RESOLUTION#RESOLUTIONAUTHORIZINGTHEEXECUTIONOFACERTIFIEDSTATEMENTAND

SUBMISSIONOFANAPPLICATIONFORSTATEGRANTFUNDSUNDERTHEFY2012RURALOPERATINGASSISTANCEPROGRAM(ROAP)

WHEREAS, theNorthCarolinaGeneralAssemblyhasappropriatedfundsthroughtheN.C.Departmentof

TransportationfortransportationservicesunderitsFY2012RuralOperatingAssistanceProgram(ROAP);

and

WHEREAS, theROAPprogramconsolidatestheapplicationprocessforthreestateoperatingassistanceprograms: the

ElderlyandDisabledTransportationAssistanceProgram(EDTAP),theWorkFirstTransitional/Employment

TransportationAssistanceProgram,andtheRuralGeneralPublic(RGP)Program;and

WHEREAS, BuncombeCountyiseligibletoreceiveformulaallocatedandsupplementalfunds,upto$141,483inEDTAP

fundstoprovideadditionaltransportationservicestoeligibleelderlyanddisabledpersons;uptoin

$118,519RGPfundsforruralgeneralpublictransportation,anduptoin$59,417inEmployment

TransportationAssistanceProgramfundstoprovideemploymenttransportationforpeoplewhoare

transitioningoffWorkFirst,WorkforceDevelopmentPrograms,andforotheremploymentrelated

transportationneeds;and

WHEREAS, theBuncombeCountyBoardofCommissionersmustsubmitapplicationmaterialsandacertifiedstatement

regardingtheuseandfiscalmanagementofprogramfundstotheNorthCarolinaDepartmentof

Transportation PublicTransportationDivision;and

WHEREAS, theBoardofCommissionerssupportsthesubmissionofanapplicationforthesefundstobenefiteligible

citizensofBuncombeCountywhoareservedthroughtheseprograms.

NOW,THEREFORE,BEITRESOLVEDbytheBoardofCommissionersfortheCountyofBuncombeasfollows:

(1) ThattheBoarddoesherebyauthorizethesubmissionofanapplicationtotheN.C.Departmentof

Transportation PublicTransportationDivisionforfundingundertheFY2012RuralOperatingAssistance

Program.

(2) ThattheChairman,CountyManager,andFinanceDirectorbeandtheyareherebyauthorizedtoexecute

applicationdocumentsasrequiredfortheapplication,includingtheattachedCertifiedStatement.

(3) ThattheChairman,CountyManager,andFinanceOfficerortheirdesigneesbeandtheyarehereby

authorizedtoexecuteotherdocumentsasmaybenecessarytosupplement,amend,orprovide

documentationrelativetoRuralOperatingAssistanceProgram.

(4) ThatthisResolutionshallbeeffectiveuponitsadoption.

Adoptedthis13thdayofSeptember,2011.
