Tender Call Notice for Procurement of Mobile Device Management Solution &Anti-Virus for Tablet PCs to
ITE&C Department, GoAP, Hyderabad
A.1. The solution, service or material required:
The Service Provider/ Vendor shall provide a detailed proposal for (including but not limited to) supply, installation, maintenance and training on Mobile Device Management Solution for AP Government. Government of Andhra Pradesh is currently looking to procure Mobile Device Management Solution to enable mobility. The MDM Solution is primarily used for monitoring, maintaining, advance remote control, data security of tablets/ mobile devices, etc. GoAP intends to expand its digital mobility initiative, and is preparing to enable mobile applications and file sharing/ control over these tablets/ mobiles devices.
GoAP seeks to implement a Mobile Device Management (MDM) Solution which provides the following:
a. Supports all main stream tablet based mobile devices b. Provides over-the-air device management and application management
capabilities. c. Provide a secure Application delivery to mobile devices, the applications can be
Mobile (Android)/ Windows Apps d. Should be able to take remote control of the device or manage devices remotely.
The MDM Solution should be able to support multi-platform including android, ios and windows
The solution should be able to integrate with GoAP current infrastructure architecture and security framework.
On behalf of ITE&C Department, GoAP, Hyderabad, APTS invites the bids from the interested parties for the supply of the following. Schedule-I Indicative Qty. UOM D.1.1. Mobile Device Management Solution 75,000 Devices Schedule-II D.1.2. Anti-Virus for Tablet PCs 75,000 Nos.

The detailed technical specifications of the items to be supplied are mentioned in Section–D. Quantities mentioned above are indicative only for evaluating the L1 bidder. Ordering
quantities will be based on the actual requirements. Successful bidder has to sign the agreement on rate contract basis valid for a period of One year. Based on actual requirements received from the user departments, orders will be placed during the rate contract period.
A.2. Scope of incidental services: Furnishing of a detailed operations and maintenance manual for each appropriate unit of the supplied goods.
A.3. Warranty &Maintenance: Successful bidder to supply, install, configure, train and provide onsite supporting services including updates & upgrades for a period of one year free of cost. For 2nd and 3rd Years support cost to be quoted separately in the commercial bid.
A.4. Delivery and Installation period: Schedule-I: Successful bidder has to supply and install the software within four weeks and to configure and train the staff within 8 weeks from the date of signing of the contract. Software on devices is to be installed at State Head Quarters and District Head Quarters. Schedule-II: Successful bidder has to supply and install the Anti-Virus Solution software within four weeks and to configure and train the staff within 8 weeks from the date of signing of the contract. Section B - Pre-Qualification Criteria Schedule-I (MDM Solution)
The selection of service provider will be from Open Competitive Bidding (OCB). This invitation of tender is open to all those who are eligible to do business in India under relevant Indian laws as in force at the time of bidding and who fulfill the eligibility criteria mentioned in this document. The pre-qualification criteria for the participating bidders are as given below:
B.1 Company Registration Details:
1. The bidder should be a manufacturer/ authorized representative of a manufacturer/
whole sale dealer. Also registered with the Service Tax authorities and must have
completed 3 years of existence as on Bid calling date. The relevant documents are to
be enclosed.
2. If the Bidder is not the OEM, The Manufacturer’s Authorization Form specific to this
tender should be submitted as per the Annexure-III.
B.2 Turnover Details
a. The bidder should have a minimum average turnover of Rs.10 crore in IT/ ITES activities
during last three financial years i.e., 2012-13, 2013-14 & 2014-2015. Statutory Auditors
certificate stating the Annual Turnover for all the above stated three financial years or
extracts of the balance sheet showing the breakup of turnover from above activities.
B.3 Past Experience of Bidder
a. The bidder or OEM should have expertise in IT & IT related services and executed
cumulative supply, delivery, installation and commissioning of Mobile Device
Management Solution for minimum 1,00,000 MDM licenses across the globe during last 3
financial years i.e. 2012-13, 2013-14 and 2014-15. The Work Order Copies and work
completion certificate from the client to be submitted claiming expertise in the above
areas.
b. The bidder or OEM should have expertise in executing one single Order for supply,
delivery, installation and commissioning of Mobile Device Management Solution with
10,000 MDM licenses anywhere in the globe in the last 3 financial years i.e. 2012-13,
2013-14 and 2014-15. The Work Order Copies and work completion certificate from the
client to be submitted claiming experience.
B.4 Certifications: a. The bidder should have a valid ISO 9001:2008 certification as on bid calling date.
The bidder should submit a copy of the certificate.
B.5 Non-Black Listing a. The bidder shall not have been black listed by any State Government, Central
Government or any other Public Sector undertaking or a Corporation or any other
Autonomous Organization of Central or State Government as on bid calling date.

