Twining has extensive experience providing materials testing services to local public agencies and we have worked extensively in the City of Corona, most recently on the Lower Santa Ana River Channel, Reach 9 BNSF Bridge Protection. In short, Twining has all the internal resources necessary and available today, to efficiently meet and exceed the City’s expectations.Twining has been in business as an industry leader for 120 years. Our network of state-of-the-art laboratories allows us to provide fast, reliable test results that our clients can trust. We subscribe to the most stringent inspection and certification requirements in the industry and are recognized by Caltrans, American Association of State Highway and Transportation Officials (AASHTO), Cement and Concrete Reference Laboratory (CCRL), International Accreditation Service (IAS), and U.S. Army Corps of Engineers, and numerous cities and counties as a certified geotechnical, asphalt paving, materials testing and inspection laboratory.Our qualifications specific to the City include the following:

» Established Relationship Twining has worked on a number of projects in the City and we are currently providing quality control on the I-15 Cajalcao Road interchange improvement project and the Santa Ana River Main Stream Prado Dam. This familiarity means that we will enter into this contract needing minimal acclimation time to City staff, requirements and procedures. This will, in turn, support adherence to project schedules and result in cost savings.

» Specialized Experience in Public Works Twining has unmatched expertise in providing on-call construction inspection and quality control for various public works clients throughout the state. We have been the trusted firm to provide similar services to more than 50 Southern California agencies, including the Counties of San Bernardino and Riverside, as well as the Cities of Fontana, Colton, Victorville, and beyond.

The proper structural section design for flexible pavement as well as the asphalt concrete mixture type is crucial to its performance and longevity. Poor design can result in early failures, substandard performance and repairs that quickly become costly. We are committed to helping agencies design and implement the most appropriate, cost-effective, and durable pavement solutions. Our extensive experience providing quality assurance and quality control services in the field gives us unique insight and allows us to provide recommendations in design that are easily implemented and reliable in the field.Twining experts have been providing pavement engineering and materials evaluation services on flexible pavement projects for decades. We understand the growing budget constraints that local agencies are facing, and the importance of solid yet innovative and cost effective engineering solutions. Twining provides local agencies with comprehensive pavement engineering services that utilize the newest pavement rehabilitation technologies to effectively deliver our clients the service life that they expect of their pavements at a construction cost that may be less than traditional methods.

Twining routinely assesses current pavement conditions and identifies the causes of pavement distress. Using the Falling Weight Deflectometer (FWD), Dynamic Cone Penetrometer (DCP) and ground penetrating radar (GPR) testing we are able to assess subgrade conditions and determine the load-carrying capacity of in-place pavement. Our efforts can determine the remaining service life of pavement and identify several available options for rehabilitation, which may include full-depth reclamation (FDR) cold in-place recycling (CIR) of existing asphalt materials, or a simple grind and overlay as warranted.As part of Pavement Engineering services, Twining’s team will provide life cycle cost analysis and construction cost estimate for each option to help our clients make informed decisions. We will work closely with the agency to ensure our recommendations take agency goals into consideration whether they be to reduce construction cost, adapt sustainable construction methods, or apply green technologies in their projects. Twining is also experienced with available grants that can utilized by the agency to improve their pavement program.

