1 BACKGROUND
1.1 Indian Space Research Organisation (ISRO), Department of Space (DOS), Government of India
(GoI) is the premier organisation in the country responsible for developing space based systems
comprising of launch vehicles, satellites and ground segment facilities to meet the country’s
applications requirements in communication, broadcasting, metrology and remote sensing.
1.2 National Remote Sensing Centre (NRSC) is a centre of the ISRO with end to end capabilities in
both Satellite and Aerial Remote Sensing. As a solutions provider, NRSC is involved in carrying
out satellite and aerial remote sensing application projects, generating satellite and aerial
images/orthophotos, geo spatial database preparation and providing GIS services.
1.3 NRSC is involved in carrying out aerial remote sensing in India with sensors like Aerial Cameras,
Laser Scanners and Synthetic Aperture Radars for civilian applications. Several tasks have been
carried out using the aircraft platform. The different types of aerial remote sensing services
offered are:
a. Airborne LiDAR and digital camera surveys and processing for close contouring
/DEM generation mapping.
b. Airborne surveys with Large Format Digital Cameras
c. Supply of digital ortho-images and large scale geo spatial database preparation /
utility GIS
d. Airborne Synthetic Aperture Radar (SAR) surveys.
1.4 NRSC has two Beechcraft Super King Air B200 aircraft which are being used for Aerial Surveys.
The aircraft are twin turboprop pressurised executive aircraft and have been specially modified
with pressure box, cut-out for waveguides and cut-outs with Optical Flats for installation of
sensors like Large Format Digital Camera, Airborne Laser Scanner, SAR etc.
1.5 Structural modifications and instrumentation have been carried out in the aircraft and certified
by Federal Aviation Agency (FAA), USA and Director General of Civil Aviation (DGCA), India. The
aircraft is capable of carrying out aerial surveys from 1,000 feet to 28,500 feet AMSL.

1.6 NRSC intends for outsourcing of Pilots services on contract basis for operating it's two
Beechcraft Super King Air B200 aircraft with call signs VT-EBB and VT-EQK.
1.7 The objective of this RFP is to facilitate vendors to participate in the selection process by
providing necessary information and guidelines for submission of proposals.

2 INSTRUCTIONS FOR SUBMITTING THE PROPOSALS
2.1 The proposal should be submitted in NRSC e-procurement portal
https://eprocure.isro.gov.in in two parts.
2.2 The proposal should be submitted as two part bid – Part-I: Technical proposal and Part-II: Price
bid.
2.2.1 The Part-I (Technical proposal) should contain
a) Filled in technical compliance statement as given in the Annexure - 1
b) Details of Statutory Duties and Taxes applicable
c) Empty price bid in-line with the format enclosed in Annexure - 2.
d) Commercial Terms and Conditions
Vendors are encouraged to submit additional details in their technical bid, as deemed
fit, including company profile, letters of appreciation/ references and experience.
2.2.2 The Part II (Price bid) should contain the price details with applicable statutory duties
and taxes in actual figures.
2.3 The purchase order will be placed with the qualified vendor whose Price bid is the lowest (L1).
2.4 Pre-Bid Meeting: Pre-Bid Meeting between NRSC and the vendors interested in submitting
proposals will be held at NRSC Hyderabad as per the details given in the Public Tender notice.
During this meeting, vendors can seek clarifications required by them to generate proposals.
The addendum/ corrigendum if any, after the pre-bid meeting shall be published in NRSC and
ISRO websites and will be accessible to all the vendors. The bid submitted by the vendors must
comply to the RFP together with the addendum/corrigendum published. NRSC strongly
recommends participation by the vendors in pre-bid meeting. Those who wish to participate
should send their willingness regarding their participation in the pre-bid meeting at their own
cost, with name, position, address and contact details at least four days in advance before the
pre-bid meeting. Foreign nationals must indicate their nationality, passport details. The Visa
must be a Business Visa. Tourist Visa is not acceptable. A scanned copy of the passport must be
sent to Head, Purchase and Stores, National Remote Sensing Centre, ISRO, Balanagar,

2.6 DO NOT INCLUDE PRICE DETAILS ANYWHERE IN THE TECHNICAL PROPOSAL.
2.7 The vendors should submit their proposals before the last date given in the tender notification.
Tenderers can come to NRSC during the opening of technical bids. Late / delayed submission of
proposals will not be considered. Technical Proposals will be opened in the presence of the
attending tenderers or their authorised representatives. Authorised representatives must carry
a proper identification proof and an authorisation letter. The Price bids will be opened in the
presence of the attending tenderers or their authorised representatives on a date that will be
notified individually to the vendors whose technical bids are found to be suitable.
2.8 The technical bid should contain the following undertaking by the vendor.

