lump sum of Ringgit Malaysia

TENDER DOCUMENT FORMAT
The following describes the format of the Tender Document. For the purpose of evaluation, the
