1. REQUEST FOR TECHNICAL AND FINANCIAL PROPOSALS (RTP & RFP)

1.1. This document

Request for technical and financial proposals (RTP & RFP)

Dear Sir / Madam:

We kindly request local architectural consultant firm to submit request for technical and

financial proposals (RTP & RFP) for Design Service of Architectural and Engineering

Drawing for Construction Of ACLEDA's Provincial/City Branch Office Building with a

digital banking office building standard start on 18 November 2016 as detailed in Annex-1

and Annex-2 of this Request for technical and financial proposals (RTP & RFP). When

preparing your financial proposal, please be guided by the form attached hereto as Annex 2.

This proposal may be submitted on or before 28 December 2016, no later than 3:30 PM

(Cambodia time zone) via mail to the address below with attention to and subject line as

follows:

This Request for technical and financial proposals (RTP & RFP) of design service submitted

by email must be limited to a maximum of 10 MB, virus-free and there should be no more

than one email transmission. Transmitted e-mails must be free from any form of virus or

corrupted contents, or the proposals shall be rejected.

Any clarification requests must be sent no later than 14 December 2016 by 4:30 PM

(Cambodia time). The request could be sent by email to the following email address:

It shall remain the responsibility of the Consultant firm to ensure that your proposals will

reach the address above on or before the deadline. The Proposals that are received by

ACLEDA after the deadline indicated above, for whatever reason, shall not be considered for

evaluation. If the proposal is being submitted by email, kindly ensure that they are signed, in

the .pdf format, and free from any virus or corrupted files.

ACLEDA reserves the right not to award the contract to the lowest priced offer, if the

second lowest price among the responsive offer is found to be significantly more

superior, and the price is higher than the lowest priced compliant offer by not more than

10%, and the budget can sufficiently cover the price difference. The term “more

superior” as used in this provision shall refer to offers that have exceeded the pre-

determined requirements established in the specifications.

We, the undersigned, hereby accept in full the ACLEDA General Terms and Conditions, and

hereby offer to (RTP & RFP) the items listed below in conformity with the specification and

requirements of ACLEDA as per Request for (RTP & RFP) Reference No. AC-DS-002-16-00

for design service of Architectural and Engineering Drawing for “ New Construction Of

ACLEDA' s Provincial/City Branch Office Building” Project:

Request technical and financial proposals (RTP & RFP) offered shall be reviewed based on

completeness and compliance of the proposal with the minimum requirement specifications

described above and any other annexes providing details of Annex-3.

The Request technical and financial proposals (RTP & RFP) that complies with all of the

specifications, requirements and offers the lowest price, as well as all other evaluation criteria

indicated, shall be selected. Any offer that does not meet the requirements shall be rejected.

Any discrepancy between the unit price and the total price (obtained by multiplying the unit

price and quantity) shall be recomputed by ACLEDA. The unit price shall prevail and the

total price shall be corrected. If the Consultant does not accept the re-computation and

correction of errors, its proposals will be rejected.

After ACLEDA has identified the lowest price offer, ACLEDA reserves the right to award the

contract based only on the prices of the service fee in the event that the transportation cost

(freight and insurance) is found to be higher than ACLEDA’s own estimated cost if sourced

from its own freight forwarder and insurance provider.

At any time during the validity of the Request technical and financial proposals, no price

variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors

shall be accepted by ACLEDA after it has received the (RTP&RFP). At the time of award of

Contract, ACLEDA reserves the right to vary (increase or decrease) the item scope of design

quantity of services, by up to a maximum twenty five per cent (25%) of the total offer,

without any change in the unit price or other terms and conditions.

Any proposals offered that will be issued as a result of this (RTP&RFP) shall be subject to the

General Terms and Conditions attached hereto. The mere act of submission of a proposal

implies that the Consultant accepts without question the General Terms and Conditions of

ACLEDA herein attached as Annex4.

ACLEDA is not bound to accept any proposal, nor award a contract, nor be responsible for

any costs associated with a Consultant’s preparation and submission of a (RTP&RFP)

especially for competive" Pre-Design Concept" of submission, we consider fee of service only

Consulting company who is a ward a Contract as complete a pre-design concept stage submit

to Employer for review and comments, regardless of the outcome or the manner conducting

the selection process.

ACLEDA encourages every prospective Consultant to avoid and prevent conflicts of

interest, by disclosing to ACLEDA if you, or any of your affiliates or personnel, were

involved in the preparation of the requirements, design, specifications, cost estimates, and

other information used in this (RTP&RFP).

