I understand and believe my company can support Wichita Area Technical College in the execution of updating the TSC website as well as the ongoing maintenance of the site. It is very clear that you are looking for the site to support the six categories of the talent within the aviation industry, including the acquisition and management of that talent, while also supporting the employers and educators involved.

Section 3: Fee Structure 3A. Services and Recommendations Please reference the below recommendations on how Black Iron Creative would proceed with the below needs of the project:

1. Conduct telephone surveys with TSC members and sponsors to obtain suggestions for site enhancements.

a. Recommendation: Once contact information is received, phone surveys will be scheduled in advance via email based on the availability of both parties. A second recommendation is to send TSC members and sponsors an online survey to provide and document feedback.

2. Execute upgrades to graphics throughout the site, particularly in the member resources section.

a. Recommendation: Black Iron Creative will perform upgrades to graphics throughout the site based on the feedback and direction of the TSC members and sponsors. The site direction shall be clean, functional and easy to use.

3. Execute changes to the “look and feel” of the site to appeal to a broader aviation industry audience.

a. Recommendation: Sitewide changes will be based on TSC direction and needs. Industry research will be performed by Black Iron Creative to help understand and apply modern aviation information technology to enhance the look and feel of the website.

4. Execute additions to the site including new pages to showcase project work with specific employers.

a. Recommendation: Additions of showcase work will be added to the website, and will be populated when the project work is provided. Individual pages can be created to highlight special projects that show the progress of the TSC and their partners.

5. Conduct ongoing support and maintenance of the site to include: a. Conducting bi-weekly “walk-throughs” of the site to ensure all page functions are

operating and text and photo layouts remain stable. i. Recommendation: Bi-weekly walk-throughs will be scheduled in advance, and

consist of a visual inspection of the site and a general function tests where applicable. Black Iron Creative will report any issues or concerns as soon as possible.

b. Providing on-call technical support for members, sponsors and TSC staff as needed. i. Recommendation: On-call technical support will be provided during standard

business hours (8:00am – 5:00pm CT). All issues would be submitted via an online form and will be addressed as soon as possible. Due to the nature of web technical support, time frames for fixes/updates cannot be guaranteed but will be discussed at the time of initial contact after the form submission.

c. Updating all WordPress features and functions i. Recommendation: WordPress plugins, themes and core files will be set to update

automatically and supply emailed reports where possible. At times when this is not possible, these updates will be made manually during the bi-weekly site walk-throughs.

d. Maintaining security software, including reporting of security issues as they arise. i. Recommendation: To maintain proper security of the website a security plugin will

be installed. This plugin automates much of the security process including: malicious attack warnings, site lockout notifications, file change warnings, malware scans. Additional steps can be taken to further secure the website. This includes but is not limited to: individual user security checkups, editing login paths to deter

malicious attackers, strong password checks and expirations. Another very important part of web security is a solid back-up for the website. A website back-up of files will be made once a month, with database files being backed up weekly. Two versions of full site files and up to 4 database versions will be maintained in the back-up.

3B. Pricing Fees The fees are recommended to be broken out in 3 phases, listed below. Billing will be provided directly from Black Iron Creative, and the below pricing is all-inclusive of anything necessary to execute the project.

1. Website Update and Implementationa. Includes the following:

i. Sitewide overhaul of appearance and functionality.ii. Initial setup of all themes and plugins.

iii. Includes pre-launch meetings and survey process as stated above.b. Proposed Price: $7,500

i. 50% deposit requested to begin work.ii. Remainder to be billed once website is live.

2. Ongoing Website Maintenancea. Includes the following:

i. Bi-weekly walk-throughs.ii. Updates to WordPress core files, themes and plugins.iii. Security scans and reporting.iv. Website backups as mentioned above.

b. Proposed Price: $400 per monthi. To be billed at the first of each month for duration of project, August, 2017 – June,

2018.ii. Net 30 terms

3. Post-Website Implementation Changes and Updatesa. Any additional updates not specifically noted in the Ongoing Website Maintenance section

(2a-2b) or changes to the website once completed will be billed separately.i. Hourly billable rate: $40/hourii. Net 30 terms

WATC will pay Contractor upon completion and acceptance of contract services and deliverables. Contractor will submit properly completed invoices not more often than monthly. The invoices will describe and will include a description of the work performed and fees. The invoice will include reference to the specific project.

Payment will be considered timely if made by WATC within thirty (30) calendar days after receipt of properly completed invoices. Payment will be sent to the address designated by the Contractor. A 50% deposit is requested in advance of services for the Phase 1 portion of the project as stated above to be made by WATC.

In addition to the above, Proposer/Contractor agrees to the provided project contract and terms, stated here: “The term of the agreement shall be 8/1/2017 – 6/30/2018. The College may terminate this Agreement, in whole or in part, at any time by written notice to the Contractor. The Contractor shall be paid its reasonable costs, included reasonable profit on work performed up to the time of its termination. The Contractor shall promptly submit its termination claim for payment. If the Contractor has any property in its possession belonging to the College, the Contractor will account for the same and dispose of it in the manner the College directs.”