B.6 Service/ Support Centers
a. The OEM should have minimum one Service Centre in India with 5 Trained/ Certified support personnel should be enclosed in Form P-4.
b. The Bidder should have minimum one Service Centre in Hyderabad or anywhere in A.P as on bid calling date with minimum 3 Certified engineers on Proposed MDM Solution. Details of the service centres or service personnel should be enclosed in Form P-4.
c. In the event the Bidder is not having service centre in Hyderabad or anywhere in A.P as on bid calling date, the bidder has to submit an under taking to open the service centre within 15 days from the date of Notification of Award
Note:
1. Bidders are advised to study this RFP document carefully before submitting their

record or their earlier performance was unsatisfactory on any count.

delivery, installation and commissioning of Anti-Virus Solution for 10,000 licenses in
Client-Server Model anywhere in India (the globe) in the last 3 financial years i.e. 2012-
13, 2013-14 and 2014-15. The Work Order Copies and work completion certificate from
the client to be submitted claiming experience.

14. LD for late deliveries/ installations
LD for late deliveries/ Installations: 1% of the late delivered or deemed late delivered/installations for One week or part thereof, 1.5% for Two weeks or part thereof, 2% for Three weeks or part thereof, 2.5% for 4 weeks or part thereof and so on.
15. Maximum LD for late deliveries/ installation
Maximum LD for late deliveries/installations: 10% on the Total value of licenses for that location/site for late delivery/installation or deemed late delivered/installed licenses
16. Penalty for failure to close the service calls
A penalty of Rs.25/- per calls not closed within 2 working days. A penalty of Rs.30/- for each day for each calls not closed after 2 working days, in addition to the above penalty
17. Penalty for failure to provide call center services
A penalty of Rs.3,000/- for first two days. A penalty of Rs.3000/- for each day beyond two days in addition to the above penalty. The penalty amount will be deducted from the amounts payable to the bidder by APTS. Once this amount is exhausted, penalty amount will be recovered from the Performance Security. Once the Performance Security also exhausted, the bidder will be required to recoup the Performance Security. If the bidder fails to recoup the Performance Security, the bidder will be debarred from participating in tenders till the time he recoups the Performance Security.
18. Options for the required MDM
If the bidder wants to give option, he may submit it as separate bids along with separate EMD. This will be treated as separate

Section D – Scope of the RFP D1. Introduction The State of Andhra Pradesh has to be practically re-imagined and reconstructed in a planned manner, if the hopes and aspirations of its people have to be fulfilled. To fulfill the aspirations of the people, following Vision Statement has been drawn up from the perspective of eGovernance, Electronics and IT:
D2. IT Vision Statement of GoAP “To develop Andhra Pradesh as a knowledge society of global repute, with a focus on enhancing the quality of life of its citizens, through high quality education and health care, increased productivity in agriculture and allied activities, creation of requisite employment potential by promoting electronics and IT industries, and above all, by providing good governance.” Government of AP has prepared a Blueprint for development of IT, Electronics and IT in June 2014. It has also notified a Triad of comprehensive policies on IT, Electronics and Innovation in 2014. GoAP has also designed at a high-level the AP State Enterprise Architecture, which is a holistic effort to use the concepts of e-Governance adopting a Whole-of-Government approach. The Blueprint, the triad of policies and the Enterprise Architecture can be accessed at www.apit.ap.gov.in. These policies and especially the Enterprise Architecture seek to provide a common fabric of IT for achieving efficiency and effectiveness in the implementation of the 7 developmental Missions undertaken by the GoAP. The common theme underpinning all the above policies and frameworks is the need to create pervasive infrastructure across all government departments in the State. To this end, the GoAP has initiated multi-dimensional approach, creating departmental IT infrastructure requirements, procurement, support and supervise through a centralized web based application. The Andhra Pradesh Government is deeply aligned with the National vision of a Digital India and eager to make Andhra Pradesh one of the first states to embrace and deliver this vision to the people of Andhra Pradesh. Therefore Andhra Pradesh is creating IT and IT related infrastructure to the department level so as to spur economic development and to provide Integrated Services to the Government departments. Against the above background, the creation and maintenance of the mobile device (Tablet) based solutions created and deployed at the field for real time capturing of data from the place of work. It is essential to manage the created mobile IT infrastructure is a pre-requisite for any meaningful e-Governance.
D3. Mission Statement With the ever increasing number of basic services getting delivered on digital infrastructure, the creation and its maintenance got importance. In this context the Machine Statement for the Project is: “To create a cost efficient mobile device management solution for effective management of IT infrastructure and its maintenance with high QoS”