2. BACKGROUND/INTRODUCTION

Financial Institutions Law of the Kingdom of Cambodia. Originally, it was founded in

January 1993, as a national NGO for micro and small enterprises' development and credit.

ACLEDA Bank Limited was licensed by the National Bank of Cambodia as a Specialized

Bank on October 07, 2000. On December 01, 2003, ACLEDA Bank, once again, was licensed

by the National Bank of Cambodia as a Commercial Bank to enable it to provide full banking

services according to the needs of the customers and the market and it was renamed

ACLEDA Bank Plc.

At the end of May, 2016, ACLEDA Bank Plc. has extended to 258 branches, which are

located in all provinces and towns of Phnom Penh, Banteay Meanchey, Battambang,

Kampong Cham, Kampong Chhnang, Kampong Speu, Kampong Thom, Kampot, Kep,

Kandal, Koh Kong, Kratie, Mondul Kiri, Oddar Meanchey, Pailin, Preah Sihanouk, Preah

Vihear, Prey Veng, Pursat, Rattanak Kiri, Siem Reap, Stung Treng, Svay Rieng, Takeo, and

Tboung Khmum provinces.

3. PROJECT OBJECTIVES

Design of a new Branch Office Building having four (4) differents categories of land size and

more than four (4) /and or five (5) stories. The new Branch office building should be safe,

reliable, cost effective, energy saving (aiming zero energy loss), well ventilated with adequate

light, environment friendly, differently-able people friendly, well-equipped with CCTV& fire

fighting, parking, plumbing, drainage, boundary wall and communication facilities.

The provision of ARCHITECTURAL and ENGINEERING services, which is included

complete Architectural and Interior design (built-in furniture, fitting furniture), structural,

mechanical, electrical, plumbing, and civil design services of ACLEDA's new Branch office

building foreseen in the context of this assignment comprises primarily the services in three

categories namely

1). PHASE I: Pre-Design Services (Programming Phase)

2). PHASE II: Conceptual Drawings (Preliminary Design Phase)

3). PHASE III: Detailed Designs (Construction Documents Phase)

4. DESIGN OBJECTIVE

1). The Consultant shall be followed with design principle of Equitable Use,

Flexibility in Use, Aesthetics, Cost-effective, Functional, Productive, Secure, and

Sustainable Design.

2). ACLEDA's Provincial Branch Office Building has been engaged to create a new

concept design innovation, which improves one of the leading banks in

Cambodia. The challenge was to create a new branch concept that had to become

a real competitive and branding tool able to communicate a strong impact and a

sense of change; complete the implementation of a new service model to get more

unique and to delight existing customers; create a warm, simple and relational

customer experience; define a unique brand style to differentiate ACLEDA's

Branch Office Building from competitors; be flexible and modular in order to be

applied in different locations of 25 provinces/cities and International, formats and

to be coherent with costing budget goals.

3). PROJECT interior design of ACLEDA Branch Building wanted to dramatically

change the retail banking in order to be more customer-centric, by planning a

warmer and cosier environment.

4). The "ACLEDA Bank" concept reinvents the banking experience through the

innovative design and the leading-edge digital technologies, aiming to create a

retail environment like no other. The most innovative aspect of this project is the

reversion of the traditional banking customer service model. Indeed, the space is

100% available for customers, in order to allow them to choose the service they

want. The new design solutions have to create a contemporary and familiar

setting. The lighting system has been designed to create different environments.

These changes aim to build a relationship between ACLEDA and its customers,

by creating a familiar and relaxed atmosphere.

SPECIFICATION REQUIREMENT

This consultancy assignment is in regards to the provision of ARCHITECTURAL

and ENGINEERING services in the context of establishment of ACLEDA's

Provincial/ City Branch Office Building of four (4) Categories it depend on actual

requirement of available land size and capacity of customer; the program space

requirement will be used as described in ANNEX- 6.

6. SCOPE OF ARCHITECTURAL AND ENGINEERING SERVICES

The scope of work to be carried out by the consultant shall include but may not be

limited to the following:

The ARCHITECTURAL and ENGINEERING Company (Consulting Company)

is expected to offer a highly skilled and experienced team of experts for

successful accomplishment of services in each category, and appoint a Project

Manager for overall coordination, who shall serve as ACLEDA’s day- to-day

primary contact.

