Review of the Annual Administrative Report of The Department of Sports and Youth

Affairs Haryana For The Year 2017-18

Sports play an important role in shaping the personality of an individual. It inculcates

the spirit of competition, courage, tolerance, determination and adventure in a person. Sports

is also a great unifying force which binds diverse people together. It fosters peace,

brotherhood and thus contributes in nation building. It instills in people courage to accept

defeat with grace and at the same time educates one to be modest in victory. The

Department of Sports & Youth Affairs runs a number of sports and youth development

programs aimed at sporting excellence and character building. Earnest efforts were made by

the department for the successful implementation of its Plan and Non-Plan schemes during

the year 2017-18. It resulted in more and more people taking to sports. Sportspersons of

Haryana excelled at national and international level.

This is the 52nd Annual Administrative Report of the Department of Sports & Youth

Affairs, Haryana. There were 1 Joint Director Sports (ex-cadre), 6 Deputy Director Sports, 3

Assistant Director, 23 District Sports & Youth Affair Officers, 121 Coaches, 457 Junior

Coaches, 3 Assistant Coaches, 5 Youth & Cultural Organisers, 13 Junior Youth & Cultural

Organisers,1 Establishment Officer and 6 Superintendents in the department to supervise

and organise Sports & Youth activities in the state. Sports competitions were held at district,

state and national level in various Olympic and Non-Olympic games. There is one Sports

Complex each in 21 districts and 2 State Sports Complexes at Faridabad and Rohtak, 13

subdivisional stadiums, 9 Swimming Pools, 1 Sports Hostel, 8 Multipurpose Halls, 8 Synthetic

Athletic Tracks and 10 Hockey Astroturfs in the state. 24 stadiums under SC component are

situated in rural areas. 160 Rajiv Gandhi Sports Complexes have been constructed at block

level and 7 sports hostels are under construction. An amount of Rupees 25800.21 lakhs was

spent on schemes for the development of sports in Haryana during this year.

A sum of Rs. 56.08 crore was disbursed as grant-in-aid to different District Sports

Councils/ Stadium Committees for the construction and maintenance of stadiums, hostels,

hockey astroturfs, synthetic flooring and basketball courts.

To boost the morale and courage of players, increase in cash award for Olympic

medal winners has been introduced in ‘Haryana Sports and Physical Fitness Policy 2015’.

Olympic gold medal winner is awarded with rupees 6 crores. Silver medal winner rupees 4

crores, bronze medal winner rupees 2.5 crores and participants get rupees 15.00 Lakhs.

Similarly, gold medal winners of Asian Games are given rupees 3.00 crores and gold medal

winners of Commonwealth Games are given rupees 1.5 crores.

There are more awards for sportspersons and trainers e.g. ‘Eklavya Award’ for junior

players, ‘Maharana Partap Award’ for life time contribution in sports for men, ‘Rani Laxmi Bai

Award’ for life time contribution in sports for women, ‘Guru Vashist Award’ for trainers.

In order to popularize the sports culture among the children, scientific and intensive

coaching is imparted at the grass root level in Sports Nurseries. During the year 2017-18, 343

‘Swarn Jayanti Nurseries’ were allocated in all districts of the state. 8000 players are being

trained in these sports nurseries.

Various sports activities were organized at Sub Junior, Junior and Senior level. The

following competitions were organized during the year 2017-18:-

‘Khel Mahakumbh’ was inaugurated in Karan Stadium Karnal on 27.09.2017 to

inculcate the spirit of competition amongst the sportspersons of Haryana. District level ‘Khel

Mahakumbh’ was conducted in all districts from 26/09/17 to 03/10/17 in 24 disciplines. The

closing ceremony of ‘Khel Mahakumbh’ took place in Hisar on 31/10/17.

‘Pandit Din Dayal Upadhayay Memorial All India National Style Kabaddi Tournament’

was organized in Eklavya Stadium Jind from 19.02.18 to 21.02.18. 1st, 2nd, 3rd place winners

were awarded with Rs 1.00 crore, 50.00 Lakhs and 25.00 Lakhs. IVth place winner was

awarded with Rs. 11.00 Lakhs. An expenditure of Rupees 4.11 crore was incurred.

To promote wrestling in the State, which is a popular traditional game in Haryana,

‘Bharat Kesri Dangal’ was organized in Bhim Stadium, Bhiwani from 21/03/2018 to

23/03/2018. 80 wrestlers from all over the country participated in this dangal. State level

Akhara/ Kumar Dangal and Haryana Kesari was organized in Jhajjar for boys and in Hisar for

girls from 26.02.18 to 28.02.18. 1144 wrestlers participated in these tournaments. An

expenditure of Rupees 28.85 lakhs was incurred on State level Akhara/Kumar Dangal.

For the development and expansion of yoga in the state, 16 yoga centers and 437

Park-cum-Vayayamshalas were established in the state. 166 ‘Yoga and Physical Fitness

Volunteers’ are deputed in these Vayayamshalas. An amount of Rs.14.77 lakhs was spent on

the organization of state level and district level Yoga Championships. 477 players from the

state participated in ‘State level Inter Centre Yoga Championship', which was organized in

Panchkula from 01/02/18 to 03/2/18. Yoga Seminars and training camps were organized from

04.12.17 to 07.03.18 in all blocks of the state.

All India Civil Services Tournament in table tennis was hosted by Haryana state from

08.03.18 to 12.03.18 in Panchkula. 650 players from all India participated in it. An amount of

Rs. 15000/- was sanctioned for its successful organization.

State level Paralympic Competition was organized in Panchkula from 14-16 March

2018 benefiting 2376 para-athletes. Distt Level Paralympic Competition was organized in all

districts. Expenditure incurred on Paralympic competitions was Rupees 18 lac.