D4. Mobile devices (tablets) with Government
D4.1 Objective of the RFP To provide Andhra Pradesh Government with a MDM Solution and maintain for a period of 1 year with the following primary objectives:-
Provide complete device and application management consisting of :- Policy Enforcement and compliance Security Application Management Document sharing and management Scalability
Provide a secure mechanism for delivery of applications to the various devices across all platforms
Segregation of management capabilities between GoAP and private data across all device platforms through containerization
Active Directory integration Central Management Console Technical Training to 1st line support.
At District Locations/ HO location for 2 days/ 8 hours GoAP to nominate the technical persons/staff for the 1st line technical training
and the schedule for the same will be published after mutual discussion The premises and the infrastructure required for training purpose will be
provided by the GoAP. “The objective of this RFP is to procure Mobile Device Management System With a high hopes on advances in enterprise mobility, to bring innovation and new levels of end user productivity, without exposing confidential data to increasingly frequent cyber attacks and to take full advantage of workforce mobilization and management of the applications & devices including BOYD”
D5. Scope of the RFP
1 Background
The Bidder/ Supplier shall provide a detailed proposal for (including but not limited to) supply, installation, maintenance and training of the Mobility Management Solution for the AP Government. Government of Andhra Pradesh is currently looking to procure Mobile Device Management Solution to enable mobility. The MDM Solution issued primarily for monitoring, maintaining, advance remote control, data security etc. GoAP intends to expand its digital mobility initiative, and is preparing to enable mobile applications and file sharing over these mobiles devices/ tablets.
2 Business Objectives
2.1 The objective of this RFP is to procure and implement a Mobility Device

Management (MDM) Solution that will allow GoAP to manage over one lakh Tablets/ Mobile devices.
Schedule-I (D.1.1)
D5.1 Functional Requirements The Mobile Device Management (MDM) Solution must provide the following capabilities:
a. Support all mainstream mobile and tablet Operating Systems (OS), which
include iOS, Android, Windows Phone, etc.,. b. Provide over-the-air device management capabilities, which includes device
registration, device configuration, full and selective wipe. c. Provide over-the-air application management capability. The ability to distribute
software (in-house or 3rd party), Maintain/ Update in-house or 3rd party apps. d. The MDM solution must be able to segregate official data from personal data
using a secure container (dual-persona) solution, and provide secure browser capability for accessing GoAP websites.
e. Implement and enforce all GoAP enterprise mobile security practice. Provide device-level and container-level encryption capability to secure data.
f. MDM software shall be able to access the applications through the VPN tunnel created by the application Infrastructure
g. Provide administration and reporting. h. Device Location Available on Map in Console i. Encrypt external/internal storage to achieve advance level of data security. j. The ability to group based actions on devices for granular control and

D10. Anti-Virus requirements: Anti-Virus software shall protect the Tablet PCs from all the viruses in the system and
upcoming viruses. Anti-Virus software shall have the features of auto-update, real-time
protection and detection and removal of viruses, Trojan Horses, worms, spyware, adware,
key loggers, malware, auto-dialer, browser exploits, phishing, root kits etc safely without
damaging the original file. It should also support On-Access Scanning, On-Demand
Scanning, Heuristic Scanning, Scheduled Scanning, instantaneous automatic updates, email
scanning etc.
The software shall have client-Server support. The Server should push
the anti-virus (one time activity), regular patches and updates
automatically to all the clients/ agents at the scheduled intervals. The
virus-signatures shall update the database automatically on the server.
Further, the updated, scanning and cleaned status/ information of
devices shall be recorded and generate the MIS to the department.
Online support & resources shall be available for implementation of the
above activity and regular monitoring.