The Consulting services have been divided in three (3) major Phases namely,

1). PHASE I: Pre-Design Services (Programming Phase)

2). PHASE II: Conceptual Drawings (Preliminary Design Phase)

3). PHASE III: Detailed Designs (Construction Documents Phase)

PHASE I: PRE-DESIGN SERVICES

Preparation of the Design Brief, the first step project understanding and architectural

conceptual design, is a comprehensive Space Program focusing on the Employer’s

expectation of the design.

The Consulting Company shall produce:

Employer: Will provide data requirements (Functional program and existing

ACLEDA's Branch Office drawings) and coordination.

Analyze the Employer's needs, and coordination with the Employer's technical

team and any consultant hired by the Employer, in order to define the space

program, areas, functions, priorities, services, quality of finishes, circulations,

budget.

Facility Programming: Conduct assessment with existing ACLEDA's Technical

Team, Department of Enginnering and analyzing the Employer's needs, which

include the Space requirement, areas, circulations, functions, and their priorities,

services, finishing quality and available budgeting.

Space Relationship Diagram: Consider the adequacy of the proposed space

requirements, confirm that appropriate net and gross space requirements are

proposed and confirm activity relationships and flow diagram.

Employer Consultation: Bring to the attention of the Employer any matter,

which could risk the satisfactory completion of the project including any likely

hazardous processes or activity. Clarify the Employer’s expectations regarding

planning guideline (including density and land ratio, setback of all sides, etc.) in

order to propose a suitable concept design, which may be limited by costs.

Project vision, and defines a visual outline.

Ensure the Functional Brief will comply with all statutory requirements, i.e.:

planning permits, building permits, etc. within the Approved Budget.

Consultant Company shall be conducted analyze ratio and density of land

occupancy, construction area for each part of the Project, total floor area and the

size of the Project identifying the number of stories and heights of the separate

parts of the Project.

Understand and define the type of Mechanical & Electrical services and equipment

requirements and provide optional recommendation to employer

Define the main principle of the structural design method.

Confirm other requirements and constraints.

Confirm the appropriateness of the selected development and associated Cost Plan

by Quantity Surveyor.

Based on Key finding the consultant shall be conducted analyze reports, develop

space relationship requirements and diagram flow to ensure ACLEDA's New

Branch Office meets with Local & International Standard requirements.

Note: The Consultant Company shall submit draft pre-design and documents to

Employer before final completion of each design phase in ten (10) working days for

review and comments feedback to consultant for correction in ten (10) working days and

re-submit for final approval.

SUBMISSION OF PRE-DESIGN:

Provision of Three copies of the A3 booklet as well as (word, exel, CAD, PDF, PPT

files) in USB device of the Concept will be submitted to the Employer.

Provision of project Inception Reports with includes conception of functional

space program floor plans layout and flow chart relationship for each proposed

category of building size.

Provision of developed conception of architectural floor plans and elevations in

accordance functional space program.

Provision of a preliminary developed Master Plan layout with suitable scale of A3

size

Provision of exterior and interior 3D modeling, perspectives

Provision of preliminary cost estimation based on consultant's experience.

Adjustment or additional facilities as recommendation of ACLEDA Bank's project

Committee, after present to ACLEDA Bank's Project Committee.

Present the Key finding Reports to Employer for approval before proceeding

further steps.

PHASE II: CONCEPTUAL DRAWINGS (PRELIMINARY DESIGN PHASE)

Upon receipt of formal approval of the Pre-Design and written request to proceed from

Employer, Consulting Company shall prepare the following drawings and design documents

for approval by the Employer:

Develeped a preliminary of Architectural drawings consisting of master plan,

typical plans, main elevations, typical sections and design standard statment

report.

Develeped a preliminary of structural drawings for building’s foundation,

superstructure and design standard statment report.

Schematic design diagram of electrical (LV system & VLV system) and

mechanical (air-conditioning, exhaust fan, mechanical fire fighting) drawings and

design standard statment report.

Schematic design of CCTV, Access Control, Instusion Alarm drawings and

design standard statment report.

Developed brief report indicating the general plan, ratio and density of land

occupancy. The report shall identify total land area, construction of the Project,

total floor area and the size of the Project identifying the number of stories and

heights of the separate parts of the Project.

Budget project cost estimation; review and update based on conceptual drawings

and proposed available materials in local market.

Developed and updated interior and exterior 3D modeling of the project of each

proposead category

Developed drawing for construction permit both architectural and structural in

compliant with Camboda's law requirement (all drawings must be translated to

Khmer language). (Not Applicable).

