INTRODUCTIONThe New York City Department of Education (DOE) is pleased to present the New District School Application for
schools slated to open in September 2012. The Division of Portfolio Planning (Portfolio) strives to ensure that all
students in New York City have access to quality schools that meet their individual needs. The creation of new
schools is a critical Portfolio strategy employed to meet this goal. Portfolio aspires to work collaboratively withpotential leaders and school planning teams, local communities and external partners interested in the creation of
these new schools.
Starting a new school is a significant opportunity to influence lives and serve New York City families and students.
It is also intense and demanding; the application process is designed to gauge a teams readiness to weather and
master these challenges. Completing the New District High School Application is intended to be a challenging
multi-step process. It requires applicants to form planning teams and work together closely over time to develop
and revise documents that will be used in their new schools and should reflect the teams fundamental beliefs
about education. The proposal should reflect expertise and careful thought in the requisite areas and, taken as a
whole, should represent a coherent plan with strong alignment between the philosophy, structure and
instructional plan.
The Office of New Schools (ONS) conducts Design and Development (D&D), a rigorous, four-phase selection
process, to evaluate aspiring new school leaders. The program consists of a series of evening workshops,
Individualized Assessment (IA) sessions with coaches, school visits and a written application. This allows for
thorough vetting of aspiring principals leadership capacity as they work with their teams to develop new school
proposals.
Design and Development is offered twice a year. The spring round is conducted from March-June, and the fall
round runs from September-December. Applicants interested in opening schools in September 2012 must
submit a letter of intent (LOI) by 5pm on Tuesday, September 20, 2011 in order to be considered for the
fall 2011 round. Aspiring leaders interested in 2013 opening should apply in spring or fall 2012.

Design & Development (D&D): Attendance at D&D sessions 1 & 2 ismandatory, as critical elements of the assessment process take place during these2-hour sessions. If you are unable to attend either session, please contact ONSimmediately.
What you need to prepare: For the Elevator Pitch (D&D2), applicants will berequired to deliver a 2-minute overview of their school model, with the goal of
recruiting potential students & families, then answer questions about theirproposed schools in a 3 minute Q&A
Submission Info: Letter of Intent (LOI). The LOI format is explained on Page 6of this application
Design & Development (D&D):Attendance is by invitation only.
What you need to prepare: Individual IA#1 appointments will take placebetween October 4th & Oct 13. In preparation for this session, you should prepare
an overview of the Mission & Vision, Instructional Model and Professional
Development Plan (Section 1 of the Application) for presentation to two ONS
coaches. Coaches will ask targeted questions regarding the submittedmaterials and the presentation.
Submission Info: Application Section 1 is due before D&D 3 applicantswill be notified of their status on Friday September 30, and Section 1 Drafts aredue Sunday, October 2nd.
Design & Development (D&D):Attendance is by invitation only.
What you need to prepare: IA2 is a school visit. During the school visit, 2 ONScoaches will observe classes with the proposed school leader, discuss instruction,and take time to speak with the applicants colleagues, students & principal. If you
are not currently working in a school, we will work with you to set up anappropriate opportunity in a school setting. ONS staff will coordinate scheduling
with individual applicants.
Submission Info: Application Section 2 submission date will be announced.
Design & Development (D&D):Attendance is by invitation only.What you need to prepare: If you are invited to Panel Interviews, you will have
ten minutes to present an overview of your proposed school, followed by a 40-minute Q&A. Please only bring team members who are highly likely to join the
new school should your proposal be approved. Submission Info: The completed final draft of your proposal is due by midnight
on Wednesday, November 16th

ELIGIBILITYThe proposed school leader must possess SAS/SBL or SDA/SDL certification, or be enrolled in a license-granting
program in order to meet all license requirements and be accepted into the Principal Pool by July 1, 2012.

1. All documents should be single spaced, 12 point Times New Roman font with a 1 inch margin on all sides.
2. Please adhere to the page limits as listed for each section of the Letter of Intent and of Application. Pages inexcess of page limits WILL NOT be read.
3. Collate all required components of the Application and create a single Microsoft Word document or Adobe PDF
file sent by the close of business on the due date. Title the single document or file with the name of the schoolleader (last name, then first name), example: Duncan, Arne.doc
4. The complete Application should not exceed 4 MB in size

Section 1: School Mission, Curriculum & Instructional Model and Professional
Development PlanPage limit: 8 pages
A. Mission Statement:This section should describe the overall philosophy and purpose of the school. This statement should inspire
people to believe in the school model you plan to implement and should be easy to grasp. In general terms, please
describe the principles and the instructional methods that define your approach. Be sure to establish direct
connections between beliefs, methods and desired outcomes, whenever possible.B. School Curriculum and Instructional ModelThis section focuses on your beliefs about teaching and learning and how those beliefs translate into a successful
academic experience for all students. Outline the instructional model you plan to implement and explain how it is
connected to the overall school mission, how it aligns with the Common Core and how you will provide rigorous
instruction for all students.
Please note: Your proposed new school will attract and serve a diversity of students including all levels of
English Language Learners, students with disabilities and students who are under-performing. Therefore this
section should clearly indicate how your school proposes to ensure that all students achieve. Please be
specific in your responses to each of the following questions:
B1.Describe your instructional philosophy and why you believe this approach is best for your proposed
school.
B2.What does effective implementation of your instructional philosophy look like at the classroom level?What specific instructional elements must be present in every classroom to realize your instructional
vision? (Specifically describe what teaching and learning will look like, including instructional
techniques, student activities and aspects of the physical environment that will be consistent across all
classrooms.)
B3.Present a sample unit and lesson plan with relevant assessments from a core subject area with adetailed explanation of how those documents exemplify your instructional approach. Please be explicit
as to how the unit and lesson plan will be differentiated and how the assessments will measure student
progress. Be sure to explain your plan for making the content accessible to English Language Learners
and students entitled to special education services.
B4.Within the unit and lesson plan you chose for B3, outline the skills, knowledge and competencies youwill require students to master in order to successfully complete the unit and explain how thoserequirements align with your overall instructional goals in that particular discipline.
C. Preparing Teachers to Implement Your Instructional ModelThis section highlights the ways in which you will prepare teachers to create effective classrooms and a school
culture that reflects your mission and instructional philosophy. Explain how you will ensure that there is
alignment between PD, curriculum development, instruction and assessment.

This section should provide insight into the applicants thinking about connecting student assessment to student
achievement. This section should align with the schools mission, but also with the schools instructional model,
staffing and design.

Please describe your plan for monitoring and assessing students progress with the goal of adjustinginstruction and other school systems as needed to ensure overall student achievement. In your response,
please be sure to discuss each of the following points:

academic experience for students and for teachers described in Section 1. This section should specifically
describe how the proposed school will employ structures such as scheduling and staffing to actualize the
schools mission and vision and to create a supportive and inclusive school community and culture.
