Non-Regular (Reserve Component) Retirement
• Retirement eligibility– 20 years of creditable service for a length of service retirement– 15 years of creditable service for a medical retirement– If you completed 20 years:
• Before 5 Oct 94: must serve last 8 years in a Reserve Component (RC)• From 5 Oct 94 to 24 Apr 05: must serve the last 6 years in a RC• On or after 25 Apr 05: No RC service requirement
• Retirement Points = Retired Pay: verify yours are correct now!
• Reduced Age Retirement‒ Eligibility age reduced below age 60, in 90-day increments, for qualifying
periods of service within a fiscal year on or after 29 January 2008. After 1 October 2014, 90-day increments CAN cross fiscal year boundaries.
‒ May not be reduced below age 50.
• When to Apply to HRC: Request retirement application or download from https://www.hrc.army.mil/TAGD/Reserve%20Component%20Retirements, 12 months prior to eligibility date. Submit to HRC NET 9 months and NLT 90 days prior to the date retired pay is to start.

This is to notify you that, having completed the required years of service, you will be eligible for retired pay upon application at age 60 in accordance with provisions of the Title 10, U. S. Code, Chapter 1223. Your eligibility for retired pay may not be denied or revoked on the basis of any error, miscalculation, misinformation, or administrative determination of years of creditable service performed unless it resulted directly from fraud or misrepresentation on your part. However, the number of years of creditable service in which retired pay is computed may be adjusted to correct any error, miscalculation, misinformation, or administrative determination. When such correction is made you will be eligible for retired pay according to the number of years of creditable service, as corrected, from the date retired pay is granted. 2. You will not be entitled to retired pay under Title 10, U.S. Code, Section 12731 if you are now or later become entitled to retired pay from an armed force under any other provision of law or to retainer pay as a member of the Fleet Reserve or Fleet Marine Corps Reserve. 3. Public Law 95-397, 30 September 1978, created the Reserve Components Survivor Benefit Plan (RCSBP), in which you are entitled to participate. RCSBP is your sole means of protecting your retired pay entitlement. NOTE: Public Law 106-398, 30 October 2000, requires that upon receipt of this Letter, a qualified Reserved Component member, who is married, will automatically be enrolled in the RCSBP under option C, Spouse and Child(ren) coverage based on Full Retired Pay, UNLESS different coverage is selected within 90 days of receipt of this letter. Notarized spousal concurrence is required in order to decline full and immediate coverage for annuitants. FAILURE TO MEET THIS REQUIREMENT WILL RESULT IN THE RETENTION OF FULL COVERAGE FOR YOUR SPOUSE AND CHILD(REN). If you elect to remain covered under the automatic provision of the Law you must provide this Command written correspondence (the enclosed DD Form 2656-5 (formally DD Form 1883) is required) stating who you have designated as annuitant(s). 20-YEAR LETTERS
•20-Year letters are issued on once each month. (It is up to each state how often the letters will be issued). Ten
•The original 20-year letter is mailed to the soldiers Home of Record. (The address that is in SIDPERS)
•A copy/packet will also be mailed to the Soldier’s Commander
•A copy scanned and sent to IPERMS.
Soldiers who have received 20 year NOE's have four options
• Remain in the ARNG and continue to perform IDT, AT, and other periods of AD
• Request Discharge to Retired Reserve "Gray area Retirees"
• Request discharge from the ARNG and transfer to the Control Group (Reinf)
• Request discharge from the ARNG "former member"
Reserve Component Survivor Benefit Plan (RSCBP)

RCSBP paperwork has to be filled out (If you fail to do this, you automatically get Option C
Survivor Benefit Plan
• About the Plan
• The Reserve Component-SBP is designed to provide you the opportunity of a guaranteed lifetime annuity for your survivor (s) in the event of your death. The annuity is based upon the retired pay earned to you.
• RC-SBP has three options for enrollment, and you may designate your survivors, to whom you desire the annuity to be paid.
• Payment is 55% of retired pay.
RCSBP Options• OPTION A - Decline to make an election until you reach age 60
• OPTION B – (Deferred Annuity) Elect to provide an annuity beginning on the day you WOULD HAVE turned 60.
• OPTION C – (Immediate Annuity) Elect to provide an immediate annuity on the day after the date of my death BEFORE THE AGE OF 60 (55% of pay 0r 75% for Active Duty Death)
• Once you choose an option, you can only change it due to a “life changing” event or when you turn 60
RCSBP COST
• To calculate your approximate RCSBP costs use the following steps.
• Compute your retired pay using the retired pay formula: 6.5%

• Same privileges as active duty (with some being Space-A)
• Family members need new ID cards to reflect sponsor’s retired status
• Children are eligible up to age 21 or 23 if full-time student; indefinite if incapacitated
• Permanent ID card to Family members at age 75 or who are permanently disabled; under 75 renew every 4 years
• Dependent parents/parents-in-law may qualify

• You have up to one year after a life changing event to notify an RSO, HRC or DFAS if you get married, divorced or have a child to add them to your Survivor Benefits.

