IntroductionJmes City County is 144-squre mile municiplity locted t the hed of the Virgini

peninsul, between the Jmes nd York Rivers. Jmes City Service authority (JCSa) opertes

the lrgest solely dependent groundwter bsed wter system in the Commonwelth of Virgini.

The mjority of its groundwter supply system is derived from the Potomc nd Chickhominy-

Piney Point aquifers. The JCSas wter system currently opertes Centrl Wter System nd

six independent systems.

One key component of the Centrl Wter System is the Five Forks Wter Tretment Fcilitywhich consists of ve on-site wells drawing brackish groundwater from the Middle and Lower

Potomc aquifers. To mke the wter potble, reverse osmosis tretment process is used

to extrct slts nd other minerls. This extrction, lso known s concentrte, is dischrged

through a pipeline into the James River near the Jamestown Ferry. For every ve million gallons

of potble wter produced, pproximtely one million gllons of concentrte will be dischrged

into the Jmes River.

Site DescriptionThe location was chosen because the well eld could be located on site. The site is also within

close proximity to mjor wter distribution lines, close proximity to concentrte dischrge

loction nd close proximity to demnd centers.

Pre-Cartridge FiltersFour cartridge lters are provided on the raw water line for the Lower Potomac Wells to lter

the raw water prior to the RO treatment system. The four Lower Potomac cartridge lters are

designed to accommodate raw water ow of 3,340 gpm with one cartridge vessel out of service.

The cartridge lters remove particulate down to one micron. When all four skids are on-line, two

Lower Potomc wells re utilized with the third well vilble s bckup.

Two cartridge lters are also provided on the raw water line for the Middle Potomac wells to

lter the raw water prior to blending it with the permeate water from the RO skids. The Middle

Potomac cartridge lters are designed for a ow of 800 gpm with one cartridge vessel outof service. When the skids re on-line, one Middle Potomc well is utilized for blend wter

nd second Middle Potomc well is vilble s bck-up well.

RO Treatment Skids Membrane VesselsFour reverse osmosis (RO) treatment skids are provided in the treatment facility for desalination

of the raw water withdrawn from the Lower Potomac Wells. The RO skids were furnished with a

two-stage membrane system complete with piping and instrumentation. The rst stage consists of

20 vessels. The second stage consists of 10 additional vessels. Both the rst and second stage ves-

sels contain six membranes each.

Raw water discharged from the RO feed pump will be pumped to the rst stage membranes of the

RO skid. The permeate will be discharged to the permeate line. The concentrate from the rst stage

membranes will become the feed water for the second stage membranes. The permeate from thesecond stage will combine with the permeate from the rst stage and is piped to the common

RO skid total permeate line. The concentrate from the second stage is piped to the common

concentrate line which is discharge into the James River.
