Each binder and any container for the binder(s) must be labeled on the outside with the Proposer’s name, address, the RFP number and the RFP name. Each USB drive must be labeled with the RFP number and the vendor name. Proposals will be received at the above address until December 5, 2017, 11:00 a.m., Central Standard Time. A pre-proposal conference will be held in conjunction with the RFP on October 26, 2017, 10:00 a.m., Conference Room 2NE32, 4400 West 18th Street, Houston, Texas 77092. Submitting proposals prior to the pre-proposal conference is not recommended, and such proposals may be rejected by HISD. A more detailed timeline is set out in the Instructions, Submission Requirements and Procedures section of the RFP. Proposals will be reviewed as received in a manner that avoids disclosure to competing proposals. Contents of proposals will remain confidential during the negotiations period. Only the project [RFP] number and the identity of the Proposer(s) submitting the proposal will be made available to the public before award of the RFP. Faxed or emailed proposals will not be accepted. Proposals must be submitted in sufficient time to be received and time-stamped at the above location on or before the proposal due date and time. HISD will not be responsible for proposals delivered late by the United States Postal Service, or any other delivery or courier services. Proposals received after the Proposal due date and time will not be considered. All proposals must remain open for one hundred twenty (120) days from the proposal due date pending acceptance by HISD. The designated Sourcing Specialist during the proposal process shall be Demetria Thomas, Procurement Services, 4400 West 18th Street, Houston, Texas 77092, [email protected] . All communications pertaining to the RFP shall be addressed in writing to the Sourcing Specialist, as indicated in the next paragraph. Questions concerning the RFP will be answered only if sent to the Procurement Services Department, in writing via email to [email protected] not later than 5:00 p.m. Central Standard Time November 17, 2017. All questions submitted in writing to the Sourcing Specialist prior to the deadline will be answered in the form of addenda. All addenda will be posted on the HISD Procurement website. The General Terms and Conditions for Requests for Proposals governs this RFP and any contract(s) awarded under this RFP. This document can be downloaded and printed via HISD Procurement Services website or requested in hard copy format via email to Sourcing Specialist Demetria Thomas, at [email protected]. HISD will be entitled to assume that by submitting a Proposal, all Proposers have reviewed and consented to all provisions of the General Terms and Conditions. The District will award this RFP to one or more supplier(s) based upon the evaluation of all proposals received. More details regarding the evaluation of proposals are included in Section II below.

SECTION II: SCOPE OF WORK

2.1 SCOPE OF WORK: At a minimum, the scope of services required by the successful firm shall consist of the following: Running Rebuilt Engines and Rebuilt Transmissions. Running Rebuilt - Engines: to include but not limited to International, Cummins, Ford, Chevrolet, and General Motors; and Rebuilt Transmission to included but not limited to: Allison AT545, MT643, MT653, PTS 2500 and Allison 2000 Series Transmissions, Ford Model E40D, 4R70W, 4R70E, 4R100, AX4S, 5R110W and Chevrolet 4L60E, 4L80 and 700R4 Transmissions. The District intends to award this bid to a single or multiple firm(s) selected to provide the “best value “to HISD per section 2.5 Evaluation Factors. The Houston Independent School District (HISD), with more than 215,000 students and encompassing 333 square miles within greater Houston, is the seventh-largest public school system in the nation and the largest in Texas. Annually, for the past three fiscal years the District has spent an average of $110,947 for the running rebuilt engines, and rebuilt transmissions. The dollar value provided is no guarantee of what HISD intends to spend in the future. This amount can increase or decrease depending on the demand for these goods and services. This amount is not a guarantee of future business.

A standard agreement which results from this RFP shall be for a period of one (1) year from the effective date of the Agreement with an exclusive option by the District to renew on an annual basis thereafter for four (4) additional one-year terms. This project will be awarded via a Master Services Contract if any services are awarded. The Master Services Contract is included with this RFP as a reference and cannot be modified and must be signed after Board approval.

2.2 SPECIFIC CONDITIONS:

The supplier shall meet or exceed the following conditions and product specifications: A. General Conditions

1. The successful supplier(s) shall maintain sufficient inventory to enable HISD Transportation Department to utilize "just in time" deliveries of Rebuilt - Engines. HISD Transportation Department and/or Procurement Services Department representatives may inspect the vendor's inventory and warehousing facilities as determined by HISD.

