ART IN PUBLIC PLACES REQUEST FOR QUALIFICATIONS

The City of Gaithersburg (City) Art in Public Places program has released a REQUEST FOR QUALIFICATIONS (RFQ) to commission a professional artist(s)/arts firm to create site-specific exterior public art installation(s) in the Olde Towne neighborhood of Gaithersburg, Maryland. The site is a contiguous area comprised of a parking garage and a large rear wall of the Crossings at Olde Towne apartments. The City is interested in, but not limited to, installation(s) that incorporate light and projection art with both a daytime and nighttime presence.

This RFQ provides information on the scope of the project and information that will aid in preparing a response. All inquiries should be directed to [email protected].

Artists will be selected from the RFQ pool of applicants by members of the Cultural Arts Advisory Committee and City staff. Their selection(s) will be submitted to the Mayor and City Council for approval to move on to the Design Proposal stage. (See accompanying material including maps and photos of site.)

1. PROJECT INFORMATION

Project: Olde Towne “Y” Site Project

Owner: City of Gaithersburg will own the art

Location: The Y-Site (privately owned), Crossings at Olde Towne 200 Olde Towne Ave., Gaithersburg, MD 20877

Olde Towne Parking Garage & Pedestrian Walkway (City owned) Olde Towne Ave., Gaithersburg, MD 20877

Project Budget: $500,000.00. This amount is inclusive of all costs associated with this public art project(s) including, but not limited to, artist(s) fees, other consultants and subcontractor fees, insurance, engineering, materials, fabrication, transportation, installation, and post installation documentation.

2. PROJECT SCOPE

The City of Gaithersburg seeks to commission a professional artist(s)/arts firms to create site-specific exterior installation(s) of public art in the Olde Towne neighborhood as part of the area’s ongoing revitalization. The City is seeking creative installations and has some interest in light and/or projection art. The installations should have both a daytime and nighttime presence.

The site (see accompanying material) is highly visible and is situated along a heavily used railway line that runs through the City’s original downtown area.

This public art installation has two primary goals: to enliven the aesthetics of the built environment and to draw visitors to the area. See background notes for more information about the site, Olde Towne and the City of Gaithersburg.

Relevant concepts to consider include the City’s vibrant cultural diversity, its history, natural beauty, commitment to green initiatives, and its presence as a progressive community with a growing bio and information technology industry. Safety is imperative. Artist(s) will collaborate with City staff in working with the rail line owner, CSX, and other property owners. Highly durable materials are required to withstand varied weather conditions. The City is interested in working with new technologies and energy sources.

In order to be considered, submissions must comply with the requirements outlined in this document. Objects that are mass produced are not eligible for consideration.

Design Proposal: Following the selection process, finalists will be invited to create and present a Design Proposal and model.

Stipend: Selected finalists will receive a fixed stipend for travel and design fees.

Eligibility: The RFQ is open to all artists who can demonstrate a level of experience and professionalism commensurate with this project’s scope and budget.

Site Plans: Available upon request.

3. COMMISSION REQUIREMENTS

If commissioned, the successful artist(s) shall be responsible for:

Performing all services and furnishing all supplies, materials and equipment as necessaryfor the design, execution, fabrication, transportation and installation of the artwork(s) atthe site(s), and providing professional documentation (photos/and or video) andmaintenance guidelines at the conclusion of the project.

Submitting to the City of Gaithersburg detailed working drawings of the site(s) andcommissioned artwork(s) for review.

Securing any and all required licenses, permits and similar legal authorizations as maybe necessary for the installation and maintenance of the artwork at the site.

Strictly adhering to and managing the approved project, budget and schedule includingsubmission of progress reports.

Bearing the entire risk of loss or damage to the artwork(s) during design, fabrication,packing, shipping and installation.

Providing and maintaining insurance in amounts and limits specified by the City to coverclaims for damages for personal injury, bodily injury and property damage. The artist(s)shall require all subcontractors to provide and maintain insurance.

4. SUBMISSION REQUREMENTS

Due Date: By 11:59 p.m. on Friday, October 19, 2018Any response received after the closing time will be disqualified.

including supplemental material (resume, artist statement) and images. Applicants may mail supplemental material and images to the City as indicated below. Written inquiries by email must be submitted to the Arts Administrator by Friday, September 7, 2018.

• The Gaithersburg “Y” is an historic site situated on 2.25 acres adjacent to themetropolitan branch of the old Baltimore and Ohio Railroad. The Gaithersburg “Y” Site(or Wye Site) is historically significant as it served as the terminating point for trainsfrom Washington to turn around steam locomotives once they arrived in Gaithersburg.

ARTIST CRITERIA

1. Artistic Standards:

Technical Feasibility: Ability of the artist(s) to carry out the concepts described in theproposal.

Aesthetic Standard: Artist(s) clearly meets standards of artistic achievement asdemonstrated by resume and past projects.

Professional Standard: Artist(s) demonstrates a level of professionalism commensuratewith this project’s scope and budget.

2. Artistic Style & Experience:

Style Suitability & Appropriateness: Proposals are suitable to the environment andappropriate to a highly visible property in an historic residential and commercialneighborhood.

Experience: Artist(s) demonstrates a level of experience commensurate with thisproject’s scope and budget.

Community Involvement: Artist(s) demonstrates experience interacting with publicstakeholders on design development.

3. Professionalism:

Cooperation: Ability of the artist(s) to work closely and cooperatively with the CulturalArts Advisory Committee City and the community.

Presentation: Ability of the artist(s) to clearly describe concepts verbally and throughquality written materials.

The City of Gaithersburg reserves the right to reject any or all applications, proposals, or finalists, and terminate or re-advertise any project without prior notice.