3 SCOPE OF WORK
Vendor has to supply four Pilots of Indian nationality to NRSC, who are licensed to operate
Beechcraft Super King Air B200 type by DGCA.
Being engaged in Aerial Survey operations, NRSC aircraft will carry out tasks with specialised
flying activities. The NRSC aircraft are modified for flying typical airborne sensors like airborne
laser scanner, large format digital camera system, SAR system (radome), hyper spectral
scanner, and atmospheric research sensors etc..
Apart from the minimum duties/requirements of a flight crew laid down by DGCA from time to
time, the nature of flight crew (Pilot) duties include the following:
3.1 Preparation of load and trim sheet as per approved LOPA.
3.2 Preparation, submission/filing of Flight plan and MET briefing.
3.3 Co-ordination with ATC for aerial survey flying operations.
3.4 Onboard co-ordination with onboard system engineers for survey flights.
3.5 Nature of flying: NRSC carries out tasks that are spread all over India, aircraft will be
ferried to nearest operating base.The Pilots provided by the vendor will be utilised
for these activities. Then, typical flying will be line flying covering the survey area
(area of interest) as per MOD and AAI permissions. Typically operational altitudes
range as low as 500m AGL and as high as 8 km AMSL. Flying speeds typically range
from 160 to 220 knots.
3.6 The Senior most Pilot supplied by the vendor would also serve as Chief Pilot role for
regulatory and administrative purposes.

4 TECHNICAL SPECIFICATIONS AND REQUIREMENTS
4.1 The period of Purchase order shall be for three years from the date of release of order
which can be further extendable to another two years, at the same price, terms and
conditions.
4.2 The vendor shall provide four Pilots of Indian nationality qualified by DGCA to fly on
Beechcraft Super King Air B200 Aircraft. The base of operation shall be at Hyderabad.
4.2.1 The qualification and experience of Pilots shall be: Possess CPL or ATPL with at
least 2500 hours (total) including 1000 hours as PIC, 1000 hours on Beechcraft
Super King Air B200 type. The Pilot's licence should be current.
4.2.2 Pilots will be positioned at NRSC, Hyderabad for the duration of the purchase
order irrespective of scheduling of flights. Even in case of long grounding of
Aircraft, the operations contract will remain in force. However, the Pilots will be
deployed for NRSC flying operations all over the country.
4.2.3 NRSC will obtain clearances for Pilots from MOD (Ministry of Defence) to operate
survey flights. All Pilots provided to NRSC should have clean record and police
verification, details of Pilots including reserve/standby Pilots should be provided
in advance to facilitate obtaining MOD approval.
4.2.4 The vendor will have to provide details of licenses of Pilots with license number
and Super King Air B200 Endorsement.
4.2.5 The Pilots should be in uniform during the flight day. The uniform should be
provided by the vendor.
4.2.6 In case the Pilot proceeds on leave or fall sick or any other reason, the vendor
shall provide another qualified Pilot to operate Aircraft with prior approval from
NRSC.
4.2.7 The Pilots provided by the vendor would not be allowed to fly any other Aircraft
without specific permission from NRSC.
4.3 Mandatory licensing, training requirements (either in India or abroad) for Pilots as
stipulated by the DGCA from time to time will be the responsibility of the vendor at his

cost. Ground training that includes all training stands mandatory for Pilots like CRM,
Monsoon, Emergency & Survival, Dangerous Goods, Procedure etc. for keeping their
license current should be taken care and borne by the vendor.
Expenditure for IR check and Currency requirements:
NRSC shall provide the Aircraft (including fuel) for the IR check and Currency
requirements for Pilots. However, vendor shall bear all other expenditure including
examiner fee. If NRSC aircraft is not available due to maintenance issue/grounding,
vendor should make his own arrangements at his cost.
4.4 Transport arrangements for Pilots at Hyderabad for all activities shall be the
responsibility of the vendor at their own cost.
4.5 OUTSTATION PAY:
The expenses for stay and local conveyance for the Pilots when the aircraft is at
outstation shall be borne by NRSC based on fixed prices per day quoted in the Price bid,
however accommodation at Hyderabad shall be managed by the vendor at his cost.
Outstation pay per Pilot per day quoted will be multiplied by 2160 for the purpose of L1
computation by NRSC. The quantity referred is only used for computation of L1.
However, the payment will be made based on actual outstation days for the Pilots by
NRSC.
4.6 TRAVEL:
If the Pilots are mobilized on NRSC request, the cost of the travel will be borne by NRSC.
Airfare by Economy class and local transportation would only be admissible on
production of original documents.
4.7 All Pilots should possess valid all airports entry pass (AEP) issued by BCAS and it is
vendor’s responsibility to ensure the same throughout the period of purchase order.