2. The supplier shall furnish all resources necessary to supply Rebuilt - Engines per the terms and

conditions of this Request for Proposal (RFP).

3. The supplier shall provide a minimum warranty of twenty-four (24) months and unlimited

mileage on parts, labor, materials, and workmanship. The warranty period shall begin at date of install. HISD Transportation Department will notify the supplier that installation has occurred. Additionally, the supplier shall provide a third party for any warranty work, if requested and pay a minimum of $50.00 per flat rate hour according to All Data Specifications Manual. HISD Transportation Department requires that they are reimbursed at 1.5 times their mechanic's labor burden rate. At the discretion of the HISD Transportation Department, HISD Transportation Department will determine to either repair or replace engine; or replace the transmission.

4. Supplier(s) shall pick-up any core from HISD Transportation Department (Maintenance Shop)

within ten (10) business days from original invoice date. Any core charges shall be invoiced separately from any engine, or transmission. HISD will pay according to its payment terms of net 30 after receipt of original invoice for any agreed upon core charges of engines; or of transmissions where the engine is beyond repair. Supplier(s) shall provide their core prices when submitting engine proposals. (make sure this is a line item on price schedule)

HISD Transportation Department (Maintenance Shop) 7700 Wallisville Road, Building # 27 Houston, Texas 77020 Pick-up time between: 7:00 a.m.- 5:30 p.m.

B. Delivery

1. There shall be no shipping charges to the District on any engines and transmission. Shipping shall be FOB Destination.

2. Units shall be delivered FOB destination to the HISD Transportation Department Maintenance

Shop listed on the purchase within 48 hours (business days) upon receipt of HISD Purchase Order.

C. Core Policy

1. There shall be no up-front charges for cores at time of ordering. Once an engine, or transmission has been sent back to the supplier and it has been determined that the core is beyond use the supplier shall summit in writing to HISD Transportations Department the reason for rejection of the core. At that time if all parties are in agreement the contracted price shall be invoiced for a core charge.

2. Cores are acceptable regardless of condition as long as like for like core is returned.

3. Any core charge shall be invoiced separately from the engines.

2.3 SPECIFICATIONS: 2.3.1 Engine Specifications A. Preparation:

Complete disassembly & degreasing using the Kolene Salt Bath or Approved Equal. Blocks & heads are then buffed, Magna-Fluxed, and pressure tested.

1. Head:

a. Magna-fluxing b. Gauging head thickness c. Pressure testing d. Resurfacing e. Assembly f. Micrometer checking of valve & guide height g. Injector tip protrusion checked h. Vacuum testing

2. Camshaft:

a. Micrometer checking of lobes and bearing surfaces b. Inspection for magnetism c. Inspection for straightness d. Grinding back to OE specs for lift and duration e. Mains are polished f. Magna-glow inspection

3. Connecting Rods:

a. Align honing on rod bores b. New bushings installed c. Alignment inspection d. Magna-glow inspection

4. Crankshaft:

a. Micrometer checking of all crankshaft journals b. Inspection for magnetism & demagnetized as needed c. Inspection for straightness d. Magna-glow inspection e. Grinding & polishing f. Micrometer checked again after polishing g. Rockwell hardness tested h. Second magna-glow inspection i. Final wash & flushing of oil passages

2. Dynamometer testing:

a. Live run testing of every running complete diesel and gas engine. b. All phases of governor, valve train and timing adjustment. c. Recorded inspections of horsepower, RPM, oil pressure, water temperature and turbo boost

(turbo boost where applicable). d. All data to be provided with each delivered engine.

C. Complete Diesel Engines include: 1. New Parts:

1. GM6.2

a. Engine bearings are pre- lubed with AL22 Teflon®. (The coating prevents bearing scuffing during engine start-up and aids in preventing bearing failures.)

b. Crankshafts are ground and polished in the same direction as engine rotation. (This provides the best possible journal finish, removing ferrite peaks that score bearings.)

c. GM 6.2 engines have had numerous head gasket related problems due to inherent design problems. The supplier shall take the following steps to correct these trouble spots: • Tighten head bolts using the "torque-turn" method. • Use all new bolts and PST 565 sealant on the bolt threads and under the head bolt

washers. • Use of special graphite coated head gaskets. • Use .010 thicker head gasket.

d. All main saddles are checked for straightness using an alignment bar. (This helps prevent bearing and crank related problems, and also eliminates mandatory align boring/ honing.)

e. All GM 6.2L running completes are fine-tuned with a special timing device. (For a smoother running, better performing engine and improved fuel economy.)

f. Loctite® 5900 silicone is used to install the oil pan, timing and valve covers. (Silicone is resistant to oil and high temperatures and greatly reduces the chance for oil consumption in these areas.)

g. All cylinder blocks are torque plate honed during the remanufacturing process. (This helps to eliminate cylinder distortion, which is a major cause of engine blow-by.)