Note: A former spouse is not eligible for medical benefits if enrolled in an employer-sponsored health plan. Benefits terminate upon remarriage of the former spouse.

• After 23 December 2016, a service member’s disposable income is limited to the amount of basic pay based on pay grade, years of service, and pay table at the time of the court order with COLA increases.

• DFAS direct payment requirements:– Marriage overlapped 10 years with service– Limited to 50% of “disposable” retired pay**
**In cases where there are payments both under the USFSPA and a garnishment for child support or alimony, the total amount payable cannot exceed 65% for garnishments

• Retired Pay is NOT automatic.
• An application for Retired Pay must be completed and forwarded to Human Resource Command (HRC) one year out, no later than 6 months before retirement….
Retired Pay• Early Retirement Pay before age 60
• The National Defense Authorization Act (NDAA) was signed 28 January 2008 and became effective that date. The big change is that all Soldiers who are on active duty under Title 10 U. S. Code 12301(d) and Title 32 U. S. Code 502 (f) get a 90 drop from their age 60 retirement for every AGGREGATE 90 days on active duty. Calculations are based on FY
• The eligibility age may not be reduced below 50 years of age.
• All mob time prior to 28 Jan 08 WILL NOT be counted toward this drop.
• AGGREGATE means that the time does not have to be continuous.
• Retired pay only and you must submit your mob orders with retirement packet

Early Retirement “90 Day Drop”
• Deployments after 29 Jan 2008• Add all the days deployed and divide the total
by 90 for number of qualifying 90 day periods.• Multiply the 90 day periods by 3, determine
the number of months the soldier’s retirement age will be reduced.
• Subtract the result from the soldiers 60thbirthday and you have new eligibility date.
Retirement Packets
• Should be completed within six months of your 60th Birthday or early retirement.
• If you are working past the age of 60, you need to let me know so I can notify NGB/HRC two months ahead of time
• Packets are started a few months before you are eligible.
• Retirees will only get the MAX of 6 years back pay

• Retired pay -- paid by DFAS-Cleveland • Payable on the 1st of the month (when the 1st falls on a
weekend or holiday, the pay date is moved to the previous business day)
• Use myPay to make online changes to pay, reissue1099Rs, change bank account, change email address, manage allotments, etc.
• Keep correspondence and email address current• Monthly electronic Retiree Account Statements (eRAS) are
available in your myPay account

Blended Retirement System (BRS)
Effective Date of the New System
• Before January 1, 2006, you are grandfathered and remain in the current retirement system.
• After January 1, 2006 – You have the choice to enroll in the new BRS or remain in today’s current retirement system.
• After January 1, 2018 – You will be automatically enrolled in the Blended Retirement System
SGLI & VGLI
•You must apply to convert SGLI to VGLI withinone year and 120 days from discharge.
• If you submit a VGLI application within 240 days after discharge, you can obtain this coverage regardless of health.
• You can retain VGLI for as long as you pay the premiums.
• Premiums may be paid by allotment, check or money order, if paid monthly
• Discounts are offered for the following pay schedules: – quarterly (2.5%)– semi-annually (3.75%)– annually (5%)
• All terminally ill policyholders with less than 9 months to live will be eligible to take up to 50% of their SGLI or VGLI coverage in a lump sum.
• Applying for VGLI is simple using one of the following methods: Apply through eBenefits Download and complete SGLV 8714, Application for Veterans' Group Life

SGLI vs VGLISGLI
SGLI coverage is available in increments of $50,000 to a maximum of $400,000. SGLI premiums are currently $.065 per $1,000 of insurance, regardless of the member's age. Effective July 1, 2014 premiums will increase to $.07 per
$1,000 of insurance. You can plan your coverage by reviewing the SGLI premium rate table.
VGLI
• Eligibility. You are eligible to apply for VGLI, if you had SGLI, and are within 1 year and 120 days of the following events: release from active duty or active duty for training under a call or order to duty that does not specify a period of less than 31 days.
• Separating Service members who have serious illnesses or disabilities would likely have difficulty purchasing insurance on the private market. But, they can get VGLI without answering any health questions if they apply within 240 days after separation.
Retirement Physical
• Army requires a retirement physical
• NET 6 months and NLT 1 month before retirement/start of transition leave*
• Your last record of active duty health
• Assists with claim for VA service-connected disability
• Most sites now provide combined Service and VA retirement physical
Use the results of your retirement physical to apply for VA disability benefits under the:
• Benefits Delivery at Discharge (BDD) Program (90-180 days left)• Fully Developed Claim (1-89 days left)
VA goal is to start disability payments within 60 -120 days of retirement.