Consulting Company will submit to the Employer 13 (thirtheen) sets hard copies

of documents with signature of registered architect liscense at Ministry of Land

Management, Urban Planning and Construction for the application of the

Construction permit, if necessary. (Not applicable)

The Consultant Company shall be submitted as following:

Provision of three (3) copies of Data Statement of Calculation Reports for all

services and appendixes.

Provision of 2mn a presentation of three-dimensional animation (AVI, MP4) of

new Branch office building to ACLEDA Bank's Project Committee, if require.

connection of utilities services to City networks.

1. GUIDANCE NOTES/REQUIREMENTS:

The Consulting company shall produce design, drawings, with due consideration

to energy efficiency and upkeep with ACLEDA’s and International

environmentally friendly norms and standards.

In working closely with ACLEDA Security Team, the Consulting Company shall

within its design incorporate ACLEDA security requirements

The set of drawings in the 4 categories above shall be developed in consideration

to the mandatory standards, capacities and norms of the latest International

Building Codes.

The design report will sum up all design activities and provide the rationale for

the optimal designs made. Standards, norms and regulations used must be referred

to in the design report extensively. No conclusions and decision must be made

without reference to any standard, norm or regulation.

A. MASTER PLAN

Cover sheet shall include general abbreviations, general notes, joinery

abbreviations, drawing legend, project location plan, interior finishing schedule,

painting schedule, exterior painting schedule, manufacturer’s standard and field

applied schedule and drawing schedule all services.

Site Plan drawing indicate boundary fence, all building layouts, walk path,

gardening, road curb and paving, all drawing indicate dimension of each position

building, distance to boundary wall fence.

2. DETAILED ELEVATION:

All side of elevations shall indicate all dimensions as require by contractor works

at site, dimension of structural level, and finishing level, indicate exterior

finishing schedule, indicate typical of door, window and louvers, and if any

detailed marks require.

3. CROSS AND LONGITUDINAL SECTIONS:

General cross sections on all necessary requirements to explain drawing shall

indicate all dimensions (structure level and finish level), the section shall cute at

all complexity part to indicate height, thickness of walls, slab, molding, ceiling

level etc., and indicated material to be use and method installation, fixing with

attachment of particular specifications next to the detailed drawing.

4. TYPICAL DETAILED DRAWING:

Drawing all relevant details for the contractor to understand the intent of the architect

including, but not limited to:

Section of vertical walls to show in detailed dimension of wall thickness, height of

window step, lintel, sunshade, opening space of door or window or/ and if any

Building plinth level and paving around buildings, roof overhang, roof slab,

window sunshade, Louvre and all types of molding.

suitable for the intent and that all necessary provisions are taken care of.

Coordinate with Quantity Surveyor for final cost estimation.

This second stage shall comprise though not limited to the completion and

submission of the following items/deliverables in English in 3 sets both in hard

copies and a soft copy (word, excel, PDF individual & Combine file, CAD

drawings, ptt, in USB flash).

7. SUBMISSION OF REPORTS AND PRESENTATION OF THE WORKS

In accordance with ACLEDA's and procedures the consultant shall submit his

reports as under phase wise:

1. PHASE I: PRE-DESIGN SERVICES

a) INCEPTION REPORT:

This report will contain building size, type and layout plan. Preliminary

inception report shall be submitted to ACLEDA in 3 copies and should be

discussed with ACLEDA.

This should contain Master concepts of overall project as well as time schedule

with respect to complete the phase-I

Conceptual Master Plan with analyzed climate, circulation, functionality,

access disability, and circulation of fire protection strategy plan.

Provision of 2 options of Conceptual Architectural Design of each building

category with presentation of 3D model perspective and bird eyes views from

exterior and interiors.

Survey Report topographical is not applicable. The Building calculation shall

be considered from ground beam to top roof structure. Other outsource

consultant will define the piling, footpad and stump later when ACLEDA have

availabe land site.

Preliminary Cost Estimates based on Local market wich include total net price,

10% of VAT, and Contractor's profit overhead.

2. PHASE II: CONCEPTUAL DRAWINGS (PRELIMINARY DESIGN PHASE)

This report shall contain the preliminary design concepts and short descriptions

relating to the proposed structure and its major components, e.g. architectural,

Structural, water supply, sanitation, electrical, mechanical, and others. It shall

include location of proposed foundations and arrangement of the building

components along with comparison between the possible alternative types. This

report shall be submitted in 3 copies for commments and feedback within 10

working days and the content shall be discussed with ACLEDA before proceeding

to the detailed design of the building. The ACLEDA may also ask to present the

Preliminary Design Report to the ACLEDA Bank’s Project Committee audience.