2. GM 6.5 - 6. .5T

a. Piston height is limited to no more than .010 above the deck surface of the block. (This helps

to eliminate the chance of piston-to-valve contact.) b. Loctite® 5900 silicone is used to install the oil pan timing and valve covers. (Silicone is

resistant to oil and high temperatures and greatly reduces the chance for oil consumption in these areas.)

c. Engine bearings are pre-lubed with AL22 Teflon®. (The coating prevents bearing scuffing during engine start-up and aids in preventing bearing failures.)

d. Crankshafts are ground and polished in the same direction as engine rotation. (This provides the best possible journal finish, removing ferrite peaks that score bearings.)

e. An additional .004 to .005 material is left in the cylinders when the block is bored. (This additional material allows a better cylinder finish.)

f. New crankshaft sensors are installed on all GM 6.5E running complete engines. (This ensures reliable sensor operation and proper engine performance.)

g. All lifter bores are inspected with a plug gauge. (To ensure proper lifter to bore clearance) h. Torque plate honing of all cylinder blocks. (This eliminates cylinder distortion, which is a

major cause of blow-by) i. All turbochargers are remanufactured using a new center section. (To provide longer turbo

and engine life) j. New push rods, rockers and lifters are installed. (This helps to eliminate premature rocker

arm problems and failures.) k. No cylinder sleeving is permitted in any cylinders of the block. (Block structure does not

allow the correct amount of press to ensure block life.)

3. Cummins 6B - 6BT

a. Any Cummins 6B & 6BT engine that must be bored past .020 is sleeved and machined back to standard size. (The cylinder walls are very thin. As a result, they are susceptible to pitting.)

b. 7mm injectors are installed in the cylinder heads. (This helps reduce cylinder head cracking.) c. Cummins "B" series cylinder blocks are pressure tested 100%. (Because of product design -

thin cylinder walls - pressure testing helps reduce the chances of cylinder wall leakage.)

d. New oil cooler elements are installed. (This ensures no foreign material carry over into the new system.)

e. Crankshaft gears are 100% magnafluxed. (Gears may be cracked in areas not detectable by a visual inspection.)

f. Fuel pump gears are 100% magnafluxed. {The gears can be cracked in the keyway area, which is not detectable by visual inspection.)

g. Prior to assembly of the cylinder head, manufacturer must install an injector into each bore.{This insures an adequate injector seal which eliminates compress ion leakage and cylinder failure.)

h. The front crankshaft seal is installed from the rear of the front plate by using a hand press and installation tool. {This eliminates the front cover being bent when the seal is installed, which prevents front seal leaks.)

i. Torque plate honing on all 6B cylinder blocks. (This eliminates cylinder distortion, which is a major cause of blow-by.)

j. Engine oil is used to pre-lube the rubber lip front and rear seal. (This eliminates seal burnout.)

k. All turbochargers are remanufactured using a new center section. (To provide longer turbo and engine life)

l. Crankshaft gears are checked 100% for correct fit. (Because of product design, this gear sometimes slips on the crankshaft nose which can cause serious engine damage.)

m. The cylinder head is measured at each end of the casting prior to resurfacing to check for any deviation. {Taking these measurements helps to compensate for any excessive warpage found on in-line heads and to ensure consistency throughout the resurfacing process.)

n. The front covers are updated with a dowel pins retainer. (This prevents the alignment dowel pins from falling into the gear case and causing gear failure.)

