PURPOSE The City of Denton is providing information that will allow prospective suppliers to prepare submissions to supply Electric Utility Transformer Pads. The products will be received and distributed through a centralized distribution center located at 901B Texas Street, Denton, TX 76209. Orders will be placed as needed over the contract term. B. SUBMISSIONS Submissions shall be provided using the Exhibit 1, with supporting documentation as required. Additional information clarifying the supplier’s product may be attached to their submission. Pricing shall include all costs to deliver goods as specified in this specification. Any special fees or commissions, and all freight for delivery to the City of Denton Warehouse and unloading costs must be included in the quoted price. Item pricing shall be mutually exclusive, thus the City of Denton reserves the right to choose the best valued item from different vendors. C. QUALITY CONTROL The manufacturer shall be responsible for the quality control of the manufacturing processes to assure that all requirements of these specifications are met. However, the City reserves the right to observe, to inspect and to require additional quality control investigations, either by its personnel or an independently employed quality control investigator, at any or all stages of fabrication at the manufacturer’s facilities. Technical Specifications Supply of Electric Utility Transformer Pads

A. PURPOSE The City of Denton is providing information that will allow prospective suppliers to prepare submissions to supply Electric Utility Transformer Pads. The products will be received and distributed through a centralized distribution center located at 901B Texas Street, Denton, TX 76209. Orders will be placed as needed over the contract term.

Field failure or field repairs required due to quality control failures or manufacturing procedures shall be the responsibility of the manufacturer.

D. WRITTEN WARRANTY and GUARANTEESWritten guarantees shall include any limitations as to the nature of failure or time limitations. The guarantee shall begin upon receipt of the accepted units, not on the date of manufacture. Guarantees shall indicate whether or not it is made on a full replacement basis or a prorated basis and if prorated then what are the terms. Manufacturer/supplier guarantees that the goods furnished under this specification are of high quality and agrees to replace any goods found to be defective during inspection, installation, or service for a minimum period of 12 months after unit is delivered to Denton. All replacements by the manufacturer/supplier shall be free of charge F.O.B. at the same delivery point called for in the original order. Replacements must be handled in a professional and timely manner and in no case shall a replacement unit take longer than 60 days to arrive in Denton after first being submitted for replacement.

Respondent guarantees that all products quoted and furnished under this agreement will be accepted at any normally used United States approved repair and warranty shop should one be

available for the manufacturer’s product quoted. The City of Denton will not accept a manufacturer’s product that was rejected or substandard and then sold to a broker for either resale or scrap that would not be fully warranted by the original manufacturer.

The respondent must be an approved distributor by the manufacturer of these products, and is authorized to sell the products to the City of Denton. The respondent also guarantees that the City will be represented by the Manufacturer, should an issue arise, and that all manufacturer’s warranties will be in effect for the life of the contract.

E. SPECIAL DELIVERY REQUIREMENTS

Deliveries shall be made between 8:00 AM -3:00 PM Monday through Friday, excluding holidays. This location does have a forklift and dock available for offloading.

F. ACCEPTABLE MANUFACTURERS

DME will only accept submissions from specific manufacturers listed in the approved manufacturers list below.

1. Armorcast (285-84-100 only) polymer2. Oldcastle Precast (285-84-255 only) concrete

The City has implemented a pre-approval process for substitution commodities and services. The commodity approval form can be obtained via email ([email protected]). Supporting documentation or samples must be submitted for review by Purchasing, Engineering, field crews, QAG (Quality Assurance Group), and the manager of DME. Testing may be required and may take substantial time to review. Vendors are encouraged to submit forms and samples for consideration on the next solicitation for similar items.

G. TECHNICAL SPECIFICATIONS

Item 1: Polymer Concrete Transformer Pad 48”x48” (COD # 28584100)

The polymer concrete transformer pads shall meet or exceed the latest applicable ASTM D-2444; ASTM D5433; ASTM D756; ASTM G53; ASTM D570; ASTM D790; and ASTM D635 standards. The manufacturer is responsible for proof of compliance with the latest version of the ASTM standards.

1. MATERIAL: The transformers pads shall be made from a high quality non-corrosive Polymer Concrete material that will not permit water absorption, decay or infestation. The pads shall be constructed from polymer concrete, other materials such as plastic, vinyl, foam, wood or other variations other than the specified polymer concrete will not be accepted.

2. METALLIC SURFACES: All exposed metallic surfaces including threaded inserts shall be either hot dipped galvanized, zinc alloy or corrosion resistant 18-8 stainless steel.

3. ENVIRONMENT: The pad must be inert to its environment. It must not be affected by asphalt, road salts, fertilizers, mineral oil, motor oil, other common chemicals, weather, water, sunlight, or other reasonable service conditions to which it might be exposed.

4. FREEZING: The pad shall be designed and constructed so that if it or any hardware used traps or holds water, it will be able to withstand repeated freezing and thawing of the water.

5. COLOR: The color of the pad shall be “natural concrete gray”.

6. TRANSPORTATION: The pads are to withstand transportation, handling, and installation without chipping, warping, or puncturing.

7. IDENTIFICATION: The transformer pad is to be permanently marked with the manufacturer’s name,

catalog number, and date of manufacture (month and year). This identification is to be located so as to be visible with a pad-mounted transformer installed.

8. LIFTING INSERTS: The transformer pads shall have a ½” 13 UNC threaded inserts for lifting. The threaded inserts shall be positioned over the center of gravity of the pad. The threaded insert shall have adequate strength for lifting and reposition the pad: this shall by withstanding a test force of the three times the maximum weight of the pad.

9. STRUTS: The pad shall have two 1.5” by 6” long galvanized steel strut channels inserts embedded in the polymer concrete pad. The channels are to be located on both sides of the window opening with an adjustable captive spring nut to anchor the transformer. The locations of these channels are shown in the attached drawings.

10. CAPTIVE SPRING NUT: The captive spring nut shall be a ½” zinc alloy nut to mate with a ½” stainless steel bolt.

11. STEEL RETAINER CLIPS: The steel retainer clips that attach to the captive spring nut in the two strut channels shall be included with the polymer concrete transformer pad on all the smaller 48 x 48 pads used for single phase transformers. The ½” diameter stainless steel bolt and any hardware that will mate into each captive spring nut shall be included.

12. LOADS: Each pad shall be design and engineered for withstand high static loads.

13. DIMENSIONS:

Mini-Pad (285.84.100): Exterior Dimensions = 48” X 48” X 4” Interior Window Dimensions = 12” X 24” inches

Item 2: Concrete Transformer Pad 83”x 83” x 8” (COD # 28584255)

The concrete transformer pads shall meet or exceed the latest applicable ASTM D-2444; ASTM D5433; ASTM D756; ASTM G53; ASTM D570; ASTM D790; and ASTM D635 standards. The manufacturer is responsible for poof of compliance with the latest version of the ASTM standards.
