WHMIS (Workplace Hazardous Materials Information System)
Annual Update Requirements
In Ontario, the WHMIS legislation that came into effect in 1988 provides not only for initial training, but also for annual updates. These updates should ensure that employees remain familiar with the basic concepts and requirements of WHMIS in general and with the material safety data sheets (MSDSs) of specifi c products they have been using on site to perform their individual jobs.
The update should also provide MSDS-based instruction in the safe handling, storage, and use of new hazardous products that workers will be using in the workplace.
Ministry of Labour inspectors may ask workers whether they have been updated in WHMIS. This requirement for an update does not necessarily demand special, formal training, as long as steps are taken to ensure that workers have remained familiar with basic WHMIS concepts and have been informed of any new hazardous products or materials on the job.
Annual reviews address the worker's "right to know" as mandated by WHMIS. WHMIS relies on three key components to help workers protect themselves from illness and injury: supplier and workplace labels, MSDSs, and worker training. Annual updates are an important part of that training.
As with WHMIS in general, the annual review must be conducted in consultation with the joint health and safety committee or health and safety representative.
The annual review is a minimum requirement. More frequent reviews are required if work conditions change or new information becomes available.
In reviewing WHMIS training and procedures, remember also to check all MSDSs. They must be current and updated by the supplier at least every three years.
In summary, the WHMIS annual review should consist of at least the following.
• Ensure that each employee has retained an understanding of the basic requirements of WHMIS.
• Review MSDSs to ensure they are up to date (updated by supplier within the past three years).
• Conduct a review of MSDSs to ensure that employees have retained information on the MSDS requirements for the specifi c products they use to perform their individual jobs.
• Instruct employees in MSDS information for any new products they have not used before. Then follow up later with regular review of new product information through toolbox talks.
• The Occupational Health and Safety Act requires employers to have a health and safety policy and program. This program should include annual WHMIS updates.

Welcome to the Workplace Hazardous Materials Information System (WHMIS) overview seminar. The objective of this session is to aid you in indentifying the key elements of WHMIS and meet the generic requirements of the legislation.
By the end of this seminar, you will be able to

The Workplace Hazardous Materials Information System
The Workplace Hazardous Materials Information System (WHMIS) is a Canada-wide legislated system of providing information on workplace hazardous materials and how to safely use, store and handle them.
Many of the materials in today's workplaces can cause injury, illness or death due to fi re, explosion or other serious accidents if they are not handled properly. WHMIS describes the dangers of these workplace materials and how workers can protect themselves from the hazards associated with them. WHMIS legislation also makes employers responsible for providing their workers with workplace-specifi c training and education.
Each workplace must have a system in place that tells workers what they need to know about the products they work with. This information is found in three ways.
1. Container labels
WHMIS labels act as a warning to alert workers to the hazards involved in using any given hazardous material. These bilingual labels have a distinctive WHMIS slashed border and depict applicable hazard symbols, each appearing within a circle, to help you identify dangers.
Employers must ensure that all hazardous products contain a supplier label before they enter the workplace. If for any reason a product arrives without a label, or is decanted from its original container, employers are responsible for ensuring that a workplace label is attached. Workplace labels may vary considerably in wording and appearance but must all contain information on the product's identity and how to safely handle the material. As well, they must all indicate the availability of an MSDS.
2. Material Safety Data Sheets (MSDSs)
MSDSs describe the hazards of the materials you use on the job. They're developed for each product by its manufacturer or supplier and must be updated every 3 years, or as required by change. Employers must ensure that MSDSs are available to all staff at all times.
3. Employee training
Every employer must explain the Workplace Hazardous Materials Information System to its workers and train those who are exposed, or are likely to be exposed to hazardous materials. Training must be workplace specifi c, and must include information on understanding labels, instruction for safe use, storage, handling, and disposal of chemicals, and what emergency procedures are involved with each product.
The three main elements of WHMIS—labels, MSDSs, and training—are provided for everyone's benefi t. Read the WHMIS label each time you use any controlled product. Tell your supervisor if a label is damaged or missing. Refer to the MSDS for details about any hazardous product before you use it. And, if you have any questions, ask your supervisor.

Supplier Label
HAZARD SYMBOL or SYMBOLS: Symbols that correspond to the classes, and where applicable, divisions under which the controlled product falls. The symbols immediately alert label readers to the product hazards.
PRODUCT IDENTIFIER: Identifi cation of the material by chemical name, common name, generic name, trade name, brand name, code name or code number.
PRECAUTIONARY MEASURES: The essential measures to be taken when using, handling or working in the presence of a controlled product.
REFERENCE TO THE MSDS:A statement to the effect that an MSDS is available, reminding label readers of the more comprehensive source of information.
RISK PHRASES: Phrases that explain the nature of the hazard and the risks involved in misusing the product beyond the risks conveyed by the symbols.
