Background

State and federal laws associated with the American Recovery and Reinvestment Act of 2009 (ARRA) and the School Improvement Grant (SIG) program require California to identify the state's low-achieving schools and to require the persistently lowest-achieving 5 percent of those schools to implement one of four school intervention models.

In March, SPI Jack O’Connell released the list of “persistently lowest-achieving”

Schools identified as the state’s persistently lowest-achieving schools are required to implement one of the following four school intervention models in order to be eligible for funding through the School Improvement Grant (SIG) program.

1. Turnaround Model

The district undertakes a series of major school improvement actions, including replacing the principal and rehiring no more than 50 percent of the school's staff; adopting a new governance structure; and implementing an instructional program that is research-based and vertically aligned from one grade to the next, as well as aligned with California's adopted content standards.

2. Restart Model

The district converts a school or closes and reopens a school under a charter school operator, a charter management organization, or an education management organization that has been selected through a rigorous review process.

3. School Closure Model

The district closes a school and enrolls the students who attended that school in other schools in the district that are higher achieving.

4. Transformation Model

The district implements a series of required school improvement strategies, including replacing the principal who led the school prior to implementation of the transformation model, increasing learning time for students and staff, ensuring continuous use of data to inform and differentiate instruction, and providing sufficient operating flexibility to implement reform.

Call to Action by Superintendent

In April, Superintendent Lawrence directed the 6 schools named as “persistently low-achieving” schools as well as 7 other others with API’s below 700 to develop restructuring plans with intervention strategies to “transform” their school.
