RESOLUTION No.: 2013-06-14 SET PUBLIC HEARING DATE AND AUTHORIZE MAYOR TO APPLY FOR TRANSPORTATION ALTERNATIVE PROGRAM “TAP” FUNDS Whereas, the Metropolitan Planning Organization of Birmingham announces the 2013 TRANSPORTATION ALTERNATIVES PROGRAM “TAP” to be administered in Jefferson County, Alabama, by the Regional Planning Commission of Greater Birmingham under the State Transportation Improvement Program of the Alabama Department of Transportation and, Whereas, TAP reimburses the Applicant for Construction of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily activities and, Whereas, TAP reimburses the Applicant for any environmental mitigation activity, including pollution prevention and pollution abatement activities and mitigation to address storm water management, control, and water pollution prevention or abatement related to highway construction or due to highway runoff and, Whereas, the City of Leeds is of the opinion that a water management project is needed at Ashville Road starting at the northeastern corner of Leeds Elementary School (corner of Ashville Road and Parkway Drive) and concluding at the southeastern corner of Leeds Catholic Church (corner of Ashville Court and Third Avenue) to correct storm water runoff created by original highway construction and, Whereas, the City of Leeds, hereinafter referred to as Applicant, is of the opinion that it would be beneficial to make application for such assistance and, Whereas, said applicant agrees to be accountable for providing the cash match of 20% toward the total cost of said project and, Whereas, the City of Leeds City Council schedules a public hearing regarding this project on June 25 th , 2013 at 6:00PM at the Leeds Civic Center. Now, Therefore, Be It Resolved by the Applicant that David Miller, in his capacity as Mayor, make application to “TAP” for said financial assistance. SET PUBLIC HEARING DATE AND AUTHORIZE MAYOR TO APPLY FOR TRANSPORTATION ALTERNATIVE PROGRAM “TAP” FUNDS

Safe Sidewalk at Leeds Elementary School

Project segment title: Safe Sidewalk at Leeds Elementary School

The project is part of a citywide bike/pedestrian plan to connect schools, museums, libraries, parks, and natural assets with safe sidewalks. The citywide plan both builds new sidewalk and repairs existing sidewalk to meet safety standards in construction of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs. The segment proposed for this TAP grant deals with an existing sidewalk at an elementary school where traffic has more than doubled in the last year. A sidewalk segment must be planned to solve two problems; 1) children, older adults and individuals with disabilities use this segment daily; 2) the original street was paved in 1927, and no stormwater drains were installed. The stormwater runoff creates a safety hazard for the individuals using the route as well as for the bioforms in the Little Cahaba River only yards away from the segment.

Looking west towards the stormwater affected crossing at the elementary school, the first building on the left is the historic Presbyterian Church on a corner that also collects runoff that is to be corrected by the project. Weekdays, the church and this neighborhood containing historically marked homes serve as a parking place for parents picking up children at school.

Safe Sidewalk at Leeds Elementary School

Looking southeast from a three way stop at Ashville Road (on the left of the picture) toward the proposed project segment. A drain to gather stormwater is on Ashville Road at the back (far southeast corner) of the church. This location is a segment of a citywide bike/pedestrian plan to connect schools, museums, libraries, parks, and natural assets with safe sidewalks.
