The Greater Giyani Municipality is moving away from normal way of tarring roads to paving. According to the municipality’s Head of Infrastructure D e v e l o p m e n t , Million Rikhotso, the initiative is part of the municipality’s endeavour to create job opportunities by implementing projects that need manual labour.

Rikhotso said it would also save on implementation cost since paving was cheaper than tarring method.

He said the labour intensive method will require many people to work on the project. "By so doing we would be creating a platform for job opportunities for our people," he said adding that there would be people that would be employed to do the maintenance on the paved roads once the paving was

complete.Rikhotso further

said, the paving method had a slim chance of failure compared to tarring method which had a high failure rate. “With this one, the chances of failure will be very slim, on top of that, the maintenance will be cheap as well,” he continued.

He added that the municipality’s aim was to ensure that all the roads in Giyani townships were paved in a way that would create job opportunities for youth.

“The fi rst location to be paved in the municipality will be Section-F where a 15km road starting from where the last tarring ended, will be paved in the current fi nancial year, followed by Section-E in the next fi nancial year,” he said.

Community recieve title deedThe Deputy Minister of Rural Development

and Land Reform, Pam Tshwete, handed over the title deeds of 7 504 hectares of land to the Ba Phalaborwa Ba Maseke communitylast Tuesday.

The land, which borders the Kruger National Park, was part of a successful land claim settlement by the Department of Rural Development and Land Reform.

The department approved the restoration of 7 504 hectares of land worth R159,3 million to the community as well as approved a fi nancial compensation award of R120 million.

A total of R20 million was paid to 485 households and the remaining R100 million will be used for community development projects within Maseke village, where the claimants are currently residing under Chief Gabriel Malatji.

Speaking during the hand-over ceremony, the Deputy Minister of Rural Development and Land Reform, Pam Tshwete, said the fi nancial compensation was in respect of land that was not feasible to restore due to overcapitalisation and high value development.

‘We are reversing the native land of 1913. The apartheid regime took the productive land and now we restore that land,’ aid Tshwete.

She told the community members that they

still have another fi ve years to claim. ‘The land will be used to alleviate poverty through rural development projects, we cannot give land and not train the people,’ said Tshwete.

The claimants were dispossesed of their land without compensation in the 1920’s when the assistant native commissioner of Leydsdorp visited the Chief and was ordered to remove his people after the discovery of minerals in the area. They went on to live in different villages.

Chief Gabriel Malatji said the land should empower Maseke Communal Property Association. ‘CPA should accelerate development on the claimed land and ensure that all community members were benefi ting. We also need hunting rights at our farms and the land should bring food. I extend my gratitude to all the parties involved in this land claim,’ said Malatji.

The chairperson of Ba Maseke community, Albert Pilusa, said the CPA claimed the land in 1998 and successfully acquired it in 2014.

Since then, they have been working on the land without the necessary title deed. ‘We are glad that our people have fi nally received their ancestral land,’ said Pilusa.

The claimants expressed joy through dancing when the R120 million cheque was handed over.

WELCOME BACK: The ANC Mopani regional leadership with some of the former Cope members who returned to the ruling party.

ANC welcomes backformer members

The African National Congress in Mopani region on Friday welcomed back 80 former members and leaders of Congress of the People to the ruling party.

ANC Regional Secretary, Basikopo Makamu said their welcoming is in line with the impassionate and revolutionary call made by the President of the ANC, Jacob Zuma, that all former members of the ANC who were angry with the movement, one way or another must come back to the ANC in order that their skills and expertise could be properly utilizes to intensify the struggle to better the lives of the people.

Makamu said since the clarion call, scores of former members have been fl ocking back to the ANC including senior leaders of opposition parties across the country.

‘We welcome these comrades as ordinary members who are redirected to their respective branches and integrated with the general membership of the movement without any material expectations,’ said Makamu.

He further added that branches of the ANC will deal with their applications for rejoining and the comrades will serve the six months period of probation before accorded full voting rights as per the Constitution of the ANC amended during the 53rd National Conference in Mangaung 2012.

Those who rejoined the ANC include Alfred Shai who was the Sub-Regional Secretary, member of the REC and PR Councilor for Cope in Maruleng Municipality.

The organization also welcomed Dr Ignitious Hovheni who was a leader of United Democratic Movement in the area.

