Project Management Coordinate external reports and manage operational budget expenditure relating to environmental and sustainability planning initiatives.

Identify, investigate and assist in attracting project funding and other opportunities which might arise to advance the objectives and other initiatives of the Shire.

To co-ordinate inter-departmental project teams, consultants, public consultation programs, and other resources required as part of strategic planning projects.

Identify and investigate funding and other opportunities which might arise to advance the objectives of the special projects and other initiatives of the Shire, and assist in attracting project funding.

Prepare project budgets and operate within budgetary constraints using a high level of judgement and autonomy.

Commission and co-ordinate consultancies, projects and studies relevant to strategic planning or projects.

Environmental Planning Assess environment impacts proposed in development applications in accordance with legislation, schemes, strategies, policies and plans, as may be required from time to time.

Develop environmental strategies, frameworks, policies and plans.

Provide support and advice on subdivision, development, structure plan and scheme amendment applications in terms of natural and built environment as required.

Review environmental and sustainability best practice and make recommendations to the organisation for incorporation within the Shire’s operations.

Sustainability Promoting the achievement of social, economic, environmental and strategic sustainability.

Facilitate and promote the implementation of sustainable development through identifying and undertaking new initiatives and opportunities for projects and policies in implementing sustainability, environmental protection and conservation.

Coordination and agenda preparation for the Sustainability Advisory Committee and implementation of projects and initiatives to support the Committee.

Compile and implement sustainability strategies, frameworks, policies and plans.

To identify new initiatives and opportunities for projects and policies to advance the sustainable planning objectives of the Shire.

Strategic Planning Assist in reviewing and amending Council’s Town Planning Scheme and other planning controls in accordance with Council strategic plan objectives.

Provide advice to government agencies, and internal and external stakeholders on a range of planning related matters.

Provide strategic planning comment in the assessment of development applications in accordance with relevant legislation and planning documents.

Apply problem solving through technical policies and procedures.

Review and update existing polices.

Commission /assist or manage the co-ordination of consultancies, projects and studies relevant to strategic planning or projects.

Planning Advice and Information

Provide support to community groups regarding land use planning to ensure appropriate levels of consultation are achieved.

Represent the interests and objectives of Council to Local, State and Federal government authorities and agencies.

Provide an intermediary role between the Shire and the community, taking into account the needs of both parties, for issues involving planning and sustainable development.

Provide complex written and verbal advice to the public, internal departments and government agencies on land use planning matters.

Coordinate meetings with internal and external stakeholders.

Negotiate and resolve operational issues/ problems/conflicts through effective communication.

Compliance and Appeals Participate in the planning appeals process through the provision of expert advice at mediation and hearings.

Prepare statements of evidence to support the appeals process. Represent the Shire as the primary point of contact in mediation. Assist Council solicitors in legal action where relating to planning. Undertake compliance monitoring and participate in compliance action in

accordance with adopted Shire procedures.

Work in accordance with the Shire’s defined Equal Opportunity and Anti-discrimination legislation, procedures & principles;

Adhere to the Shire’s Code of Conduct, policies and management practices as amended from time to time;

Contribute to the attainment and development of strategic plan outcomes, strategies and actions; and

Ensure all duties as directed by the Chief Executive Officer are fully undertaken.

2. Extent of Authority

Under the limited direction of the Chief Executive Officer and as delegated from time-to-time, the incumbent has authority to act within predetermined guidelines, policies, procedures, predetermined budgetary limits and expenditure and in accordance with the statutory provisions of the Local Government Act 1995 and other relevant legislation.

Delegated authority in accordance with the following: sign purchase orders or other documents as per the "Authorisation to Sign Documents Register"

4. Position Selection Criteria

4.1 Position essentials

A degree relevant to urban and regional planning, environmental management or sustainability.

Extensive knowledge and experience of strategic planning process and practices and the relevant statutory framework.

Sound knowledge of sustainable development principles and experience in preparing and implementing sustainable development outcomes.

Demonstrated project management skills with the ability to develop, coordinate and manage projects and resources effectively to achieve quality and timely outcomes.

Highly developed interpersonal, consultation, negotiation and communication skills.

Demonstrated effective analytical, problem solving and investigative skills with the ability to demonstrate a clear understanding of the principles of ecologically sustainable development and their implications for local and regional land use planning

Proven ability to manage the development, implementation and review of strategic planning reports/policies/projects.

4.2 Position desirables

Current Driving Licence.

Demonstrated application of sustainability principles and the triple bottom line within an organisation. Demonstrated experience to provide specialist expertise/advice relevant to local and regional land use planning, and research of land use planning issues, including experience in community consultation and engagement.

Understanding of land transaction and management processes as they relate to Local Government.

Knowledge of Geographic Information Systems.
