    On May 23, 1989, former senator Arturo Tolentino and former solicitor general Estelito Mendozasubmitted a petition that prayed for the Supreme Court issue a writ of mandamus to compel theissuance of travel documents to former President Marcos and his family.Aquino Administration refused on the ground that their return would endanger the national security and

    the nation al interest of the country.

    REVIEW OF RP-US MILITARY BASES AGREEMENT (MBA)

    The review of MBA between the US and the Philippines led to an agreement of increasing to $1.2 billionof the total amount of US economic and military aid to the Philippines during the last two years of it.

    On September 16, 1991, the Philippine Senate, by a vote of 12-11, rejected the RP-US Treaty OfFriendship, Cooperation and Security, which will take place at the expiration of RP-US MBA.
