Servicing Brief – Revised Draft Plan of Subdivision

1.0 INTRODUCTION MTE Consultants Inc. is pleased to provide this Technical Memorandum as an overview of the servicing impacts for the revised draft plan of subdivision prepared by the GSP Group dated September 18, 2017 (the “2017 Draft Plan”, Attached). The revised draft plan replaces the previous draft plan completed in 2016 (the “2016 Draft Plan” Attached). Numerous reports and studies on the servicing and stormwater management strategy were prepared in support of the 2016 Draft Plan. These include, but are not limited to the following:

- Functional Servicing and Preliminary Stormwater Management Report Paris Grand Subdivision prepared by R.J. Burnside dated May 2016 (the Burnside FSR).

- Water Balance and Hydrogeological Impact Assessment Study prepared by Stantec Consulting Ltd. Dated February 23, 2015

- Hydrogeological Study Report prepared by LVM dated March 13, 2015

- Paris Grand Water Supply Study – Aquifer and Well Assessment prepared by R.J. Burnside dated December 12, 2016.

The significant changes to the plan include:

1. Increase in the total number of units from 400 to 800.

2. Consolidation of the stormwater management (“SWM”) facilities from three to two.

3. The addition of 149 Paris Links Road (the “Locke Property”) to the Draft Plan.

4. Adjustment of Paris Links Road to match the existing road at the western site boundary;

the 2016 Draft Plan realigned Paris Links Road to the abandoned rail corridor. MTE Consultants Inc. will prepare the following reports in support of the 2017 Draft Plan:

1. Functional Servicing Report (the “MTE FSR”) (including a Water Distribution Analysis).

2. Preliminary Stormwater Management Report including:

a. Floodplain Analysis & Paris Links Road Culvert Preliminary Design;

b. Update to the Continuous Model; and

c. Update to Water Balance Analysis.

2.0 SERVICING OVERVIEW

This Technical Memorandum will review the municipal servicing strategies presented in the Burnside FSR for the 2016 Draft Plan, focus on additional issues that arise with regard to the 2017 Draft Plan, and discuss how they will be addressed.

2.1 Sanitary Servicing

Sanitary servicing will be generally consistent with the strategy presented in the Burnside FSR. A preliminary layout of the sanitary sewer collection system is shown on Figure 1. The MTE FSR will determine peak flows and pipe sizes based on the proposed land uses in the 2017 Draft Plan. The existing Paris Links Road Sanitary Pump Station (“SPS”) will be decommissioned and replaced with a new SPS that will be sized to accommodate both the existing and proposed flows. It is anticipated that the forcemain from the new pumping station will connect to the existing forcemain on Paris Links Road, which discharges to the existing trunk sanitary sewer on Grand River Street North. The County recently completed the Paris Master Servicing Plan (“PSMP”). Based on a sewer design spreadsheet model, the PSMP identified sanitary sewer system deficiencies, and recommended sewer upgrades on Creeden Street, Race Street, William Street and Willow Street, and possible upgrade of the Willow Street Pumping Station, to accommodate new development including Paris Grand Estates.

The Burnside FSR completed an analysis of the downstream trunk sanitary system and concluded that the upgrades currently identified and planned within the current County Development Charges By-law to 2021 should accommodate the 400 units contemplated in the 2016 Draft Plan. The Burnside FSR also examined options for providing equalization storage at the new SPS to maintain peak flows at current conditions so that some or all of the Paris Grand Subdivision could be developed in advance of the downstream improvements planned in 2021. The estimated peak flow generated by the 2017 Draft Plan is approximately 37 L/s. When combined with the flow from existing development that goes to the existing pumping station, the estimated peak flow to the new pumping station will be approximately 60 L/s. For this peak flow rate, the velocity in the existing 200mm forcemain will be 1.9 m/s. This is within the range of 0.6 to 3.0 m/s recommended in Ministry of the Environment and Climate Change (“MOECC”) design guidelines. Therefore, the existing forcemain will have sufficient capacity for the new pumping station. See the Preliminary Sanitary Sewer Design Sheet and calculations included in Appendix A. To assess the capacity of downstream sanitary sewers, MTE obtained a copy of the Paris sewer design spreadsheet model from the County. The spreadsheet was updated to include the flows generated by the 2017 Draft Plan, and the impact on downstream sewers was reviewed. Copies of the relevant portions of the spreadsheet are included in Appendix A. Table 1-1 excerpted from the PSMP is also included in Appendix A, which lists the sewer deficiencies identified in the PSMP. The locations of these deficiencies are shown of Figure 6-9 from the PMSP, also included in Appendix A. Our review identified the same sewer deficiencies, with one additional section of sewer showing as deficient. Pipe Section PRS0272 on William Street is also over-capacity with the 2017 Draft Plan. However, this section of sewer is between two other sections planned to be upgraded (PRS0265 and PRS0273). In practice, this section of pipe would normally be upgraded to the same size as the adjoining pipes even if it wasn’t over-capacity. Therefore, it is concluded that the planned upgrades recommended in the PSMP will accommodate the peak sanitary flows from the 2017 Draft Plan. It should be noted that the PSMP recommended further evaluation of the Willow Street Pumping Station, using flow data from the County’s SCADA system to confirm if pumping station upgrades are required. However, an allowance was made in the cost estimates for planned system upgrades if required. The MTE FSR for the 2017 Draft Plan will further update analyses of both the downstream trunk sanitary system and potential equalization storage at the SPS to confirm that:

the upgrades currently identified and planned in 2021 can accommodate the 800 units contemplated in the 2017 Draft Plan; and

it is feasible to use equalization storage at the new SPS to allow development to proceed within the Paris Grand Subdivision in advance of downstream sanitary trunk sewer upgrades

