Consultants have been appointed to suggest better technology for In-Situ Bioremediation of sewage.

As per the latest status pilot project for In-situ remediation is under implementation at Ankleshwar Municipality. All pre-execution activities like finalization of dozing point, tender documents finalization process is completed and trial run started and once it finalize it will be replicated in other all seven municipalities including Vapi (Damanganga) out of 10 municipalities related to PRS are required to do in-situ bioremediation. Action Plan of River Damanganga Stretch-Kachigaon to Vapi

(Priority-IV) 1. Background:

The River Damanganga originates from Sahyadri hills near Valveri village in Nasik district of Maharashtra state. The catchment area is bounded by Arabian Sea on the West and Sahyadri ranges on the East. The river flows from East to West along with tributaries, passing through hilly areas of Maharashtra, Gujarat and Union Territories (UT) of Dadra & Nagar Haveli (DNH) and Daman & Diu (DD), travelling 131.30 KM before draining into Arabian Sea in Daman. The Major tributaries of Damanganga River are Dawan, Shrimant, Val, Rayate, Lendi, Wagh, Sakartond, Roshni, Dudhni and Piperiya. The river basin is situated in the western Ghat region between 19051’ to 20028’ North Latitude and 70050’ to 73038’ East Longitude. The Total Catchment of the basin is = 2290 Sq. km.

The Madhuban Dam constructed on the upstream of Damanganga River in Gujarat state is the major water resources for drinking and irrigation purpose as well as for industrial uses in DNH, Daman and Vapi (Gujarat). The Stretch of Damanganga River from Madhuban Dam up to its confluence with Arabian Sea is @41.56 KM. Large, Medium and Small scale industries located along the stretch of the river & treated waste water after CETP, discharge into River Damanganga. Apart from the industrial effluent, domestic waste water from the catchment area is also discharge into the river.

The Major source of waste water discharge in to River Damanganga is various Drains include the disposal of treated industrial effluent from the industrial units after treatment into CETP, Vapi as well as Domestic sewage from Vapi towns. The Major treated industrial effluent discharge into Damanganga River and its estuary are from the CETP-Vapi, GHCL-Sarigam. The polluted stretch of the River Damanganga is identified from Vapi to kachigaon i.e. from CETP outfall (Latitude – 20020’33.47” North, Longitude – 72054’19.73” East) to Zari Causeway Kachigam (Latitude – 20022’16.74” North, Longitude – 72052’47.72” East) and its length is 5.5 Km. River Damanganga is non perennial River.

2. Municipal Sewage Generation and Treatment: Total domestic water consumption of Vapi Nagarpalika is 25 MLD & Vapi Notified Area Authority is 0.8 MLD. The water quality of River Damanganga is deterioration due to untreated sewage waste water & treated industrial effluent is discharge into this River Damanganga from (1) Vapi Nagarpalika Western Zone – 20 MLD, (2) Domestic Outfall from Notified Area Vapi (i.e. Chanod Housing areas) – 0.5 MLD.

Generated domestic waste water from above mentioned areas is discharging into River Damanganga without any treatment directly/indirectly. Domestic waste water generated from Vapi Nagarpalika (i.e. 20 MLD) is discharge into River Damanganga through Kalkada Khadi without any treatment at Kachigam, Daman. Generated Domestic outfall from Chanod Housing areas (i.e. 0.5 MLD) is discharging into River Damanganga near GIDC Weir, Vapi through open Natural Nalla. For treatment of above generated domestic waste water from Nagarpalika Vapi & Notified area Vapi has proposed STP, for that work is under progress. The area wise details of waste water generation are prescribed into below Table No. 1.

3. Status of Industrial effluent and treatment facilities: Total Industrial water consumption:- 67 MLD Major industrial estates located with total no. of industries:- GIDC Vapi Estate located at Bank of River Damanganga and GIDC Vapi Estate having 735 Nos. of Small, Medium & Large Scales units. Out of 735 Nos. of units 519 Nos. of units having discharge into CETP Vapi. 519 Nos. of unit have their captive ETP units having capacity as per effluent generation from manufacturing process. The industrial units (519 Nos. - Small, medium & Large Scale) located in GIDC Vapi are discharging their treated effluent into CETP, Vapi (Capacity: 55 MLD) through GIDC u/g drainage system. In GIDC Vapi mainly industrial sectors are Pulp & Paper – 30 units, Chemicals – 30, Pharmaceuticals – 28 units, Pesticides – 9 units, Dyes & Dyes Intermediate – 110 units, Organic Chemical – 250 units, Textiles – 46 units etc. All industrial units have their own ETP units and treated waste water is discharge into CETP, Vapi (Capacity: 55 MLD) & ultimately meets to Tidal Zone of River Damanganga. All industrial units located in GIDC Vapi have obtained consent of the Board. GIDC Vapi industrial area has consumed Fresh Water @67 MLD & waste water generation is @55 MLD. Paper industries maintained zero liquid discharge & provided online monitoring system on treated effluent stream. All industrial units having their treated effluent discharge norms to discharge into CETP Vapi inlet through GIDC underground pipeline. For the non – compliance of the discharge norms, GPCB has issued Notice of Directions 48 Nos., 19 Nos., 52 Nos. & Closure Directions – 41 Nos., 12 Nos., 43 Nos. respectively during the year 2016 to 2018 to the defaulter units. Direction issued to industries under section 33 - A of Water (Prevention and Control of Pollution) Act, 1974 and 31 - A of Air (Prevention and Control of Pollution) act, 1981 to provide Online Monitoring system & 52 Nos. of units are provided online monitoring system. CETP Vapi has provided Primary + Secondary ETP units for treatment of receiving treated effluent from their member industries. CETP has one Common MEE (Capacity: 200 KLPD) for treatment of High COD/TDS effluent and also CETP Vapi has provided Spray Dryer (Capacity: 4000 Kg/Hr). Jointly monitoring & sampling of River Damanganga is carried out regularly with CETP-Vapi, Daman DPPC & GPCB. Analysis result of Final outlet of CETP Vapi is given in Table 2.1 Vapi Green Environ Limited (CETP, Vapi) has existing capacity of 55 MLD, however considering future needs and anticipating industrial expansion, CETP has proposed expansion from 55 MLD to 70 MLD and has applied for obtaining Environment clearance. Only after obtaining EC by CETP, GPCB shall allow further expansion to industries. Vapi Green Environ Limited (CETP, Vapi) has obtained ToR for expansion of Existing Capacity from 55 MLD to 70 MLD and GPCB has granted NOC for the same vide letter No. GPCB/CCA-VSD-23(17)/ID-24764/474485/Dated: 01-11-2018.