Some of the comrades are from Metz, Madeira, Mafarana, Lorraine and ward 22. The leader of the group Alfred Shai said Cope has become a one man show. “There are no clear policies in place and the organization has completely lost direction,” he said.

RESTUARANT: The facility at Giyani informati on centre that the municipality wants to use as a top-class restaurant.

Restaurant atInfo centre

For many municipalities, an Information Centre is a place where visitors are welcomedand given information, before directed to the nearby suitable places to lodge in for the night. However, Giyani Information Centre is about to change all that with its new concept aimed at attracting tourists.

According to Giyani municipality’s spokesperson Steve Mavunda, the Giyani Information Centre will in future, not only provide information to the visitors, but will also “serve them with some delicious food before letting them go as African custom demands of visitors.”

Mavunda said the municipality had just advertised a tender looking for anyone who would use the newly completed state of the art facility built inside the premises of the Information Centre for an eatery purposes.

“What we aim to achieve by this initiative is to have an information centre where people would not only come for information, but could also come to enjoy food with their families or loved ones if they so wish,” he explained saying this would boost tourism in Giyani.

Although the expectations on the preferred candidates are high, since the place targets tourists, Mavunda said the municipality would not want to pre-empt as to who was suitable to operate a restaurant or an eatery there, and that, the tender was open for everyone who wished to use the place.

“We cannot say who we want or their status because by saying that we would be pre-empting the whole thing in favour of certain individuals and leaving others out,” he said.

RALLY: Ward 21 Councillor, Stanley Mboweni, Beatrice Tshabalala, the treasurer of the branch, Felicia Masedi, the First Princess for Miss Mopani 2014, and Jabulani Mdumela at the rally on Saturday.

JUMPING CASTLE: Kids having fun at the jumping castle during the siyaqoba rally of the ANC Floyd Mashele Branch on Saturday.

Goverment’seffortsencourage

Communities must defend the gains made by government over the last two decades in implementing education policies to redress past inequalities, says Felicia Masedi, the fi rst princess in Miss Mopani 2014.

“In the past, most black schools lacked basic services, enough classrooms, libraries, laboratories and sports fi elds. Though, a lot still needs to be done, the efforts by government so far gives us hope,” she said.

Speaking to hundreds of community members at the ANC’s Siyaqoba rally at Masungulo Primary School in Nkowankowa on Saturday, Masedi said young people must embrace and appreciate their democratic right to vote.

The rally was organized by Floyd Mashele Branch in an attempt to mobilize support for the party ahead of yesterday’s general elections.

The 16-year-old learner at Hoerskool Ben Vorster said communities should play a role in the education of their children. “Parents can play a big role in addressing the big challenges that remain, especially that of literacy and numeracy levels of learners.”

Jabulani Mdumela, the deputy chairperson of the branch echoed Masedi statement on education, saying “over the past twenty years we continued to steadily improve our matric pass rate and ensure that more learners qualify to enrol for Bachelor degrees.

“The ANC-led government has made inroads into school infrastructure backlogs, but more time is required to rid the country of the legacy of apartheid. Over the past twenty years, 2 761 schools and 84 468 new classrooms have been constructed,” he said.

Mdumela said the “ANC has a good story to tell in building sustainable communities. Since 1994 approximately 3,7 million subsidised housing opportunities delivered for the very poor, giving a home to approximately 12,5 million people.”

He said hundreds of health facilities were built or revitalised over the past 20 years to ensure that everyone could access healthcare within a 5 km radius of their homes.

“The roll-out of the National Health Insurance (NHI) will eradicate barriers limiting access to healthcare, and ensure fi nancial risk protection from catastrophic health-related expenditures for households and individuals through a prepayment system.

The NHI takes us a step closer towards ensuring a universal access to quality primary healthcare for our poor masses,’ said Mdumela.

That seems a surprising answer, but at SANRAL we understand how many things are interrelated. Whiledoing the environmental impact analysis during construction on the R71 near Moria, it became apparent thatthe trout in the local river were finding it difficult to access breeding grounds upstream.

One of our engineers thought we could lend a hand, building a fish ladder to make it easier for the breedingtrout to navigate the weir.

More fish means better tourism. More tourists translate into additional work opportunities, and that meansmore families with housing, food and education.

You see at SANRAL we’re good at connecting things.