The cost of such presentation shall be borne by the Consultants.

The Consultant shall be provided the complete set of the drawing for all services

should consist of:

h) PRESENTATION OF THE DRAFT REPORT

The Consultants shall present the design report in specified standard format

and defend it to the ACLEDA Bank’s Project Committee audience prior to the

submission of the final report. They shall review the issues raised during the

presentation while finalizing the report and make necessary

amendments/corrections if needed (Employer's require 10 working days). The

date and venue of the presentation shall be determined by mutual agreement

between the ACLEDA and the consultants. The cost of such presentation shall be

borne by the consultants.

i) FINAL REPORT

Apart from the presentation, the ACLEDA will verify the content of the report

against the Terms of Reference and the checklist. The ACLEDA may also discuss

upon the technical content of the report and may suggest some changes if thought

necessary. While preparing the Final Report the consultants shall consider the

comments/suggestions and make corrections or amendments if required. It does

not, however, relieve the consultants of their responsibility over the technical

content of the design. The final report shall be submitted in three (3) copies as

indicated in the checklist.

j) SOFT COPY (ELECTRONIC COPY) OF THE DESIGN

Apart from the bound report the consultants shall submit soft copies (DWG,

word, excel, PDF, electronic copies) of the final report in DVD-ROMs or USB

drive as specified in the checklist.

8. ANNEX-2: FORM FOR SUBMITTING CONSULTANT’S FINANCIAL

PROPOSAL

We, the undersigned, hereby accept in full the ACLEDA General Terms and Conditions, and

hereby offer to supply the items listed below in conformity with the specification and

All other information that we have not provided automatically implies our full compliance

with the requirements, terms and conditions of the (RTP&RFP).

9. TIME SCHEDULE

If not indicated otherwise in the contract documents the consultant shall complete

the assigned works as per the following schedule:

1. PHASE I: PRE-DESIGN SERVICES

Inception Report & Concept Design Report within 3 (three) weeks from the

date of signing of the contract.

2. PHASE II: CONCEPTUAL DRAWINGS (PRELIMINARY DESIGN PHASE)

Conceptual Drawing and Draft Report within 2 (two) months from the date of

4. PHASE IV: TENDER PROCESS (Not Applicable)

The construction period is estimated to be 18 months.

11. ANNEX-3, MINIMUM REQUIREMENTS

The following minimum requirements will be sought and the proposers must provide

relevant official documentation as regard to their eligibility to meet these requirements

in their offers:

1) ALL KEY EXPERTS: architects and other engineers, involved in the project

must be licensed/registered experts in their field of expertise, with a minimum of

7 years of experience in profession.

Knowledge of English language is a requirement for the project leader (i.e.

Project Manager-Architect) who will have overall responsibility over this

project. Knowledge of English language for other company’s personnel to

be involved in this project is strongly recommended.

The company must submit a list of selected projects from the last 5 years,

with at least three (3) Architectural design (or broadly in building design of

Banking) projects in Cambodia (minimum area of GFA 2,500 sqm).

Presented projects must be on a high level in the field of esthetics,

functionality and flexibility.

The company should demonstrate sound financial standing and have a

turnover of its projects/services provided and paid by Employers during the

last 3 years in the amount of at least USD 1 Million in total.

The company should provide the list of its Employers during the last 3 years

– ACLEDA reserves the right to contact any of the Employers for

references and feedback on company’s performance.

2) KEY PERSONNEL: The company involved in the project should have the

highly qualified architects, engineers who will be engaged in the project, with at

least 10 employees’ designers / engineers/ with professional competency in the

interior design, broadly in Bank building design profession. CVs of personnel

suggested by the company to be assigned to this project should be provided.

(General qualification, relevant exper. In similar projects, time experience,

experience in Cambodia.)

3) PROPOSED CONCEPT DESIGN: Based on program space requirement

provided by ACLEDA in Annex-1, but not limited the Consultant shall be

explored adopt innovative design to meets International Standard codes

requirements to study as below requirement for presentation of concept design to

explain ACLEDA Bank’s project committee for their understanding your

company capabilities. The service fee for this concept design presentation during

this (RTP&RFP) will be boned when your company is awarded. The consultant

shall be prepared as below:

o Sketch Layout concept plans of buildings showing space relationship how the

Consultant would be uses the space on the new Branch Office Building.

o Sketch drawings showing the Architect's Vision of the Overall appearance and

style of buildings in 3D Bird Eyes Views and interior perspectives.

o Brief Note of Concept Design.

