Summary of Purpose and Why:
On May 16, 2018, the Pompano Beach Community Redevelopment Agency ( CRA) received an unsolicited proposalfrom Oasis of Hope CDC to construct three ( 3) single family homes on 3 CRA- owned in- fill housing lots located on NW3rd Street in the Collier City neighborhood at the following Folio IDs: 4842- 33- 04- 1900, 4842- 33- 04- 1910, and 4842- 33-04- 1990. The proposal seeks to sell the homes to persons or family earning 120% or less of the Broward Countymedian income and has three ( 3) pre- qualified buyers. The proposal is to build three ( 3) single- family homes that areapproximately 1, 650 square feet, containing three ( 3) bedrooms, two ( 2) baths, and a one ( 1) car garage. The homesare to be built using standard cement block construction ( CBS). The sales price of the homes will range from $ 195,000
to $ 235, 000. Oasis of Hope CDC completed two infill housing developments with the CRA in the Collier CityNeighborhood and those homes have been conveyed to new home owners.
At the Northwest CRA Advisory Committee meeting on June 4, 2018, staff requested this item be tabled to verify theavailability of the 3 vacant lots requested. After further review, it was determined that the 3 vacant lots requested are
available and at the next Northwest CRA Advisory Meeting of July 2, 2018, CRA staff recommended acceptance of theunsolicited proposal from Oasis of Hope. During public comments, Members of King Freddie Lodge were present andvoiced opposition to the disposition of two of the westernmost lots as the Lodge was interested in the same lots for
future expansion of the Lodge. CRA Staff inentioned that the lots requested by Oasis of Hope CDC has a Future LandUse Map and Zoning Designation of Residential and cannot be used at this time for commercial expansion by theLodge unless the Future Land Use Map and Zoning designations were amended from Residential category toCommercial. The Northwest CRA Advisory Committee recommended to accept the unsolicited proposal from Oasis ofHope for the easternmost lot ( Folio # 4842- 33-04- 1990) and tabling the request for the two westernmost lots ( Folio #' s
4842-33- 04- 1900 & 4842- 33- 04- 1910) for 90 days until a complete proposal can be received from King Freddie Lodge.It was mentioned that the proposal from King Freddie Lodge must include typical information requested fromdevelopers seeking development opportunities such as a conceptual site plan, floor plan and elevations, cost estimatesfor improvements, financing commitments and deal terms. Should a complete proposal not be received within 90 days,the CRA Advisory Committee will need to reconsider the unsolicited proposal submitted by Oasis of Hope for these twosingle family lots.
The item before the CRA Board for consideration is to accept the unsolicited proposal from Oasis of Hope to developone ( 1) single family home on one ( 1) CRA owned lot ( Folio # 4842-33- 04- 1990) and authorization to negotiate a
development agreement which will return to the CRA Board at a later date.

On May 16, 2018, the Pompano Beach Comrnunity Redevelopment Agency ( CRA) received anunsolicited proposal from Oasis of Hope CDC to construct three ( 3) single family homes on CRA-owned in-fill housing lots located on NW 3rd Street in the Collier City neighborhood at thefollowing Folio IDs: 4842- 33- 04- 1900, 4842- 33- 04- 1910, and 4842- 33- 04- 1990. Oasis of Hope
CDC is a 501( c)( 3) not- for-profit organization located and operating in Pompano Beach far the pastsix ( 6) years with the goal of providing affordable homes to low-to- moderate income families, aswell as providing education on the home buying process.
The proposal seeks to sell the homes to persons or family earning 120% or less of the Broward
County median income and has three ( 3) pre-qualified buyers. The proposal is to build three ( 3)
single- family homes that are approximately 1, 650 square feet, containing three ( 3) bedrooms, two2) baths, and a one ( 1) car garage. The homes are to be built using standard cement block
construction ( CBS). The sales price of the homes will range from $ 195, 000 to $ 235, 000. Oasis of