These analyses will take flow monitoring results at the existing SPS into account to confirm the flows from existing development that will be tributary to the new SPS. Staging of the development to accommodate future downstream upgrades will also be examined in detail.

2.2 Paris Wastewater Treatment Plant (“WWTP”)

The WWTP has a rated design capacity of 7,056 m3/day per the current MOECC Certificate of Approval. Based on an actual per capita flow average of 400 L/cap/day, the WWPT has capacity for an equivalent design population of 17,640. It was confirmed through the PSMP that the WWTP is anticipated to have sufficient capacity to accommodate development to 2031, although it was recommended that the process of upgrading the plant begin as early as 2021 to ensure uninterrupted growth beyond 2031. Consistent with this recommendation, the County’s 2015 Development Charges Background Study identifies upgrades to the existing WWTP with an approximate timing of 2021, within the planning period of the current Development Charges By-law. Based on the above, it is concluded that there is capacity to accommodate the proposed 2017 Draft Plan. However, MTE will review the population projections included in the PSMP with the County to determine if the proposed intensification of the Paris Grand Subdivision will have any impact on the population projections to 2031, and the consequently required capacity of the WWTP.

2.3 Water Distribution

Water servicing will be generally consistent with the previous strategy in the Burnside FSR. The proposed development is located within Pressure Zone 1 of the municipal supply system. The development will be serviced by the existing 350mm waterman on Paris Links Road.

Further to the Burnside FSR, the County’s water modelling consultant updated the Paris Water System Hydraulic Model based on the estimated water demands for the 2016 Draft Plan. This analysis indicated that there would be ample supply and pressure to accommodate that plan. A preliminary layout of the water distribution system for the 2017 Draft Plan is shown on Figure 2. The estimated water demands are shown in Table 1. These are approximately double the estimated demands for the 2016 Draft Plan. A further update to the Paris Water System Hydraulic Model will be required to evaluate the impact of the new demands, and confirm main sizing for the distribution system within the 2017 Draft Plan. 2.4 Water Supply The Paris Grand Water Supply Study – Aquifer and Well Assessment (R.J. Burnside, December 12, 2016), prepared for the 2016 Draft Plan, addressed the County’s policy to require major new development within the Paris urban area to provide for its own water supply (i.e., new source wells). This report will be updated by Burnside to accommodate the increased water demand required for the 2017 Draft Plan.

2.5 Site Grading & Storm Drainage

Site grading will be generally consistent with the previous strategy in the Burnside FSR. Road grades will be within the County standards of 0.5% to 8%, with overland flow being conveyed within the rights-of-way to the SWM facilities. Proposed grading will generally follow pre-development drainage patterns. Gilbert Creek traverses the site in a southwest direction, outletting to the Grand River. The area west of Gilbert Creek and north of Paris Links Road will drain to a small SWM facility at the northeast corner of Stage 1. The area west of Gilbert Creek and south of Paris Links Road will drain to a SWM facility at the south end of the site adjacent the Grand River. The area east of Gilbert Creek and north of Paris Links Road will also drain to the SWM facility at the south end of the site. This is the most significant change on the post development drainage for the site. The SWM facility east of Gilbert Creek on the north side of Paris Links Road has been eliminated, and the storm flows combined into the SWM facility adjacent the Grand River. A preliminary layout for storm drainage and SWM facilities is shown on Figure FD3.1. With the inclusion of the Locke property in the 2017 Draft Plan, replacement of the existing culvert on Gilbert Creek, under Paris Links Road, will be investigated to prevent overtopping of the road during major storm events, without increasing the flood elevations in the Creek. In addition, removal of the existing weir on Gilbert Creek will be investigated in consultation with Natural Resource Solutions Inc.

2.6 Stormwater Management

Storm drainage, stormwater management, and water balance are addressed in a separate report prepared by MTE entitled Paris Grand Estates Preliminary Stormwater Management Report.

2.7 Roadworks

Road right-of-way widths remain consistent with the 2016 Draft Plan. Paris Links Road has been revised to tie into the existing road at the western site boundary. Paris Links Road across the entire property frontage will be upgraded to a full urban cross-section. The vertical profile will be adjusted to meet sightline requirements. The culvert crossing at Gilbert Creek will be assessed and adjusted to accommodate the road widening and proposed vertical profile.