Players from Haryana participated in 12 Sports in ‘Khelo India School Games’.

Haryana players won 72 gold, 61 silver and 36 bronze medals.

23 coaching camps were organized under Coaching Camp Scheme, for the

preparation of state teams to participate in All India Civil Services Tournaments in different

events. Apart from this ‘Off Season Coaching Camps’ were organized in all districts from

05.06.17 to 19.06.17. An amount of Rs. 18.66 lakhs was spent.

To recognize the achievements of sportspersons studying in schools, scholarship @

Rs. 200 and Rs.150 per month to national/state level players and those in colleges Rs. 250

and 200 per month was paid. An amount of Rs. 32.26 lakh was distributed benefiting 1932

players under this scheme. Rupees 13.31 lakhs were distributed as SCSP scholarships to

843 SC players.

Sportspersons of Haryana are awarded with ‘Cash Awards’ for their meritorious

achievements in national and international events.

During the year under the “Old Age Pension Scheme”, an amount of Rs.3600/- was

sanctioned to one sportsperson. It is sanctioned to the players @ Rs. 700/-, 500/- and 300/-

per month to the first, second and third position holders in national/state level championships.

To encourage outstanding sportspersons for getting diploma in coaching at the

National Institute of Sports, Patiala and Banglore, stipends worth Rs. 3000 per trainee is paid

to the NIS trainees under the Stipend Scheme. This year 9 players were given this benefit.

For the overall development of youth of Haryana and to bring them into the national

mainstream, Nehru Yuva Kendra, Chetna Sangh, Grant in aid and Youth Development

schemes were vigorously implemented. To promote skill development and adventure sports,

Haryana Academy of Adventure Sports has been constituted. A sum of Rs. 178 lakhs was

spent on this count and 64202 youths were benefited with these schemes.

Under the Library Scheme, books, magazines and newspapers worth Rupees 4.50 lac

were purchased in order to provide latest sports information to the coaches and players.

Each District Sports & Youth Affairs Office has a library. 350 books on sports sciences,

technical books of sports, rule books and other general books were purchased for the

expansion of libraries at all districts.

Motilal Nehru School of Sports, Rai, District Sonepat (ISO 9001-2008) was established

in 1973 by the Government of Haryana. The prime objective of the school is to provide high

standard of education with special emphasis on sports to inculcate the spirit of co-operation

and sense of responsibility amongst the students. It is affiliated to Central Board of School

Education. It has been awarded the prestigious International School Award (ISA) for the year

2008-11, 2012-15 and 2015-18 by the British Council. The school has been ranked as no. 1

boarding school in the category of “Sports Education” by the “Education World” for seven

times during the years 2011 to 2017. The school campus is spread over 300 acres of verdant

splendour. The magnificient campus has school buildings, academic and administrative

blocks with broadband facility, hostels, residential accommodation for staff, auditoriums and

two libraries. There is 1 Astroturf with viewers’ gallery, 1 athletics stadium, swimming pool,

gymnasium, tennis courts, basketball and volleyball courts, equestrian course with dressage

arena, football and hockey field, cricket field, squash court, school, dispensary and miles of

boulevards skirted by majestic avenues. The school buildings are aesthetically designed and

are architectural marvel. Sports and games infrastructure is most modern and perhaps the

best in the country.

It is organized on the public school pattern and blends with our cultural heritage

providing access to contemporary facilities to students from rural areas. The level of entry to

the school is class IV. The overall control and supervision of this school is vested in the

Special Board under the Chairmanship of H.E. the Governor of Haryana. The expenditure on

academics and sports is heavily subsidized by the State Government. The sanctioned budget

of the Motilal Nehru School of Sports, Rai for the financial year 2017-2018 was Rs. 1851.20

lakhs.

The budget provision of the department was 38536.20 Lakhs during the year 2017-18

and the expenditure incurred was Rupees 25800.21 Lakhs.

CRITIQUE OF THE ANNUAL ADMINISTRATIVE REPORT OF DEPARTMENT OF SPORTS

AND YOUTH AFFAIRS, HARYANA FOR THE YEAR 2017-18

In comparison with the year 2016-2017 the Department of Sports & Youth Affairs

made more concerted efforts to give a fillip to sports in the state during the year 2017-2018.

More incentives were given to popularize sports in the state. Special attention was given by

the Department to implement various schemes for sportspersons effectively and efficiently.

During the period under report, an amount of Rs. 45.58 lac was given to 2775

sportspersons under the “Scholarship Scheme”. 343 Swarn Jayanti Nurseries were allocated

in all districts of the state. For the success of these nurseries regular vigil at the

achievements of the nursery players is required.

There was a marked increase in participation in sports during the year under report as

compared to the last year. A number of sportspersons of Haryana excelled in various sports

meets at the national and international level. Yet much remains to be done as far as

promotion of sports is concerned. Sports infrastructure like stadia, gymnasia, swimming

pools, playfields etc. are needed to be built in large numbers. For the promotion of sports, a

swimming pool, stadium/gymnasium hall and playfields are essential at each district

headquarter. The Department liberally sanctioned grants to the District Sports Councils

during this year for the development of sports infrastructure in the state. An amount of Rs.

56.08 crore was distributed to different District Sports Councils for this purpose. The

Department successfully ran 16 Yoga Centres in different districts of the state. Raising the

standard of sports has always been the endeavour of the department. With this goal in view

Khel Mahakumbh 2017-18 was conducted in the state. The main objective of this was to

inculcate of spirit of competition amongst the players. We hope that sportspersons of

Haryana will bring more laurels to the state and the country in near future.