Description of the project/program for which support is requested:
Our housing program improves the quality of our communities by connecting residents to relevant hausingresources which are provided as a direck service or through one of our many strategic partners. Our
current service offerings include housing and financial capability education, homebuyer and foreclosureprevention counseling services, reverse mortgage counseling for seniors, and financia! educatlon for youngadults. As a Community Housing Development Organizatian, CTasis CDC acquires, rehabiiitates, andconstructs affordabie housing far purchase or rental targeted to low-to-moderate incame households. Ourmost recent project sesks to serve yfluth aging out of foster care. Our senrices are offered at little or no
cost to the public.
Our Hamebuyer Educatian Workshop is provided to prospective homebuyers before the purchase contractis signed. Topics dscussed in the workshop include Assessing Homeownership Readiness, Budgeting andCredif, Financ ng a Home, Shopping for Home, and Maintaining a Home and Finances. Following theworkshop, participants are encouraged to attend a one-on-one counseling session with a certified housingcaunselor, lipQn successful completion of the program, participants are issued a certificate of compledon.
Certificates are valid for one year following the date of completion and can be used to meet the educatianrequirement for most housing subsidy programs.
The bi- monthly Nomebuyer's Clu6 is targeted to those who have a desire to own a home yet have iongterm obstacles to overcome prior#a becoming purchase ready. Sorrte of these obstacles Enclude credit andmoney management issues. Program participants are encouraged to become invalved in our financial
coaching program. This program utilizes a ciient centered approach allowing each participant to set theirown goals and establish a mechanism far completion of those goals. The coach simply keeps the client ontcack. During club meetings participants shase their experisnces with avercoming obstacies while groupfacilitators, often a strategic parEner, offer tips, testimonials, and success strategies.
Foreclosure Intervention and Loss Mrtigatron Counselrng services are offered to existing homeowners whoare struggling to make martgage Payments as result of a life changing event or insolvency. Ceo#ifieti
counselors wor}c with ciients#o assess their current situation, develap loss mitigation options, comrnunicatewith loan servicers, and provide regular follow up with all involved par#ies. Our counseiors have access toa multitude of fvreciosure prevention options including the U. S. Treasury's Making Hame Affordable,Florida' s ilardest Hit Fund, and the Florida Specific Foreclosure Counseling Program. Clients are reviewedfor all options at intake and as their circumstances cfiange.
The Aged Out Foster Safe subsidized rental living facility is for youth ages 18 — 23. Participating youtmust be aging out of the foster care system, be enralled in schopl or warking, be single, and must agree tothe ruEes of the program and property to qualify. A background check and drug test will be required prior toapproval to reside on the property. The young adufts wil! attend a financial literacy pragram monthly andset up savings accoun#s to deposit$ 25.00 a month. We will ask the bank that sets the accounts up to helpus match their accounts at the end af the ysar with a deposit of up to $ 300. The acquired property willgenerate a monthly revenue of:

Realty 1' rac data indicates that in Sroward Counry 1 in every 246 homes are in foreclosure. This number isup 4% from this time fast year. The unemployment rate is 6.1Q%. Considering these economic factorshomeowners are need of quality housing counseling services more than ever, Several programs are
available to assist struggling hvmeowners however few low-tamoderate income families have access tothe information or help. Our program conducts outreach #o ak-risk homeawners to increase awareness ofthese programs and to qualify families for the appropriate assistance. This improves the corrtmunity in thearea of homeownership retention.

2012 Broward County HMDA data for conveniional home-purchase loan applications indicates 29% o€ low
income individuals applying for loans were denied on the basis af high debt-to income while 14% were
denied on the basis of credik These numbers tell us that there is work yet to be do e. Our homebuyer
counseling and education programs seek to address khese obstacles ta homeowne ship and others.Program participants become more capable of managing finances and navigating the complex world offinancial services.
Summary:
To address the housing problems of our communities we must talce a two pronged appraach. The
damaging effects of foreclased properties must be mitigated while new hamebuyers are prepared foraffordable and sustai abEe homeownership. This irriproves the overall cammunity dynamic to include,increased property vafues, improved neighborhood conditions, increased resident community involvement,and an mcceased tax base.

Project Details
A. It is the intent of Oasis of Hope CDC to develop three new construction single
famity homes on vacant land that is owned by the City of Pompano Beach CRAwhich can be donated to Dasis of Hope Community Development Corporation.Upon completion of the homes, Oasis would selt these homes to buyers that have
been pre-qualified by our certi ed housing counselar to qualify for a 1' t mortgagefor homeownership. These houses wouid then allow these properties to be addedto the tax roll for Broward County. if the buyer are in need of downpayment
assistance and qualifies, we are in contact with Pompano Beach O ce of Housingand Urban Improvement to secure fun8ing at clasing for these homes. The
targeted construction price is proposed at $ 195,000 — 235, 000, with AMl not
exceeding 120%. The proposed model build is a 3 - bedroom 2-bath model with a 1
car ga age and a+ 1 driveway extension, equipped with hurricane impact windowsand doors, cement block construction, a 2110 homeawners warranty, and muchmore. It is appraximately'f, 650 square feet of Eiving space, which w rks out to beappraximatety $ 95.00Isquare foot cornplete with a turnkey product at $150, 750 to