12. EVALUATION OF PROPOSALS

Proposals from the tenderers shall be evaluated through a quality and cost based

approach.

Any Offeror that does not meet the minimum requirements, set forth above, shall

be disqualified and shall not be considered for evaluation.

The Proposals of the Offerors that meet the minimum requirements set forth above

shall be evaluated in the following order.

13. ANNEX- 4, GENERAL TERMS AND CONDITIONS

6. ACCEPTANCE OF THE CONTRACT

This quotation may only be accepted by the Tenderer's signing and returning an

acknowledgement copy of it or by timely delivery of the quotation in accordance with

the terms of this quotation, as herein specified. Acceptance of this quotation shall

effect a contract between the Parties under which the rights and obligations of the

Parties shall be governed solely by the terms and conditions of this Quotation,

including these General Conditions. No additional or inconsistent provisions proposed

by the Contractor shall bind ACLEDA unless agreed to in writing by a duly authorized

official of ACLEDA.

7. PAYMENT

2.1 ACLEDA shall, on fulfillment of the mode of payment terms, unless otherwise

provided in this Quotation, make payment within 10 days of receipt of the Consultant’

s invoice with attachment of progress status of works which is certify by ACLEDA’s

Engineers.

2.2 Payment against the invoice referred to above will reflect any discount shown under

the payment terms of this Quotation, provided payment is made within the period

required by such payment terms.

2.3 Unless authorized by ACLEDA, the Consultant shall submit one invoice in respect of

this Quotation, and such invoice must indicate the Quotation's identification number.

2.4 The prices shown in this Quotation may not be increased except by express written

agreement of ACLEDA.

2.5 Consultant can be proposed payment installment to employer for consideration.

8. TAX INCLUDING

3.1 Accordingly, the Consultant authorizes ACLEDA to deduct from the Consultant's

invoice any amount representing such taxes, duties or charges, unless the Consultant

has consulted with ACLEDA before the payment thereof and ACLEDA has, in each

instance, specifically authorized the Consultant to pay such taxes, duties or charges

under protest. In that event, the Consultant shall provide ACLEDA with written

evidence that payment of such taxes, duties or charges has been made and

appropriately authorized.

9. WORK PROGRAM

6.1 The Consultant shall submit to the Employer for approval Work Program. If the

Consultant does not submit an updated Program within this period, the Employer may

withhold the amount from the next payment certificate and continue to withhold this

amount until the next payment after the date on which the overdue Program has been

submitted.

10. PROHIBITION ON ADVERTISING

6.2 The Contractor shall not advertise or otherwise make public that it is furnishing works

to ACLEDA without specific permission of ACLEDA in each instance.

11. SETTLEMENT OF DISPUTES

15.1 Amicable Settlement. The Parties shall use their best efforts to settle amicably any

dispute, controversy or claim arising out of, or relating to this Contract or the breach,

termination or invalidity thereof. Where the Parties wish to seek such an amicable

settlement through conciliation, the conciliation shall take place in accordance with

Cambodian Law then obtaining, or according to such other procedure as may be

agreed between the Parties.

12. SUBMISSIOM AND GENERAL REQUIREMENT

1. The consultants must submit the following documents, namely:

1.1. Letter of Intent;

1.2. Curriculum Vitae detailing the personal profile, similar work completed

successfully;

1.3. Copy of license, degrees and certificates;

1.4. Taxpayer’s Identification Number

1.5. Track record (list of Employers and their addresses including contact numbers)

and certification of satisfactory compliance/performance from its major

Employers; and

1.6. At least three (3) samples of projects completed (present designs and pictures);

2. Price validity shall be for a period of ninety (90) days from submission of the letter of

intent.

3. Offer shall be considered as fixed prices and not subject to price escalation during

contract implementation.

13. LATE COMPLETION

When the consultants fail to satisfactorily deliver the services under the contract

within the specified delivery schedule or project implementation schedule, inclusive of

duly granted time extensions, if any, he/she shall be liable for damages in the amount

equal to one tenth of one percent (0.001) of the cost of the delayed services scheduled

for performances for everyday of delay. The liquidated damaged will be imposed until

such services are finally delivered or performed and accepted by the ACLEDA.