Twining is closely involved with hot mix asphalt industry associations and government agencies that keep our engineers on the pulse of new and upcoming technologies. VIBRATION MONITORING AND ASSESSMENTGround-borne vibration and noise are both critical elements to consider when site construction activities involve demolition, compaction, excavation, pile driving, shoring, or heavy equipment use. The potential impacts to on- and off-site structures can be significant, depending on the nature and type of construction activities; location and proximity to the public as well as environmental habitats; local geology; and the condition of structures in the vicinity of the construction site. Additionally, human exposure to excessive long-term vibration activities beyond average human body threshold can have harmful physical and mental health effects. Twining provides fully integrated vibration monitoring services and data processing during planning and construction to limit exposure of construction-related vibrations: Vibration Monitoring Planning, to evaluate the vibration sources, location, and condition of protected structures; review vibration levels relative to local ordinances or project requirements, predictions, site investigation, and pilot test program; and establish action items for exceeding events. Field Construction Monitoring, including pre-construction condition surveys to digitally document observable existing conditions (pre-existing cracks and crack-widths, distress, wall misalignment, cracked windows and doors); vibration monitoring and reporting with wireless internet capabilities; near-real time warning alerts to mobile devices; and post-construction evaluation reporting complete with a compilation of color photographs and video footage to enable a side-by-side comparison with pre-construction survey conditions. FINANCIAL STABILITY

Twining has been providing special inspection and testing services in California for 120 years. Our firm is characterized by stability. We have shown consistent fiscal growth at a rate of about 5-8% for the past five years. At this time, we do not have any pending litigations, mergers or other conditions that would negatively impact our ability to provide services under this contract. We will be able to meet the expectations of the City of Corona and fully dedicate our resources for use on these projects.Twining, Inc is financially solvent and has sufficient liquidity to meet all current obligations. There are no existing conditions including bankruptcy, pending litigation, planned office closures or any impending mergers which could impede the firm’s ability to complete its current projects.

Paul Soltis, PE, GE, brings more than 25 years of technical expertise to Twining. His experience includes geotechnical investigations and analyses relative to roads, bridges, highways, and other California infrastructure projects. His focus is on interaction with the design team during development of construction documents to achieve the most appropriate foundation type and most efficient site preparation techniques. Paul has extensive on-call contract management experience and the proven ability to simultaneously maintain and manage multiple projects. Additionally, six retaining walls were constructed, five of which were mechanically stabilized earth (MSE) walls. Existing utilities were relocated prior to structure construction. Sammy managed special inspections and quality assurance for deep foundation for this project.City of Corona, Arantine Hills Force Main* The City of Corona began this wastewater and water infrastructure construction project in early December 2017. This project included the construction of a new 10,400 foot sewer force main pipeline located in Foothill Parkway and Bedford Canyon Road, as well as a new 3,300 foot waterline in Bedford Canyon Road. Sammy managed the quality control inspections for the trench excavation, pipe placement, and backfill compaction operations.City of Menifee, Scott Road/I-215 Interchange*This project includes the widening and realignment of the northbound on- and off-ramp to improve traffic flow and provide continuous movement traveling both east- and westbound. Dr. Amir Ghavibazoo is Twining’s Director of Asphalt Engineering and Pavement Design. He directs and works on pavement management programs, pavement design, highway design, engineering specifications, and consulting services. Amir has extensive experience with pavement management programs and software. He has also taught MicroPAVER as part of his graduate studies. Amir is an expert in evaluating different types of pavement distresses and calculating corresponding rehabilitation strategies. He has given presentations at several national and state-specific conferences, including the 2017 APWA Conference. Additionally, he teaches pavement design courses at California State University, Long Beach.

A $1.00 per hour shift differential premium will be charged for all inspection hours that fall outside of the 5:00 a.m. to 5:00 p.m. time period. Twining will require 48-hour notice prior to beginning a shift that will include hours falling outside this time period. Should this notice not be provided, all work performed on that shift will be billed at the overtime rate.

Ceramic Tile Testing DivisionThe Ceramic Tile Institute of America (CTIOA) and Twining worked together to advance and develop technology designed to enhance the quality of materials and workmanship in the ceramic tile industry. A separate schedule of fees for these services is available upon request.

In-Place Shear Testing

All shifts will be billed based on the time and date of their start. After the first 12 hours worked Monday through Saturday, all day Sunday, holidays, and the first Saturday following the first Friday in June and December. Holidays are New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, and Christmas Day.

