Lack of prioritization of energy in macro economic planning in PRSPs (low budgetary allocations)
Policy makers always tend to think large scale (power plant, power pool) to the neglect of small scale (immediate)
Policy makers don’t see the link between the two approaches (small scale energy users provide, in aggregate terms, an important market for large scale power generation)
The lack of clear definition of model to use
Need to make a policy case for small scale energy interventions
Provide evidence of other success stories from other countries and present them to policy makers
Use a country comparison approach
Once you make the case, mobilising local finance is easier.
In addition it makes it easier to argue for subsidies (for capital investment)
Energy Infrastructure = Road infrastructure, then justification for subsidy is easier.
