This is no longer an inner loop issue where the city of Houston parking management division have entered suburban communities outside the central business district and affluent inner loop eg. Montrose, heights, third ward, museum district, midtown where residential parking violations are enforced. The Houston chronicle have covered this in their Saturday advocate ad titled ‘driveway tickets driving them nuts’ dated 11.5.12. Although a sidewalk may traverse private property and/or residential lot, anything from the sidewalk and the curbside is defined as public right-of-way under tx law – this also includes the landscaping planted eg. trees and your curbside mailbox. City of Houston parking management does act on anonymous tips from disgruntled residents and/or third parties where footage from smart phones can be used as evidence to send out the parking management priuses including those with external cameras which will photograph and provide video footage for use in a court of law esp. the parking adjudication office located at 1400 lubbock in the basement of the city of Houston municipal courts.

Concerned residents who call hpd to resolve juvenile curfew violations and illegal yard parking on a grass surface – this does not include calling up parking management to increase the yield of apk-13 parking citations which is deemed a revenue generator for the city of Houston municipal courts. Residential complaints have been received by the office of Houston city councilmember larry green (district K) about this matter as of this writing.
