-For AmeriCa~izens and taxpayers who still retain the early-1957 zeal for economy in the fede;al govennment - and I believe the majority still do -the House approval last week of the conference report on the Defense department appropriation bill should be most encouraging.

The conference report as adopted by the HOuse retains $774,379,-000· of the $9-71,504,000 reduction in . the . Defense appropriation earlier voted on the floor of the House. If this 'conference report is approved by the Senate - a question still unresolved as this is written - the net result will ibe a tOtal reduction in new appropriations of $1,7681150,000 be- I~--...:...-~~-'-'----'"-'-~~-~~'-' low the budget :(equest.

One significant cause of the firm stand for economy in the conference committee is the fact that Defense SeCi'etary Wilson ordered some very su.Dstantial Defense department savings ,;._ below the budget request - even before the Senate acted on the Defense appropriation bill. With the appropriation ' cuts, total available funds fat th.e Defense department 1n the fiscal year starting July 1 - including unexpended carry-overs - will be some $67 billion. In this connection Secretary Wilson deserves much credit for sound economies in the Defense department.

germ. That means a milk-ring test with samples taken from the farm or the milk receiving station, which is now in progress in Eaton <:ounty. Because the milkrmg test misses dry cows, heifers and bulls it mus.t be repeated every s1x months. A pos.itive reaction to this test indicates a need for a blood test. All beef breeding herds mqsi; ·be blood tested. When the bood lest reveals infection. the entire herd is quarantined to prevent spread of the disease and infected animals are branded.

Livestock producers can choose between two plans for rehabililating their quarantined herds. Plan A is the quicker of the two and strongly .recommended. It provides a possible indemnity for the owner and free check tests and calihood vaccination until the herd.is clean. The second plan offers a longer period for getting nd of infected cattle but without indemnities or Gther help.