4. International 6.9- 7.3 - 7.3T

a. Stellite® exhaust valves with chrome tapered stems are installed. (To help eliminate valve stem

seizure, which is an inherent problem found in International 6.9L and 7.3L diesel engines.) b. Valve seat width has been increased to a minimum of .085 to help remove heat from the valve

face area. (This process, along with Stellite® exhaust faces, helps to minimize valve face cracking.)

c. High temperature, positive valve stem seals are installed on all intake valves, while umbrella-type valve stem seals are installed on all exhaust valves. (To assist in the reduction of oil consumption and smoke)

d. Valve spring shims are installed on both intake and exhaust valve springs. (By installing the shims, tension lost during operation is replaced. A loss of valve spring tension can result in a dropped valve and/or major engine damage.)

e. Engine bearings are pre-lubed with AL22 Teflon®. (The coating prevents bearing scuffing during engine start-up and aids in preventing bearing failures.)

f. All head bolt holes on International 6.9L and 7.3L engines are fully tapped. (Tapping the bolt holes improves the clamping force of the cylinder head bolts and eliminates leaking gaskets.)

g. One hundred percent new cam ground block plugs are installed. (This reduces the chances of leaking plugs or plugs popping out.)

h. One hundred percent graphite head gaskets are installed. (Graphite head gaskets help eliminate cold start leaks, which can occur with 0. E. M. head gaskets.)

i. Cylinder walls on International 7.3L blocks are thoroughly inspected for pitting. (To detect cavitation damage causing small pin holes in the cylinders.)

j. The oil cooler housing plugs are replaced with new plugs. (The existing plugs have an inherent leakage problem caused by heat generated in the cooler area.)

k. A new or remanufactured oil cooler element is installed on International 6.9L, 7.3L and 7.3T engines. (Oil cooler elements not replaced or remanufactured can result in engine failure due to debris or contamination in the cooler assembly.)

l. Electric timing devices are used to fine tune all 6.9L, 7.3L and 7.3T diesel complete &running complete engines. (This process ensures proper engine performance and eliminates emission problems.)

m. New crankcase decompression valves are installed. (Installation of new valves helps ensure that crankcase gasses are recycled properly.)

n. The supplier shall supply a coolant conditioner with every International 6.9L, 7.3L and 7.3T.

(This conditioner, along with proper maintenance, will assist in eliminating cylinder wall corrosion and pitting.)

o. Thick-walled cast replacement guides are installed in place of worn integral guides. {The thick-walled guide inserts transfer heat more evenly into the head. This eliminates early valve guide failure and oil consumption.)

p. All the block freeze plug holes are cleaned with acetone. (Cleaning the plug holes will remove any oil from the holes and improve the contact between Locktite® and the block surface. This will help in keeping the plugs from blowing out.)

q. Only the latest version of the 3-bolt front oil cooler header (filter end) is installed. (This is the latest version, because the previous 3-bolt component has a higher failure rate.)

r. The CDR valve is left unpainted. (If painted, the CDR hole can be painted shut, which causes a CDR valve malfunction.)

s. All International 6.9, 7.3 and 7.3T valve guides are ball honed. (This additional honing process improves the valve guide bore finish to eliminate valve stem wear which can cause oil consumption.)

5. International T444E

a. The early style International T444E gear covers are modified to accept a filter screen for the

high-pressure oil pump. (This enables filtering of the oil before it enters the high-pressure pump in order to reduce pump, injector and Internal Pressure Regulator valve (IPR valve) failures.)

b. All cylinder blocks are torque plate honed during the remanufacturing process. (This helps eliminate cylinder distortion, which is a major cause of engine blow-by.)

c. A new Internal Pressure Regulator valve (IPR valve) is installed on all International T444E running complete engines. (The IPR valve is essential in controlling the oil pressure feed to the injectors.)

d. All block freeze plug holes are cleaned with acetone. (Cleaning the plug holes will remove any oil from the holes and improve the contact between Locktite® and the block surface. This will help in keeping the plugs from blowing out.)

e. A new cam sensor and Internal Pressure Sensor (IPS) are installed on all International T444E engines.

f. All engine oil cooler elements are replaced with new. (This ensures no foreign material carry over into the new system.)

g. Oil pump rotors are inspected both visually and measured for proper rotor tip clearance. No more than .0008 clearance is allowed. (This ensures sufficient oil pressure.)

h. A four step process to install injector tubes. (This eliminates coolant leaks common in OEM and other remanufactured models.)

6. Chevy 6.0

a. Engine bearings are pre- lubed with AL22 Teflon®. (The coating prevents bearing scuffing during

engine start-up and aids in preventing bearing failures.) b. Crankshafts are ground and polished in the same direction as engine rotation. (This provides

the best possible journal finish, removing ferrite peaks that score bearings.) c. 6.2 engines have had numerous head gasket related problems due to inherent design problems.