M/s. GHCL, Sarigam is also discharging their treated effluent (In Primary + Secondary + Tertiary ETP units) into River Damanganga through u/g pipeline of 8.5 KM length in estuary zone of River Damanganga. Analysis result of Final outlet of M/s. GHCL is given in Table 2.2

4. Drain Outfall into River Damanganga Sewage drains outfall in river Damanganga is basically from (1) Domestic Outfall from Vapi Nagarpalika Area i.e. Kalkada Khadi (2) Domestic outfall from Notified Area Vapi i.e. from Vapi Gunjan area & Chanod Area, which is ultimately leading to River Damanganga before GIDC weir. The name of drain & discharge volume is provided in Table No. 3. The Status of water quality of major drains is provided in Table No. 4.

6. Plan for Restoration of Water Quality Vapi Nagarpalika has proposed STPs i.e. 14 MLD & 29.53 MLD [For both STPs Pipe line and

Pumping Machinery cost is 143 Crore] and Notified Area Authority, Vapi has proposed STPs i.e. 10 MLD (17.00 crore)

State level Task Force meeting conducted and District level task force meeting is being conducted under the chairmanship of District collector on regular basis for Interstate issues and to improve the Water quality in River Damanganga & Kolak.

As per NGT order 109/2014 laying of CETP outlet pipeline upto 4.5 km from CETP outfall as per point suggested by NIO. Major outfall in River Damanganga Stretch is only CETP outlet (i.e. 55 MLD), hence after installation of Pipeline existing river stretch may be eliminated.

Vapi Green Environ Limited has proposed additional Air supply system in Aeration tanks to enhance COD (Chemical Oxygen Demand), BOD (Biological Oxygen Demand) reduction and increase D.O (Dissolved Oxygen) in final treated effluent.

Steps taken As per Hon’ble Supreme Court order 375/2012, Hon’ble Supreme Court ordered to

all municipal authorities to construct Sewage Treatment Plan within three years from the issued SC Order.

11. Biodiversity Park

Details received from Gujarat Biodiversity Board (GBB):- As per the information received from GBB, vide letter dated 24.04.2020, Forest Dept. has established a very rich Botanical Garden at Waghai, Dangs. It also has a chain of Research Stations, Germ Plasms Banks, Provenance Banks, Sample Plots, Preservation Plots spread all over the State. Many working plans have Conservation or Preservation Working Circles for the express purpose of Biodiversity Conservation. The National Working Pan Code 2014 also mandates a Biodiversity Conservation Working Circle. All plans coming up for revision now shall have a Biodiversity Conservation Working Circle. Besides a host of Biodiversity based activities like Cactus Park, Ekta Van, Ekta Nursery, and Nutritional Park etc., have come up at Statue of Unity. Moreover, Shakkarbaug Zoo is an "A" Category zoological park along with many other zoological parks at Rajkot, Ahmedabad, Gandhinagar, Vadodara, Surat, Kevadiya etc. All these are repositories of biodiversity. Therefore, these may be treated as a Biodiversity park is totality.

12. Details of good Irrigation Practices: Source:- Water Resource Dept. (Irrigation dept.). General Government Practice of irrigation is maintained in command area of Damanganga reservoir project. Farmers are made aware to use water optimally. Canal System of Damanganga project is fully lined so as to minimize seepage losses. As such no water logging issue noticed so far in the command area of Damanganga reservoir project.

13. Details on Flood plain management Zone :- Source:- Water Resource Dept. (Irrigation dept.).

As far as Damanganga reservoir project is concerned 13 villages of Valsad District, 14 villages of UT of Dadra & Nagarhaveli and 10 Village of UT of Daman are identified which and may be affected due to floods in D/s of Damanganga Dam, for more than 2,50,000 lakh cusecs discharge from dam. ln such condition people of these villages are warned through early warning arrangement in consultation with revenue department.

14. Public Health Study in the vicinity of polluted river stretch:- As details on Health Aspects are not available with the Board, it was decided to give the work to carry out Health impact study to NIOH, Ahmedabad. However as per the letter received from NIOH (letter No.:- DIR/108/GPCB-Proj/2019/9752 dated 07/02/2019) they are not able to carried out the study as per requirement, So letter has been issued to Health & Family welfare dept. to submit the action plan of Health Aspects includes Health impact study and mitigation measures to improve the health in the catchment of polluted river stretch.
