    RHRC RESOLUTION NO.

    RESOLUTION DESIGNATING THE CITIZENS

    CHARTER TEAM (CCT)

    WHEREAS, the Regional Human Rights Commission (RHRC) is a

    statutory agency created under Section 16 of Republic Act 9054 and

    operationalized by the ARMM Human Rights Commission Charter of 2012

    (Muslim Mindanao Autonomy Act No. 288). It is mandated, inter alia, to

    perform within the autonomous region, the functions of the Commission on

    Human Rights of the central government.

    WHEREAS, the Republic Act No. 9485 known as the Anti-Red Tape

    Act requires all government agencies including departments, bureaus,

    offices, instrumentalities, or government-owned or controlled corporations,

    or local government or district units that provide frontline services to set up

    their respective Citizens Charter.

    WHEREAS, based on the foregoing, there is a need to create and

    designate the CCT.

    NOW, THEREFORE, IT IS HEREBY RESOLVED,that the CCT

    shall be composed of the following:

    The CCT will be technically and administratively supported by:

    Commissioner Alikhan O. Abuat, Focal Commissioner for

    Administration

    Atty. Bai Ashrafia Aymee A. Biruar, Executive Director

    The Chairperson shall provide oversight and advisory functions to the

    CCT.

    RESOLVED FURTHER, that to promote transparency,

    accountability and ensure efficient and effective service delivery, the CCT

    shall perform the following powers and functions:

    Formulate work plan for the preparation of Citizens Charter

    Identify and prioritize existing service

    Document and review existing systems and procedures Set service standards

    Translate service standards into performance

    pledges/commitment

    Consult with internal and external stakeholders

    Pilot test new systems and procedures

    Write and package the Citizens Charter

    The Team Leader shall be primarily responsible for directing and

    supervising the implementation of the Citizens Charter.

    The Deputy Team Leader shall assist the Team Leader in the

    performance of his functions and assume responsibility in his/her absence.

    The Team Members shall perform other functions as may be

    required.

    RESOLVED FINALLY, that the monetary requirements for theactivities and outputs of the CCT shall come from the RHRC budget.

    This Resolution shall take effect immediately.
