Proposals may take the form of adaptive reuse or mixed-use redevelopment of the site including a new structure or structures, or a combination of approaches. Property Description 3040-3042 Harrison Avenue, formerly the site of Bolton & Lunsford Funeral Home, consists of six contiguous parcels totaling approximately 0.694 acres of land. The property fronts Harrison Avenue at the intersection of Ruehlman Place. The property is located in Westwood's neighborhood business district (NBD), directly across from Westwood's historic Town Hall and park. Notable fine dining, casual eateries, a popular brewery, a nationally recognized urban winery, and a theatre and educational center are within walking distance, all part of sustained revitalization of the neighborhood. Vehicular access is afforded from Harrison Avenue with secondary access from Ruehlman Place. The site includes a large on-grade parking area able to accommodate 30 vehicles currently. Two buildings reside on the subject property, connected by a porte-cochere. Buildings are set back about 30 feet from Harrison Avenue. The two- story north building, including attached garages, contains approximately 7,300 gross sq. ft above a partial basement. The two-story south building contains about 2,500 gross sq. ft. above a full basement. A multi-vehicle garage and workshop on grade with an upper storage area is attached to the north building. The property has been recently appraised at $300,000. The property is subject to Cincinnati's Form-Based Code and is currently zoned T5MS, Main Street Urban Center. Information on zoning can be found at the City of Cincinnati website. The property is not governed under local or federal historic regulations. Two parcels identified as 210-0075-0114 and 210-0075-0089 contain deed restrictions requiring residential setback. Introduction

The Westwood Community Urban Redevelopment Corporation (WESTCURC) requests proposals from qualified individuals, firms or entities for the sale and redevelopment of property at 3040-3042 Harrison Avenue (Parcels 210-0075-0103-00, 210-0075-0097-00, 210-0075-0095-00, 210-0075-0089-00, 210-0075-0114-00 and 210-0075-0126-00). Located within one-third mile to the subject property offered for redevelopment, district buildings contribute greatly to the character of the business district and neighborhood at large. Residential neighborhoods surround the business district and combined with other urban amenities, lend the area its walkable, welcoming appeal.

WESTCURC offers the subject property for redevelopment as the neighborhood continues its dynamic revitalization. During the past few years, significant private and public investment in the community includes a $3.8 million renovation and repositioning of Town Hall Park, the multi-million dollar Madcap Educational Center in the historic former Suburban Bell Telephone exchange, West Side Brewing in an old Rambler dealership, Nation Kitchen and Bar in a historic former firehouse, celebrated restaurant Ivory House in the old Westwood Homestead Bank, Muse Café, and a number of boutique shops in the Ruehlmann Building, and award-winning Henke Winery. All are within easy walking distance of the subject property and business district. Recently announced is Great Parks of Hamilton County's plans for a 22-acre park and urban ecology center on the ground of the former Gamble Estate, less than 1 mile from the subject property.

Westwood is and has for generations been family-focused. The neighborhood is home to several Montessori schools in the Cincinnati Public Schools district, uniquely affording students the opportunity to utilize these programs from elementary through high-school without leaving the community. Other amenities in the community include access to city parks, bike trails, sports fields, and other recreational facilities.

Proposal Requirements

Proposals may be for adaptive reuse or new development, or any combination of the two.

Proposals must at a minimum include a detailed narrative of the proposed redevelopment, a detailed milestone project schedule, a statement of relevant experience and the ability to deliver projects in a timely manner, a proposed purchase price for the subject property, an estimated Project budget including construction and soft costs, operating pro-forma, and general financing plan for the proposed redevelopment, including soft commitments for proof of financing. Project schedules must anticipate the beginning of redevelopment not more than eighteen (18) months of any notice to proceed. Proposals may be for adaptive reuse or new development, or any combination of the two.

Proposals must demonstrate creation of amenities that benefit the community consistent with the objectives of the neighborhood business district, contribute to the character of the surrounding historic business district, and create jobs and new investment in Westwood. Preference is given to proposals that demonstrate compliance with the goals of the 2010 Westwood Strategic Plan (http://westwoodcivic.org/wp-content/uploads/2014/08/strategicplan.pdf ) , Westwood's Form Based Code (https://www.cincinnati-oh.gov/planning/linkservid/C2931A2B-A612-A5B5-6243EDEBEDA5330C/showMeta/0/ ), highest and best use suitable to its location, and appropriateness for an inclusive, welcoming, and family-oriented community. Evidence of community engagement and support is a plus.

WESTCURC representatives will be present on Thursday September 15, 2021 at 2:00PM local time at the subject property, to review with attendees the Request for Proposal, open the site and buildings for closer inspection, and to answer questions. Those interested in submitting a Proposal are urged to attend. Attendees are asked to comply with State of Ohio and City of Cincinnati COVID-19 precautions in place at that time.

Email Proposals to [email protected] or mail them postmarked by the above date, sealed within an opaque envelope, to WESTCURC, Attn: Greg Hand, P. O. Box 112162, Cincinnati, Ohio 45211. Facsimile copies will not be accepted. Proposals received after the date and time indicated may not be considered. Proposals received will be opened in private.

WESTCURC reserves the right to waive any irregularities and maintains all other rights due it under law, and to reject any and all proposals.

MINIMUM SUBMISSION REQUIREMENTS

To achieve a uniform review process and a degree of comparability, proposals should be organized in the following order and contain all of the following information:

1. Title Page: Showing the proposal title, the name of the firm, address, contact person, the date, and other relevant company information.

2. Offeror Credentials: Provide a narrative describing the Offeror’s background, history, and construction experience, including relevant experience and comparable projects successfully completed by the Offeror and the ability of the Offeror to deliver projects in a timely manner.

3. Team Members: State the names and title of key members of your development team, including development partners and proposed subcontractors. Provide a resume for each member.

4. Offeror’s Legal Structure: Provide evidence of a corporate status. In addition, identify by name and title entities holding and ownership interest of 20% or more.

5. Project Description: One-page narrative describing what is proposed for construction including as applicable: project map, site specifications, site features, parking plan, etc. Include an explanation of the exterior design concept and the expected timetable for construction.

a. Timetable should anticipate a groundbreaking post RFP Award 6. Concept Plan: Submit a conceptual site plan showing initial idea for building(s) or additions, parking layout,

access drives, and landscaping. If pursing a new construction opportunity, preliminary building elevations should be included as well. Conceptual site plan and preliminary elevations need not be prepared by a design professional, but should clearly illustrate intent.

7. Financing Plan: Submit a concise description of the anticipated general financing for the project. Include the following details:

a. Estimated Project Budget including construction and soft costs, b. Preliminary Sources and Uses statement c. Statement of Offeror’s financial ability and resources at the Offeror’s disposal. d. Business concept including target market and marketing plan for project e. Operating proforma f. Offer price for property g. Financial commitment letters.
