Department of the Environment for its approval and implementation pursuant to Title 9 of the 15

Environment Article of the Maryland Annotated Code. 16

WHEREAS, the Harford County Code requires that the Water and Sewer Plan be updated 1

every 6 months; and 2

WHEREAS, the Code further provides that the revised Plan be submitted to the County 3

Council for their approval on the first Tuesday of March and September. 4

NOW, THEREFORE, BE IT RESOLVED by the County Council of Harford County, 5

Maryland, that the Master Water and Sewer Plan Fall 2020 update is hereby adopted and shall be 6

submitted to the Maryland Department of the Environment for its approval and implementation 7

pursuant to Title 9 of the Environment Article of the Maryland Annotated Code. 8

AND BE IT FURTHER RESOLVED that the County Council shall take final action on this 9

Resolution within 60 business days of introduction. 10

Below is a summary of the proposed changes for the Fall 2020 revision of the Water and Sewer Master Plan:

Section 3.13 of Chapter Three entitled “Proposed Developments” was comprehensively reviewed. Any projects that have had their utility installation completed are being removed from the section. Any projects with changes in their Preliminary Plan approvals were revised.

Table 3-1 “Planned Developments” was revised to reflect the completion of water and sewer main construction for several projects in the last six months. Unit totals were updated on projects that were revised through Preliminary Plan approvals. The total number of remaining residential, business and industrially zoned units with approved preliminary plans was also updated.

Table 3-3 was updated to indicate the number of connections to the County water system during the 2019-2020 fiscal year. Water consumption associated with those connections was also updated. The data concerning the projected connections to the County water system through the year 2035 was also updated.

Table 3-8 “Planned Capital Water Projects” was adjusted to update water capital projects as shown. Included are also requested changes by the City of Aberdeen. The table in this workbook only includes the projects to which changes are proposed. A comprehensive table showing all capital water projects in the County and the three municipalities can be found in Chapter Three of the overall Water and Sewer Master Plan document.

The Maryland Department of the Environment has requested Harford County to update the description of the sewage treatment facilities that serve the Broad Creek Memorial Scout Reservation so that their permit could be renewed. The description can be found in Section 4.10 of Chapter Four.

Table 4-2 “Planned Capital Sewerage Projects” was adjusted to revise the timing of

projects within the City of Aberdeen. One completed project from the City is being removed from the table. Similar to Table 3-8, this table includes only those projects to which changes are proposed.

The following project descriptions will be revised or removed from

Section 3.13, Proposed Developments as shown:

Abingdon WoodsAbingdon Business Park

This proposed development is located on the west side of Abingdon Road between

Maryland Route 7 and I-95. The property also has on access point near Maryland Route 24 at Van

Bibber. The project will consolidate multiple existing parcels and create a road and nine

commercial/industrial lots. The 294-acre site is shown on Grids B-5 and C-5 and is Zoned CI.

This property is in the 0-5 year priority category. The projected water demand is 352,800 gallons

per day. Wastewater flow is also estimated at 352,800 gallons per day.

Bel Air Heights

This proposed subdivision is located at the corner of U.S. Route 1 and Irwin Road north

of Bel Air. The 2.57 acre site is shown on Grid B-2 and is zoned R-2. The development proposes

7 single family homes creating a water demand of 2100 gallons per day and a projected wastewater

flow of 1890 gallons per day. This subdivision will be served by the Harford County water and

wastewater systems.

Berkshire ManorGrace Hall

This proposed subdivision is located on the north side of MD Route 7, approximately 1

mile west of Stepney Road. The 101 acre property is shown on Grid D-4 and is zoned R-3. There

are 12996 single family homes and 161237 townhomes planned, creating a water demand of

78,95088,050 gallons per day and a projected wastewater flow of 79,245 gallons per day.

Cosentino Property

This proposed subdivision is located on Trimble Road adjacent to the existing Joppa

Woods subdivision. The site is shown on Grid B-6 and is zoned R-2. There are 5 single family

homes planned, creating a water demand of 1,500 gallons per day.

James Run

This proposed development is located at the northwest corner of the I-95, Route 543

interchange near Belcamp. The 111.1 acre tract is shown on Grid C-4 and is zoned MO (mixed

office). The Harford County Code requires all properties that are designated Mixed Office (MO)

to be served by the public water and sewer systems. Nine developable lots are proposed to be

created. The proposed mixed office center will include residential, service and retail uses. Proposed

commercial uses include a convenience store, restaurants and office space. Proposed residential

uses include a 125 room hotel, 300 mid-rise apartments, a 100 room nursing home/assisted living

facility, and 272 townhomes. Planned water demand for these uses is 245,679 gallons per day.

Projected wastewater flow is 201,010 gallons per day. Planned water demand for this use is 133,320

gallons per day.

Miller Property

This proposed subdivision is located on the west side of Stepney Road, North of MD. Route

7. The 3.3 acre site is shown on Grid D-4 and is zoned R-1. There are three single family lots

proposed, creating a water demand of 900 gallons per day.

Oak Grove/Stancil PropertyRidgely’s Reserve

The Oak Grove/StancilRidgely’s Reserve project is located on the west side of Magnolia

Road approximately one mile south of U.S. Route 40. The 188199.85 acre site is shown on Grid

B-6 and is zoned R-1 residential. There are 246200 single family lots and 188 townhouse lots

proposed. The projected water demand for the development of this property is 73,800107,000

gallons per day. The projected wastewater flow is 96,300 gallons per day.

9. Broad Creek Memorial Scout Reservation

The Broad Creek Memorial Scout Reservation is located on several tracts of land

on the east side of Whiteford Road along Broad Creek. The camp has been in existence

since the 1940’s under the multi-use designation and is served by a number of subsurface

disposal systems. The facility includes three sub-camps known as Camp Oest, Camp

Saffran and Camp Spencer. Each camping area has numerous permanent structures

including a dining hall and swimming pool.

The Harford County Health Department has permitted occupancy of 350 campers

in Camp Oest, 350 campers and approximately 60 staff in Camp Saffran, and 345 campers

in Camp Spencer. Based upon Maryland Department of the Environment guidelines and

the permitted occupancy for each sub-camp, the combined maximum calculated daily flow

discharged to the groundwater using an approved land application system is 52,250000

gallons per day during peak periods. The camps operate at full occupancy from mid-June

to mid-August. The average daily flow for each campground is 8,667 gallons per day. The

average daily flow discharged to the groundwater for all three campgrounds is 26,000

gallons per day.

This facility is located outside of the Development Envelope, in the No

Planned Service area of the Water and Sewer Plan and will not be serviced by public

water and sewer. The Broad Creek Memorial Scout Reservation will therefore

privately operate and maintain a Maryland Department of the Environment

approved wastewater treatment system for Camp Saffran. The wastewater

treatment system maximum flow capacity is 10,000 gallons per day.
