INTRODUCTION

The Board of Parks Commissioners (“Board”) is soliciting

proposals for the sale of the Board-owned MacDonald Golf

Course (the “Property”). The Property is located at 840 N. Yale

Avenue. The Property offers a par 72 golf course on

approximately 146 acres that contains a 7,500 square foot

clubhouse, maintenance buildings that measure approximately

7,500 s.f. and one on-course restroom that is 320 s.f. Proposals

should demonstrate how the Property would be improved and

how it would be operated. All offers must maintain the Property

as an 18 hole public golf course. Development complimentary to

the course may occur on land outlined on Exhibit A.

Over the past century, public/private partnerships have helped transform Wichita

into a premier Midwestern city. One of Wichita’s first known economic development

success stories dates back to the early 1870s. James R. Mead, one of Wichita’s

founding fathers, met a group of cattle drovers at the Kansas/Oklahoma border

and offered incentives to encourage them to take their stock to Wichita instead

of another nearby city. This economic development offer began the long history

of public/private achievements which helped Wichita develop into the largest

city in the state and earned it the designation of the “Air Capital of the World.”

Wichita continues to build on its rich history and is nationally recognized for its

low-cost, pro-business climate, highly desirable central location and status as a top

global trade exporter. These qualities, in concert with economic development

programs, provide the foundation for businesses to thrive. Wichita’s central

location and outstanding transportation system provide convenient and

economical access to markets across the country and internationally.

Wichita’s diverse cultural attractions are nationally renowned and rival other

metropolitan areas of comparable size. The city offers a professional opera,

symphony, ballet and music theater as well as numerous cinematic and

performance theaters that stand ready to impress with plays and independent,

classic and new films. From traditional to contemporary, the city features a

variety of art galleries and world-class museums. Accomplished local musicians

and artists entertain and inspire on a monthly basis during the Final Friday art

gallery crawl throughout the downtown area.

Outdoor recreational activities abound in Wichita. There are more than 4,300

acres of lush parks & greenways, tranquil botanical gardens, numerous golf

courses and more than 102 miles of bike paths. The Arkansas River provides

additional recreational opportunities and serves as the centerpiece of the annual

Wichita River Festival. It is home to the iconic Keeper of the Plains sculpture,

which has become a symbol of Wichita and pays tribute to the Native Americans

who first inhabited the area.

Rounds played: 2017 2016 2015 2014 2013 25,459 28,522 31,358 29,622 29,626 First Tee of Wichita has a 10 year lease (with options) for approximately 14 acres on the Northwest side of the course at a lease rate of $1 per year. This is a non-exclusive use. The owner of the course will have responsibility for maintenance of the driving range. The lease, dated March 14, 2018, as well as 2017 and 2018 financial statements are available at www.wichita.gov/Economic/RFQ There is also a lease with Horizon Telecommunication, operating a cell phone tower Located on 2,500 square feet on the east side of Roosevelt. The Board will retain ownership of this site at MacDonald Park. The course is served by City of Wichita water lines. Property is zoned TF-3 (two family residential). The golf division at the City will not make any improvements to the course after the RFP is issued, or as part of any sale. Pro shop equipment and merchandise will not convey with the sale. Maintenance equipment and golf carts will not convey with the property. The property must remain an 18 hole public golf course. Should the buyer cease operations as a public golf course, the City will have the first right of refusal to purchase the property back at the price paid by the buyer. The purchaser must maintain open view fencing around the golf course.

PRE-PROPOSAL CONFERENCE

A pre-proposal conference will be held on November 6, 2018, at 2:00 p.m. at the Property, 840 N. Yale, Wichita,

Kansas. Potential proposers are strongly encouraged to attend the pre-proposal conference to learn more about the

Property, the development objectives, and the proposal evaluation process. A tour of the Property will immediately

follow the pre-proposal conference.

PROPOSAL REVIEW & EVALUATION Each proposal must submit a 10% earnest money deposit to be considered valid.

Each proposal shall commit to honoring the First Tee lease agreement dated March 14, 2018.

Each proposal shall commit to keeping the property as an 18 hole public golf course.

Each proposal shall submit an operations plan and projected capital investment over the first five years, and

how the purchaser intends to work with the March 14, 2018 First Tee lease and its non-exclusive golf

programming agreement. Purchaser would not be bound by Non-Exclusive Use Agreement.

All proposals are confidential until a selection is made by the Board. All costs incurred in the preparation of this

proposal are the responsibility of the proposer. The Board reserves the right to issue supplemental information or

guidelines relating to the RFP during the proposal preparation period, or to make modifications to the RFP. All

proposals shall be considered firm offers for a period of 180 days following the due date. Once submitted, proposals may

not be changed without written consent of the Board. One (1) original copy of the proposal shall be submitted by 3:00

NEGOTIATIONS AND SELECTION PROCESS

Final selection of the development team(s) will occur on or before December 10, 2018. Upon selection of the best final

proposal, the Board will negotiate final business and performance terms with the selected development team.

The commencement of negotiations does not commit the Board to accept any or all of the terms of the proposal, and negotiations may be terminated by the Board at any time, in which case the Board reserves the right to enter into negotiations with other proposers. These negotiations may result in minor or material changes to the proposal, including business terms. Successful negotiations will result in an award recommendation. Agreements addressing business terms and performance benchmarks will be entered into between the parties. The Board reserves the right to reject, in whole or in part, any or all proposals. If deemed appropriate to achieve the goals for development of the Property, the Board reserves the right to make no selection and re-issue an RFP. The terms and conditions of any development agreement resulting from this RFP process are subject to approval by the Board. The successful buyer will be required to submit an annual report for the first five years after acquisition to demonstrate progress towards stated capital investments in initial offer.

Development Site

The area in, and around, the clubhouse and parking lot (as outlined above) offers an opportunity for development. Development on this site should be complimentary uses for modern golf course operations. Rezoning of this site may be required. Any development of this site shall follow zoning codes and regulations. The identified site is approximately 6.34 acres (276,073 square feet).
