    PRE CONSULTATION

    An applicant should request a Pre-Consultation meeting with representatives of the OSC

    (highly recommended before you start your plan, otherwise, you are responsible for any

    changes required after any submission stage ). For this meeting, please bring deed

    plan/geo-referenced coordinates in order to facilitate the identification of the plot. Where

    possible this should be sent in advance by Email to allow preparation for the meeting.

  • The application form and the application letter

    Merged application for services-Construction Permit, EIA and EWSA services. In additional other

    requirements by regulations, laws, institutions-RCAA, RTDA, RHA.

    With the implementation of the CPMIS the Application Letter is no longer needed whilst a

    scanned copy of the signed and stamped certification is required.

  • BUILDING PERMIT PRELIMINARY DESIGN CHECKLIST This checklist will assist you in preparing plans for submittal with a building permit application. By submitting

    complete and legible plans that clearly indicate and describe new work and any existing work, you will help the

    City issue your permit as quickly as possible. All the documentation must be submitted in one digital copy (A3/A4

    format and A0 for the site plan).

    IMPORTANT: For projects discussed during pre-consultation, all additional documentation relevant to the project should be submitted with the requirements specified by OSC, if any.

  • Land ownership documents and all other support documents available on A4 formats

    Deed Plan (Site Plan with geographical coordinates)

    Lease contract or Land title based on cadastral map

    Deed Plan: Is a plan made by a land surveyor showing the exact location (GPS points), shape and

    measurement of a plot or parcel of land

    Lease Contract is a process by which an individual /firm can buy land from the government for

    certain period of time depending on the land use for which he/she must pay a series of contractual,

    periodic, tax deductible payments for a certain period of time (years) stipulated in the land law.

    Land title: is the situation when the land or property owner has full right of ownership in perpetuity

  • Starting from the documentation provided by COK in the website the plot should be analyzed trough:

    Site analysis at the regional and neighborhood scale (approx. scale 1:10.000)

    - Wetland areas;

    - Forest and other natural features;

    - Protected areas;

    - Slope analysis and contours;

    - Existing and proposed road network (main axes);

    - Existing and proposed infrastructure (power, water, sewerage);

    - Key nodes in the area (universities, markets, industrial sites, etc);

    - Opportunities and constraints of the site with respect to the city level;

    - Other specific requests by COK

    Site analysis

    Site analysis at the plot scale (approx. scale 1:5.000 - 1:5.000 or 1:2.000 depending on plot size)

    - Wetland boundary (if relevant);

    - Topographic map and Slope analysis;

    - Existing and proposed infrastructure;

    - Roads Right of way;

    - Existing and proposed infrastructure (water, sanitation, power, etc);

    - Identification of the developable area;

    - Opportunities and constraints of the site with respect to the neighborhood level;

    - Other specific requests by COK

  • The project brief is aimed to provide a clear, comprehensive yet synthetic description of the project

    to the OSC team.

    This will allow a faster verification of the planning criteria adopted in the project, its compliance with

    the master plan principles and regulations, its integration with the overall city strategy.

    Project brief contents will depend on:

    The scale and typology of the project

    Its complexity

    Its specific location in relation to the master plan

  • The brief will have a list of contents, and clear references to the attachments within the text of the

    documents.

    General contents should include:

    Description and justification of the project, added value, if any, to the neighborhood or to the city

    (public open space, services for the community, sustainability, etc);

    Analysis of the existing context (constraints and opportunities);

    Design description;

    Compliance with the master plan (zoning, etc.), standard provision (parking, landscaping, etc);

    Catchment area, depending on project typology;

    Vehicular and pedestrian circulation;

    Accessibility (including for people with disabilities);

    Landscaping, such as green areas, outdoor spaces (e.g. community spaces, public areas, etc.);

    Environmental considerations;

    Phasing, if necessary.