4.8 CONFIDENTIALITY:
The vendor and the Pilots supplied by them should not divulge any information about
Aircraft operations and aerial survey details to anyone without written permission from
NRSC.
4.9 INSURANCE:
At present, NRSC will insure the unnamed crew (Pilots) - loss of life for Rs. 20 Lakhs. Loss
of license insurance will be responsibility of the Vendor and should be borne by the
Vendor.
4.10 NRSC may ask for reduction in number of Pilots with three months notice, payment will
be made accordingly on pro-rata basis.
4.11 NRSC, at it’s discretion will have the right to insist for change/replacement of any of the
Pilots by giving the vendor three months notice, the vendor should comply with such
requests.

5 ELIGIBILITY CRITERIA, TERMS AND CONDITIONS
5.1 ELIGIBILITY CRITERIA:
Vendor should be in possession of Non Scheduled Operator Permit (NSOP) issued by
DGCA valid as on the last date for bid submission.
5.2 TERMINATION:
5.2.1 The contract may be terminated with six months notice either side.
5.2.2 The purchase order shall be terminated with immediate effect if the Aircraft is
involved in a serious incident resulting in it's total write-off (not fit for flying).
5.2.3 If NSOP license of the vendor is not renewed by DGCA, the termination will be
from the date of expiry of permit.
5.2.4 For undue grounding of Aircraft due to unavailability of crew at any point of time
during contract, NRSC can terminate the purchase order with two weeks notice.
5.3 PENALTY:
If the vendor is not able to provide Pilots as per contract, NRSC will apply penalty by way
of deducting the amount from its monthly payment for not providing contracted
services. As the operation of aircraft involves two Pilots (one set), and in a case where
the vendor provides one Pilot, the deduction will be made for two Pilots. It would be
deducted on pro-rata basis for number of days and number of Pilots.
5.4 VALIDITY OF THE BIDS:
Offers must be valid for 6 months from the last date for submission of the bids.
5.5 SECURITY DEPOSIT CUM PERFORMANCE BANK GUARANTEE (PBG):
The vendor has to provide a Security deposit cum performance bank guarantee for 10%
of the total PO (Purchase order) value on issue of PO. The PBG should be from a
Nationalized Bank/Scheduled Bank to cover purchase order period plus 60 days as
grace period or PBG can also be provided on year by year basis with validity of one
year and extendable for one more year before expiry to cover purchase order period

plus 60 days as grace period. The format for the Performance Bank Guarantee will be
provided by NRSC upon placement of Purchase Order.
5.6 PAYMENT TERMS:
The payment shall be made on monthly basis (pro rata basis) on satisfactory
performance against invoice from the vendor. Outstation pay bills for the Pilots will be
reimbursed against submission of invoices, based on fixed prices per day quoted in the
Price bid.
5.7 ARBITRATION:
Settlement of disputes shall be through arbitration. The arbitration procedure shall be
as per Indian Arbitration and Conciliation Act, 1996. Arbitration proceedings will be held
in Hyderabad only. Legal disputes will be settled through courts in Hyderabad,
Telangana State, India.
5.8 FORCE MAJEURE:
Neither NRSC nor the vendor shall be liable to the other for any delay in or failure of
their respective obligations under this work order caused by occurrences beyond the
control of NRSC or the vendor because of fire, floods, power, acts of God, acts of public
enemy, wars, insurrection, sabotage, any law, statute or ordinance Agreement, action or
regulations of the Governments or any compliance therewith similar to the above.
Either party shall promptly but not later than thirty (30) days thereafter notify the other
of the commencement and cessation of such contingency and prove that such is beyond
the control and affects the implementation of this purchase order adversely and if such
contingency continues beyond six (6) months, both parties may mutually agree to
discuss and agree upon an equitable solution for cancellation of this purchase order or
otherwise decide the course of action to be adopted.

Technical Compliance Statement
The vendors should fill up the following points in the technical compliance statement that are requested
for in the RFP. These details are required besides the compliance matrix. The vendors should only fill
“YES” or “NO” in the below “COMPLIANCE” column for answering “affirmative” or “negative” as the
case may be, but should not be left unfilled. The vendor can use the “REMARKS” column for giving
description or explanation. The vendors may use additional sheets if required with proper reference
(S.No./ Clause no.) in both the documents: this checklist and the additional sheet.