When personnel are required by their duties to work more than five consecutive hours without a one-half hour uninterrupted meal period, one half hour at double time rate will be charged in addition to any applicable overtime for actual hours worked.

Oversize SpecimensAn extra charge will be made when test specimens require more than one person to handle because of size or weight.

Elevated Work PlatformsIn the event an elevated work platform is required to safely complete our inspections, the client must provide safe access, including a trained and certified operator, to Twining, Inc. inspection and testing personnel.

In the event of any litigation arising from or related to any agreement to provide services whether verbal or written, the prevailing party shall be entitled to recover from the non-prevailing party all reasonable costs incurred, including staff time, court costs, attorney's fees and all other related expenses in such litigation. Additionally, in the event of a non-adjudicative settlement of litigation between the parties or a resolution of dispute by arbitration, that same process shall determine the prevailing party.

Specimens will be discarded after testing unless Twining has been notified prior to testing that the customer wishes to retrieve the specimens or storage arrangements are made.

In order to be in strict conformance with testing standards, it may be required that Saturday pick-ups be performed (e.g. concrete specimens cast on Friday must be picked up on Saturday in order to be in conformance with ASTM C31 requiring specimens to be moved to their final curing location within 48 hours of casting.) Applicable charges for Saturday work will apply when this is required. Should these charges not be authorized then Twining will not be responsible for any negative consequences.

Costs presented assume that client will provide project specific documents (plans, specifications, submittals, RFIs, etc.) for all inspection personnel. Should project specific documents be provided electronically through a for fee service, the client will be responsible for providing access and paying any fees for the service.

Please note that laboratory testing will be billed on an hourly basis for non-standard tests. If testing is required to be performed on Saturdays, Sundays, holidays, or before 5:30 a.m. or after 4:00 p.m. on weekdays, an additional hourly charge with a minimum of one hour will be applied for the laboratory technician. 1.5 x regular test rate will be charged for rush testing.

Prices quoted assume that initial curing facilities for test samples that comply with relevant test standards and project requirements and desk space for inspection staff are provided by others. Additional costs will apply should Twining be required to provide such facilities.

Certified payroll will be provided, upon request, at an additional charge of $100.00/month. Fee applies to every month that certified payroll must be submitted regardless of whether or not services were provided for any given month.

per excess mile to and from the project will be charged for inspectors and technicians.Other than small tools, whenever project related equipment is required to be transported to and from the project site, time and mileage for inspectors and field technicians will be billed on a portal to portal basis. For all projects, our per mile rate and applicable travel time will be charged portal to portal for engineers, consultants, supervisors, and laboratory technicians from the laboratory to the project site and return.

Fees charged are for professional and technical services and are due upon presentation. If not paid within 30 days from date of invoice, they are considered past due and a finance charge of 1½% per month will be added to the unpaid balance (APR 18%).

A 3% fee will be applied for payments processed by credit card.

All invoice errors or necessary corrections shall be brought to the attention of Twining within 15 days of receipt of invoice. Thereafter, customer acknowledges invoices are correct and valid. Twining reserves the right to terminate its services to a customer without notice if all invoices are not current. Upon such termination of services, the entire amount accrued for all services performed shall immediately become due and payable. Customer waives any and all claims against Twining, its subsidiaries, affiliates, servants and agents for termination of work on account of these terms.

If a final report or affidavit is required, we must first review all inspection and testing reports and clear up any unresolved issues on these reports. These issues will typically require approval by the engineer or architect of record. This process can take several weeks or just a day, depending on the number and complexity of the issues. Cost for final reports will be billed hourly.

Client agrees to limit Twining's aggregate liability to all entities for alleged or actual errors and omissions in the performance of its professional services under this agreement to $50,000.00 or the fees actually paid to Twining, whichever amount is greater. Higher limits may be available by quotation.

For work locations located 100 miles or more from Twining, travel time will be charged at the relevant rate for inspectors and technicians in addition to a subsistence allowance.