Section E – Bid Process E.1. Bidding Procedure:
Offers should be made in three parts namely, “Pre-qualification Bid”, “Technical Bid” and “Financial Bid” and in the format given in bid document. Each offer should be placed in a separate envelop super scribed “Pre-Qualification Bid”, “Technical Bid” and “Financial Bid”, as the case may be, followed by the title mentioned above against “Tender Call”. Bid for Schedule-I & Schedule-II shall be submitted separately and APTS will process them separately.
1.) EMD details should be given in the “Pre-Qualification Bid”. 2.) Tenders will be accepted only from those who have purchased the Bid Document. 3.) All correspondence should be with APTS contact person. 4.) A complete set of bidding documents may be purchased by interested bidders from
the APTS contact person upon payment of the bid document price which is non-refundable. Payment of bid document price should be by demand draft/ cashier’s cheque or certified cheque drawn in favour of “The Managing Director, Andhra Pradesh Technology Services Ltd.” and payable at Hyderabad (India) not later than 1hour before bid closing date & time.
E.2. Pre-Qualification Bid: It shall include the following information about the firm and/ or its proposal.
1. General information on the bidder’s company in Form P-1 2. Turn over details in relevant field in Form P-2 3. List of major customers in support of turnover in Form P-3 4. Section F – Bid Evaluation Procedure
Bid Evaluation Procedure: Bids would be evaluated for entire Schedule. Bidders should offer prices for all the items of Schedule and for the full quantity of an item of Schedule failing which such bid will not be considered. Technical bid documentation should be in the prescribed format. If a vendor has any comment to offer about the procedural aspects of this tender, it should be intimated to APTS during the pre-bid meeting. In case the schedule or procedure of tender processing is revised, the same shall be communicated by telephone, fax, courier or e-mail as the case may be to all the vendors who have paid the tender document fee.
a. The evaluation will be 3 stages i.e., PQ, TQ and Financial/ Commercial proposal submitted by the bidders.
b. The bidders will be shortlisted based on the Pre-Qualification criteria as given in Section-B of this RFP document.
c. The bidders who qualify in PQ evaluation will be eligible for opening of Technical Bids and the bidder should arrange for Technical presentation on the features of the proposed software.
d. Technical Presentation Date, Time & Venue will be informed as per schedule fixed by the evaluation Committee.
e. The bidders have to score a minimum of 70 marks out of a maximum of 100 marks in Technical Evaluation to consider for opening of Financial Bids as per the criteria mentioned in Section-F.3 and further Evaluation.
f. The Financial Proposals will be evaluated as below: The commercial evaluation would be based on the cost of the services provided by the bidder in the commercial bid. The bidder who is L1 for the services will be considered as most responsive “Bidder” and the Notification of Award (NoA) will be issued.
F.1. Opening of bids: Immediately after the closing time, the APTS contact person shall open the ‘Pre-Qualification Bid’, and list them for further evaluation. The Technical Bids of only those bidders who qualify in the Pre-Qualification Bid will be opened at the date that will be informed by APTS. After evaluation of Technical Bids, the Financial Bids of only those bidders who qualify in technical evaluation will be opened. F.1.1 EMD Validity: The EMD will be scrutinized first for the amount and validity period. The bids submitted with required EMD amount and validity only be considered for the evaluation. The bids submitted with insufficient EMD amount/validity will be treated as ‘non-responsive’ and will not be considered for further evaluation (disqualified).
F.2. Pre-Qualification Bid Evaluation: The Pre-qualification bid documentation shall be evaluated in two sub-steps. Firstly, the documentation furnished by the Bidder shall be examined prima facie to see if the technical skill base and financial capacity and other vendor attributes claimed therein are consistent with the needs of this project. In the second step, APTS may ask vendor(s) for additional information, visit to vendors site and/or arrange discussions with their professional, technical faculties to verify claims made in Pre-Qualification Bid documentation.

Schedule-II - TQ Evaluation Criteria The proposed product shall comply with all the required functions. Any proposed
product not meeting more than 2 parameters will be rejected.
F.4. Evaluation of Financial Bids: Financial Bids will be evaluated separately for Schedule-I & Schedule-II. The Lowest Quoted Bid will be considered as most responsive Bidder for respective schedule. Award Criterion: Final choice of firm to execute the project shall be made on the basis of conformity to technical specifications, appropriateness of the product offered, capability of bidder to execute and service the project and appropriateness of financial offer from the point of view of cost-effectiveness (L1 bidder) over the entire maintenance period for the product/ services offered by the Bidder.