The supplier shall take the following steps to correct these trouble spots: 1. Tighten head bolts using the "torque- tum" method.

At such occasions HISD Transportations Department will request from the successful vendor a quoted price for the unit involved.

11. Chevy Propane Engines

a. For the purpose of definition this bid shall apply to the rebuilding of 8.1, 8.8 liter propane engines. Due to the size and diversity of the HISD fleet, this bid shall not be all exclusive of the above listed units. As required other units used in cars, pickups, heavy trucks and buses shall be considered as part of this bid agreement. At such occasions HISD Transportations Department will request from the successful vendor a quoted price for the unit involved.

2.3.2 Transmission Specifications A. Defined Units Specifications

1. For the purpose of definition the specifications below shall apply to the rebuilding of Allison AT545, MT643, MT653, PTS 2500 and Allison 2000 Series Transmissions, Ford Model E40D, 4R70W, 4R70E, 4R100, AX4S, 5R110W and Chevrolet 4L60E, 4L80 and 700R4 Transmissions. Due to the size and diversity of the HISD fleet, this specification shall not be all exclusive of the above listed units. As required other units of the Allison type used in heavy trucks and buses shall be considered as part of this specification.

a. Contractor shall utilize all required special tools and gauging equipment as may be necessary

to present all required spacing, tension and clearances, whether supplying heavy duty Allison or light fleet Ford or Chevrolet Transmissions.

b. A newly rebuilt torque converter with new converter bolts shall be supplied with each completed unit.

c. HISD shall supply with each unit for rebuild one torque converter for exchange which shall be in place and fixed with a converter retention strap.

d. All heavy duty Allison transmissions units shall be delivered to HISD with converters and converter retention straps in place.

e. All light duty Ford and Chevrolet transmissions shall be delivered to HISD with a rebuilt converter and equipped with retentions straps and securely tied down to a delivery pallet.

f. The transmission core will be placed back on the same pallet for a return delivery to vendor

B. Transmission Rebuilding Specifications

1. All exchanged units received by HISD must have been completely rebuilt and adjusted to original equipment specifications in accordance with Allison Transmission service manuals.

2. All wearable components must be replaced with OEM specifications. 3. All gaskets, washers, bearings, filters, bushings, seals, o-rings and lined plates are replaced in

every unit. 4. Pumps are to be re-machined or replaced if necessary, planetaries remanufactured, valve bodies

are disassembled and checked. Valve bodies and governors (if applicable) are to be calibrated and tested on a valve body tester.

5. Additionally, all parts that exceed Allison, Ford and Chevrolet Transmission’s service wear limits as found in Allison, Ford and Chevrolet Transmission Service manual must be replaced.

6. Transmission cases and major hard parts of each unit shall be inspected by the supplier during the rebuild process and if in the determination of the supplier any case or hard part requires replacement due to excessive wear or damage they shall be replaced.

7. The use of used or reconditioned parts shall be acceptable, provided the supplier fully warranties to HISD the service life and dependability of such parts if used. Each unit shall be assembled using new gaskets and seals as required.

8. All units shall be dynamometer tested upon completion of rebuild, each unit must be tested

whereby the main pressure, shift calibration, output torque and oil flow are confirmed as being in accordance with Allison specifications.

9. The contractor must provide a document with each rebuilt unit confirming the rebuilt transmission being supplied to HISD completed a dynamometer test as specified above.

10. A newly rebuilt torque converter with new converter bolts shall be supplied with each exchange transmission.

2.4 COST: Price is to remain firm/fixed for the term of the contract. Price is to be provided on Form F and inserted in Tab 7. 2.5 EVALUATION FACTORS: The evaluations committee will conduct a comprehensive, fair and impartial evaluation of all proposals received in response to this RFP. Each proposal received will be analyzed to determine overall responsiveness and completeness as defined in the scope section and in the instructions on submitting a proposal. Failure to comply with the instructions or to submit a complete proposal may deem a proposal non-responsive and may at the discretion of the Evaluation Committee be eliminated from further evaluation. If the evaluation committee has reasonable grounds to believe that the Proposer with the highest ranking score is unable to perform the required services to the satisfaction of HISD, HISD reserves the right to make an award to another proposer who in the opinion of the evaluation committee would offer HISD the best value.
